Book excerpt: In the drive to achieve universal primary education as one of the Millennium Development Goals, there is an increasing recognition of the urgency of focusing on teacher education to both meet the demand for more than one million qualified teachers required to achieve this goal within sub-Saharan Africa, as well as to combat the sometimes poor quality educational experience reported in the school. Currently, approximately only one third of teachers are qualified to teach. This dearth in qualified teachers also means that secondary and tertiary education need to be improved upon to provide an educated cohort of graduates. This in turn will ensure that the quality of teacher trained and retained within the profession is of a sufficiently high standard to ensure sustainable progress. This volume focuses on the various aspects of teacher education which need to be addressed in order for the wider Millennium Goals to be achieved, but more importantly, so that each African child living within sub-Saharan Africa will have the right to a quality education: ensuring they too experience their right and entitlement as children to reach their full potential - often taken for granted in Western countries – giving African children the necessary tools to build a better future for themselves. Of particular interest to the education researcher and policy maker, this volume’s contributors look at the various issues and challenges around the teacher profession, particularly in relation to resources and practices within sub-Saharan Africa. The contributors examine the issue of building research capacity for educational research within teacher education Colleges and explore the concept of education for sustainable development with the view to improving the development of quality teacher education within the global South. In this volume, research reports are presented highlighting the various challenges within the structure and provision of teacher education within certain national contexts, including assessment and curricula issues, which need to be addressed. This volume goes from the global to the local and examines teacher educator teaching, learning and reflective practice issues within different contexts, as well as exploring alternative pre-service experiences for western teachers who wish to work within the sub-Saharan context as well as some teacher educator exchange programmes between the South and North. Case countries explored include Lesotho, South Africa, Mozambique, Uganda, Kenya, Tanzania and Madagascar, to mention but a few. Of particular value to the education researcher and policy maker, this book provides a timely resource focusing on an area of neglect, highlighting the central role of the teacher and teacher education towards sustainable development within the sub-Saharan African context.

Book excerpt: Despite strong recent economic growth, Sub-Saharan Africa has levels of economic transformation, poverty reduction, and skill development far below those of other regions. Smart investments in developing skills—aligned with the policy goals of productivity growth, inclusion, and adaptability—can help to accelerate the region’s economic transformation in the 21st century. Sub-Saharan Africa’s growing working-age population presents a major opportunity to increase shared prosperity. Countries in the region have invested heavily in building skills; public expenditure on education increased sevenfold over the past 30 years, and more children are in school today than ever before. Yet, systems for building skills in this population have fallen short, and these shortcomings significantly impede economic prospects. In half of the countries, fewer than two in every three children complete primary school; even fewer reach and complete higher levels of education. Learning outcomes have been persistently poor, leading to substantial gaps in basic cognitive skills—literacy and numeracy—among children, young people, and adults. The literacy rate of the adult population is below 50 percent in many countries; functional literacy and numeracy rates are even lower. Systemwide change is required to achieve significant progress. Multiple agencies at the central and local levels are involved in skills development strategies, making skills “everyone’s problem but no one’s responsibility.†? Policies and reforms need to build capacity for evidence-based policies and create incentives to align the behaviors of all stakeholders with the pursuit of national skills development goals. The Skills Balancing Act in Sub-Saharan Africa: Investing in Skills for Productivity, Inclusivity, and Adaptability lays out evidence to inform the policy choices that countries will make in skill investments. Each chapter addresses a set of specific questions, drawing on original analysis and synthesis of existing studies to explore key areas: • How the skills appropriate to each stage of the life cycle are acquired and what market and institutional failures affect skills formation • What systems are needed for individuals to access these skills, including family investments, private sector institutions, schools, and other public programs • How those systems can be strengthened • How the most vulnerable individuals—those who fall outside the standard systems and have missed critical building blocks in skills acquisition—can be supported. Countries will face trade-offs—often stark ones—that will have distributional impacts and a bearing on their development path. Committed leaders, reform coalitions, and well-coordinated policies are essential for taking on the skills balancing act in Sub-Saharan Africa.

D. dissertation in which the author presents the results of a comprehensive evaluation of ICT4D initiatives in three Sub Saharan Africa countries. Its starting-point is the apparent failure of ICT4D initiatives in Sub Saharan Africa to deliver for human development goals. As a result, there has been a growing demand for more rigorous empirical evidence about the ways in which individuals and communities exploit access to and use of ICT, and the impact they have on the livelihoods of marginalized communities in rural and urban areas. The lack of empirical evidence in this area inhibits effective analysis of the factors enabling or constraining ICT4D initiatives outcomes and means that scarce development resources may be ineffectively deployed or opportunities for effective pro-poor initiatives are being missed, and it is one of the key aims of this book to explore the key critical success factors for making ICT work for pro-poor development in Sub Saharan Africa. Using a comprehensive quantitative and qualitative design, this evaluation study examined the promise of ICT to deliver for human development goals at the macro, meso and micro-level over a decade (1995-2006) in Ethiopia, Kenya and South Africa. The exploration was carried out using new hybrid evaluation framework called a Capability Oriented Logical Framework Approach (CO-LFA) that was developed by the author. This framework places, in contrast to the current discourse around the digital divide, pro-poor sustainable development and not technology at the centre of the analysis. Findings from the study clearly conform the central hypothesis that access to and use of ICT in Sub-Saharan Africa often fail to meet pro-poor development goals, because they are impaired by deficiencies in the enabling environment that are systematically embedded in the broader socio-economic context of the targeted communities. The author draws conclusions that may have implications for making ICT work for pro-poor development, in terms of assumptions, approaches and outcomes.

Book excerpt: This research assesses the relevance of information and communication technology (ICT) in primary education quality in a panel of 49 Sub-Saharan African countries for the period 2000-2012. The empirical evidence is based on Two Stage Least Squares (2SLS) and Instrumental Quantile regressions (IQR). From the 2SLS: (i) mobile phone and internet penetration rates reduce poor quality education and enhancing internet penetration has a net negative effect o f greater magnitude. From the IQR: (i) with the exception of the highest quantile for mobile phone penetration and top quantiles for internet penetration, ICT consistently has a negative effect on poor education quality with a non-monotonic pattern. (ii) Net negative effects are exclusively apparent in the median and top quantiles of internet-related regressions. It follows that enhancing internet penetration will benefit countries with above-median levels of poor education quality while enhancing internet penetration is not immediately relevant to reducing poor education quality in countries with below-median levels of poor education quality.
