The 1972 Commission on Government Procurement called for the 'businesslike' operation of federal procurement. The 1984 Grace Commission sought to apply 'private sector management tenets' across the entire federal government. More recently, the Packard Commission and the 1986 Defense Science Board (DSB) noted the potential advantages of adopting commercial practices in the Department of Defense and, in broad terms, identified some of those practices. Despite the potential advantages that commercial practices offer, however, DOD has yet to implement them on a widespread basis. The exhibit below shows basic reasons for delay.

Book excerpt: Commercializing and reforming the Department of Defense (DOD) acquisition process is paramount to preserving the national security of the United States. A healthy and competitive U.S. Defense Industry lends itself to a well-equipped and capable combat force. Despite current budgetary increases and a focused emphasis on readiness, the U.S. military recently experienced a "13- year-long trend of real defense spending decline," marking "a 38 percent real reduction in spending from defense budgets in the mid-1980s". The real dollar budgetary decline and a push for quicker deployment of cutting edge technology highlight the need for a more efficient and effective DoD acquisition system; However, critical, high-value, military specific, sole-source procurements are often negotiated as cost-based contracts. In order to adapt to a changing defense environment, the DoD has explored alternative contracting processes such as Price-Based Acquisition (PBA), wherein "price" is established on a variety of flexible conditions. Regulatory, cultural and structural challenges confront the DoD in its efforts to attract non-traditional defense contractors to the prospect of conducting business with the DoD through processes such as PBA. As is such, this analysis presents major findings and puts forth recommendations with respect to the regulatory, cultural and structural challenges facing the DoD in its efforts to attract non-traditional research and development/high-tech applications.

Book excerpt: We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

Book excerpt: The U.S. Department of Defense's (DoD's) acquisition workforce (AWF) includes more than 169,000 personnel who are responsible for identifying, developing, buying, and managing goods and services to support the military. In 2018, Congress directed the Under Secretary of Defense for Acquisition and Sustainment to conduct an assessment of gaps in business acumen, knowledge of industry operations, and knowledge of industry motivation present within the AWF and to determine the effectiveness of training and development (T&D) resources offered by providers outside DoD that were available to AWF personnel. RAND was chosen to perform the assessment, and researchers used a mixed-methods approach to do so, including interviews with DoD and industry professionals and reviews of AWF competency models, Defense Acquisition University course offerings, DoD policy, and academic and business literature. The authors found that the lack of standardized definitions obscures the need for knowledge related to business acumen, industry operations, and industry motivation, and while knowledge gaps appear to exist in these areas, the lack of requirements and desired proficiencies further hinders an estimation of the gaps' extent. DoD uses a wide array of internal and external T&D assets to develop the AWF, but training gaps related to these types of knowledge were difficult to determine in part because evidence about the effectiveness of different types of T&D is limited. The authors provide recommendations to DoD to improve how these types of knowledge are assessed and conferred as well as recommendations to Congress for incentivizing DoD's use of external T&D providers.

Chapter 6, Acquiring Information Technology and Business Systems, describes policy and procedure applicable to the development of DoD Information Technology (IT). Chapter 7, Intelligence Support to Acquisition, provides information to enable the program manager to use intelligence information and data to ensure maximum war-fighting capability at minimum risk to cost and schedule. Chapter 8, Test and Evaluation, supplements direction and instruction in DoD Directive 5000.01 and DoD Instruction 5000.02 with processes and procedures for planning and executing an effective and affordable T&E program. Chapter 9, Program Protection, explains the actions needed to ensure effective program protection planning throughout the acquisition life cycle.
