When properly implemented, community policing improves civic engagement of local residents, gives them stake in coproducing outcomes with local police, and increases police legitimacy in the eyes of the public. Community policing's broad approach places a greater emphasis on proactive and preventive policing and has been applied to a diverse array of public safety concerns, including child safety, traditional crime, and gangs. The same community policing strategies and principles that have helped improve public safety and reduce crime and social disorder are now being leveraged to counter terrorism and prevent violent extremism. This guide discusses five key principles of community policing applied to homeland security concerns and provides practical examples from law enforcement agencies implementing community policing approaches to counter violent extremism.

Book excerpt: There has been a rise in violent extremist attacks throughout America since the attack on the World Trade Center in 2001. However, law enforcement has been challenged in developing means and methods to combat the rise in terrorist activities. Using and enhancing community policing strategies have shown promising results in identifying terroristic individuals. A literature review shows that community policing strategies have been effective in combating and reducing violence and may be effective in mitigating terrorist activities. Community policing can be a necessary means for identifying radical individuals involved in terrorist activities. This research proposes to discover an effective and accurate method of open communication between law enforcement and the community by building stronger relationships, also known as a core relationship. The core relationship focuses on trust and legitimacy for a common purpose. The data collected from law enforcement officers experienced in community policing and terrorist investigations provide a foundation for engaging and utilizing the community. The critical information found at the local level can be broadened to the state and federal levels. Social media was found to be a catalyst for the radicalization of terrorists who may be implanted into a community setting. The participants made several recommendations to correct problems and deficiencies that hinder the relationship with the community preventing the identification of possible terrorist activities. Data was collected at the ground level of community policing and is readily adaptable to any police jurisdiction.

Book excerpt: Community policing is an approach to law enforcement that stresses the need for strong sustainable relationships between the local police and the communities they serve. Through open communication and understanding of common interests, public safety then becomes a collective problem-solving activity, which ideally promotes societal cohesion and democratic values. Given the diffusion of terrorism in recent years, and the involvement of local people in plotting and staging attacks, police forces in different countries believe that community policing principles are crucial for countering radicalisation and violent extremism. Effective community collaboration enables the police to understand the issues and remain informed so that potential interventions can be conducted early and locally, before problems escalate beyond the community’s control. This report evaluates community policing approaches in Australia, the United States, and the United Kingdom, with regard to countering violent extremism and terrorism. It finds that the construction of transparent relationships with communities is objectively advantageous as a counter-terrorism strategy, but obstacles to success remain. Covert operations, surveillance, and the heavy-handed tactics of federal agencies can erase the trust that police have sometimes spent years trying to build. If community policing is to be an effective approach to countering home-grown terrorism, governments need to consider the effects of coercive policies and practices on the people they seek to engage.
