Exploring the multiple dimensions of water governance, policy and management in a holistic way is thus imperative for financial innovations to take place in the water sector. This book constitutes, first of all, a reference document allowing African managers and policymakers to broaden their knowledge of financing strategies and tactics in order to raise funds for water services provision and water resources development. Additionally, the book reviews the agenda on water and sanitation services in order to ensure water resources development has a place in funding structures. The book presents and discusses contemporary instruments of financing water services and water resources development in Africa. In this regard, three major thematic areas are recognized as key: Coverage of the legal and institutional contexts pertaining to water financing innovations; an assessment of economic mechanisms and principles subtending financial innovations in the water sector; and applications of innovative water financing mechanisms based on scale formation and adoption practices. Book excerpt: Achieving the millennium development goals, particularly, reducing child mortality (the fourth), and halving the proportion of people without sustainable access to safe drinking water (the seventh) requires significant improvements in access to safe water and basic sanitation. In Sub-Saharan Africa a water and sanitation crisis looms. Forty-four percent of the population does not have reliable access to safe water, and 63 percent remain un-served by sanitation facilities. Income poverty is also at a crisis stage. Some 72 percent of the population in Africa lives on less than US$2 a day and 41 percent suffers from extreme poverty on less than $1 a day. Despite the dire need and consensus on the goals, public funds for water supply and sanitation are drying up. Marrying the financial with the water and sanitation sectors to make financial services available to low-income households and small-scale providers of water and sanitation services is a market-driven, market-friendly approach to resolving the credit constraint that is inhibiting the development of water and sanitation infrastructure in Africa. Depending on the situation, this approach: (1) promotes the provision of financial services directly to low-income households in order to enable their investment, (2) extends access to water and sanitation services to poor households by making financial instruments available to micro-, small-, and medium-size private operators, and/or (3) targets public funds more effectively to the extreme poor. Key strategies are: 1) closing the information gap that exists between the sectors at the policy and operational levels, and between service users and service suppliers; 2) supporting competition and financial viability in service provision in addressing policy challenges; 3) financial broadening by widening the range of financial products suitable for small-scale water supply and sanitation; 4) financial deepening by increasing the outreach and coverage of financial institutions to small-scale service providers and users; and 5) tight targeting of grant funding to the extreme poor and low-potential areas, and separating it from loans.

The issue of water access and supply affects both rural and urban populations. At rural areas water is accessed in yard taps and in arid regions through water kiosks managed by private owners. Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.

Thirty-one percent of children under the age of five are malnourished and some 72 percent of the population lives on less than US$2 day. Forty-one percent lives on less than US$1 day. The impoverished and hungry are concentrated disproportionately in rural areas and rely mainly on the consumption and sale of agricultural produce for their food and income. Africa has experienced increasing dependency on food imports that its countries cannot afford. Yet an estimated 700,000 hectares of arable land in Africa remains uncultivated. It is land that could become productive through small-scale irrigation using basic technology to draw on small-water resources, such as tube wells, and dambos. The technologies can be applied to cultivate smallholder plots of up to five hectares. Employing them will enable up to 4 million low-income households to intensify agricultural production and increase productivity. Small-scale irrigation can increase agricultural productivity and production, thus contributing to economic growth in rural areas and increased well-being among small holder farmers. Its potential to increase and stabilize food supply is especially important in light of the ongoing food crisis, and especially in Africa. Expanding the use of small-scale irrigation requires farmers to have access to financial services. The many constraints and obstacles that rural financial institutions in Africa confront must be purposefully navigated if financial services are to fulfill this role. Effectively tailoring financial services and products to support irrigation in different settings and among different client groups will be essential to success. Carefully targeting grant funding to the very poorest subsistence farmers and clearly separating it from lending will be likewise be critical to the sustainability of these financial services.

Book excerpt: In Sub-Saharan Africa (SSA), two in three urban households do not have access to a piped water connection in their premises. These households rely on shared point sources, as well as services provided by small-scale private operators such as cart vendors, tanker trucks, and neighbors connected to the municipal network who resell water. This dissertation contributes to the limited literature on water supply services available to low-income urban populations, by assessing service characteristics and preferences for water service improvements among households without individual connections; comparing across different source options service attributes typically measured in the water sector, including time and money costs, service quality and users' satisfaction; exploring the characteristics of households who resell water and their motivations for doing so. This dissertation focuses on the case of Maputo, Mozambique. Chapter 2 found that felt needs and preferences among peri-urban households in Maputo are more heterogeneous than characterized in the literature, even when households have similar socio-economic and demographic characteristics. Overall, time and money costs of supply drive respondent preferences to a greater extent than any other attributes. Chapter 3 found that households purchasing water from their neighbors pay lower time and money costs per liter of water, on average, and report a higher likelihood of obtaining credit from their supplier, as compared to those using standpipes. No significant difference in the quantity of water obtained from these two water sources was observed, nor were there any significant differences in water quality at source between neighbor's taps and standpipes. Standpipes outperform resale with respect to both the number of hours of service per day and the predictability of supply. Although resale competes favorably with standpipes along a number of service quality dimensions, after controlling for water supply characteristics, households purchasing water from neighbors are significantly less likely to be satisfied with their water services as compared to those using standpipes. Chapter 4 found that most water resellers in Maputo do not behave as entrepreneurs, nor are they motivated by profits when performing their activities. Three non-mutually exclusive explanations of why households engaged in water resale were presented. The first explanation is that households perform their resale activities to obtain cash to buy daily food items, such as bread and vegetables. A second explanation is that resellers engage in resale to "buy" informal social insurance and protect themselves in case of future need, either because they anticipate needing the help of their neighbors or fear social isolation. A third motivation for households to engage in resale is linked to their embeddedness in dense networks of social relations in which helping neighbors is a social norm.
