This book was released on 2011-04-05 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Public Accounts Committee report addresses an issue at the core of the relationship between Parliament and government - accountability for public spending. The Committee is interested in the implications for accountability of two recent developments: the governance reforms which include Ministers chairing departmental boards and greater non-executive involvement in those boards; and the reform and localism proposals which envisage a significant devolution of responsibility for service delivery to a wide range of new bodies, in some cases independent of both central and local government. The reform and localism proposals raised fundamental points about the current model of accountability which the report explores. In practice government has long chosen to discharge accountability through the senior civil servant in each department, the Accounting Officer. Government vests in each Accounting Officer a direct and personal accountability to Parliament for his or her department's stewardship of public funds. While significant sums are spent locally, local taxes account for just 5% of revenue raised and so the overwhelming majority of public spending in the UK is routed through departments and is the responsibility of the departmental Accounting Officer. Parliament vests responsibility in the Public Accounts Committee to hold Accounting Officers accountable on its behalf. Sir Bob Kerslake has been appointed to review how the policy objectives of the reform and localism agenda might be reconciled with the current accountability model based on the Accounting Officer. The Committee sets out its fundamental elements for an effective accountability model.

Book NGOs and Accountability in China

Download or read book NGOs and Accountability in China written by Jude Howell and published by Springer. This book was released on 2018-05-15 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book investigates how NGOs in authoritarian states, such as China, craft accountability and legitimacy to ensure their survival. It explores this through the lens of child welfare organisations from 2007 to 2017. The authors provide a fresh approach to accountability that is more attuned to the particular conditions of authoritarianism. The project explores the effects of power relations in shaping the hierarchies of accountability and participation that emerge and the attention given to different voices such as those of donor, government, and users. Essential reading for researchers and policy makers interested in development, NGO, social policy, political science, and child welfare studies.

Book The Information Security Dictionary

Download or read book The Information Security Dictionary written by Urs E. Gattiker and published by Springer Science & Business Media. This book was released on 2006-04-18 with total page 436 pages. Available in PDF, EPUB and Kindle. Book excerpt: Something for Everyone If this book is to succeed and help readers, its cardinal virtue must be to provide a simple reference text. It should be an essential addition to an information security library. As such it should also serve the purpose of being a quick refresher for terms the reader has not seen since the days when one attended a computing science program, information security course or workshop. As a reference work, THE INFORMATION SECURITY DICTIONARY provides a relatively complete and easy-to-read explanation of common se- rity, malware, vulnerability and infrastructure protection terms, without causing much damage to the usually slim student pocketbook. This dictionary can help non-specialistreaders better understand the infor- tion security issues encountered in their work or studying for their certification examination or whilst doing a practical assignment as part of a workshop. This book is also essential to a reference collection for an organization’s system personnel. Special attention is paid to terms which most often prevent educated readers from understanding journal articles and books in cryptology, computing science, and information systems, in addition to applied fields that build on those disciplines, such as system design, security auditing, vulnera- lity testing, and role-based access management. The dictionary provides defi- tions that enable readers to get through a difficult article or passage. We do not, for the most part, directly explain how to conduct research or how to implement the terms briefly described.

Download or read book The Art of Deception written by Kevin D. Mitnick and published by John Wiley & Sons. This book was released on 2003-10-17 with total page 375 pages. Available in PDF, EPUB and Kindle. Book excerpt: The world's most infamous hacker offers an insider's view of the low-tech threats to high-tech security Kevin Mitnick's exploits as a cyber-desperado and fugitive form one of the most exhaustive FBI manhunts in history and have spawned dozens of articles, books, films, and documentaries. Since his release from federal prison, in 1998, Mitnick has turned his life around and established himself as one of the most sought-after computer security experts worldwide. Now, in The Art of Deception, the world's most notorious hacker gives new meaning to the old adage, "It takes a thief to catch a thief." Focusing on the human factors involved with information security, Mitnick explains why all the firewalls and encryption protocols in the world will never be enough to stop a savvy grifter intent on rifling a corporate database or an irate employee determined to crash a system. With the help of many fascinating true stories of successful attacks on business and government, he illustrates just how susceptible even the most locked-down information systems are to a slick con artist impersonating an IRS agent. Narrating from the points of view of both the attacker and the victims, he explains why each attack was so successful and how it could have been prevented in an engaging and highly readable style reminiscent of a true-crime novel. And, perhaps most importantly, Mitnick offers advice for preventing these types of social engineering hacks through security protocols, training programs, and manuals that address the human element of security.
