Book Use of Unemployment Insurance and Public Employment Services After Leaving Welfare

Download or read book Use of Unemployment Insurance and Public Employment Services After Leaving Welfare written by Christopher J. O'Leary and published by . This book was released on 2015 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this paper I examine the rates at which adults in households recently receiving Temporary Assistance to Needy Families (TANF) become jobless, apply for and receive unemployment insurance (UI) benefits, and participate in publicly funded employment services. I also investigate the correlation of UI and employment services receipt with maintenance of self-sufficiency through return to work and independence from TANF. The analysis is based on person-level administrative program records from four of the nine largest states between 1997 and 2003. Evidence suggests that three-quarters of new TANF leavers experience joblessness within three years, and one-quarter of the newly jobless apply for UI benefits. About 87 percent of UI applicants have sufficient prior earnings to qualify for UI benefits; however, only about 44 percent qualify based on their job separation reasons. Among all UI applicants, TANF leavers were found to have much higher rates of voluntary quits and employer dismissals than non-TANF leavers. Nonetheless, 50 percent of TANF leavers who apply for UI ultimately receive benefits. Public employment services are used by one-quarter of newly jobless TANF leavers. Among UI applicants, more than 75 percent use public employment services whether they receive UI benefits or not, while only 14 percent of newly jobless TANF leavers who do not apply for UI choose to use public employment services. Among TANF leavers who become jobless and apply for UI, the rate of return to TANF is lower for those who receive UI benefits. Rates of return to TANF are highest among nonbeneficiary UI applicants and non-UI applicants with low recent earnings.

Book Use of Unemployment Insurance and Employment Services by Newly Unemployed Leavers from Temporary Assistance for Needy Families

O'Leary and published by . This book was released on 2009 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study examines participation in Unemployment Insurance (UI) and Employment Services (ES) by adults who received cash welfare benefits through Temporary Assistance for Needy Families (TANF). Among those who leave TANF for employment the study measures the rates of subsequent unemployment, application for UI, eligibility for and receipt of UI benefits, and the use of Wagner-Peyser funded ES. The study also investigates the correlations between UI and ES services receipt with reemployment and future independence from TANF. The analysis is based on person-level administrative program records from four of the nine most populated states [Florida, Georgia, Michigan, and Ohio] between 1997 and 2003. Evidence suggests that three-quarters of new TANF leavers experience unemployment within three years, and one-quarter of the newly unemployed apply for UI benefits. About 87 percent of UI applicants have sufficient prior earnings to qualify for benefits. However, only about 44 percent qualify based on their reasons for job separation. Among UI applicants, TANF leavers had much higher rates of voluntary quits and employer dismissals than did non-TANF leavers. Nevertheless, 50 percent of TANF leavers who apply for UI ultimately receive benefits. Public ES are used by one-quarter of newly unemployed TANF leavers. More than three-quarters of UI applicants use the ES whether they receive UI benefits or not, while 14 percent of newly unemployed TANF leavers who do not apply for UI choose to use ES services. Among TANF leavers who become unemployed and apply for UI, the rate of return to TANF is lower for those who receive UI benefits. Rates of return to TANF are highest among non-beneficiary UI applicants, and non-UI applicants with low recent earnings. A characteristics analysis of these groups provides a guide for targeting job retention and advancement services to TANF leavers.

Book Securing the Right to Employment

Download or read book Securing the Right to Employment written by Philip Harvey and published by Princeton University Press. This book was released on 2014-07-14 with total page 161 pages. Available in PDF, EPUB and Kindle. Book excerpt: Basing his proposal on plans developed by New Deal social welfare administrators, Harvey analyzes the feasibility and desirability of using public sector job creation to secure a right to employment. He shows that such a policy would provide more effective relief from the problems of poverty and unemployment than do existing arrangements while permitting a major expansion in the production of public goods and services without increasing tax burdens. The economic side-effects and administrative problems associated with the policy are carefully explored and found manageable. Finally, the book concludes with an assessment of the political interests that stand in the way of policy initiatives like the one proposed. Originally published in 1989. The Princeton Legacy Library uses the latest print-on-demand technology to again make available previously out-of-print books from the distinguished backlist of Princeton University Press. Book Activating the Unemployed

Download or read book Activating the Unemployed written by Neil Gilbert and published by Transaction Publishers. This book was released on with total page 338 pages. Available in PDF, EPUB and Kindle. Book excerpt: The last decade has witnessed a conspicuous alteration in policies protecting unemployed people in modern welfare states. Social policies are increasingly designed to encourage economic independence. Policy makers have introduced a wide range of reforms linking disability, unemployment, and welfare programs cash benefits to work-oriented measures. Welfare policies are being framed by a new emphasis on recipients' obligations, emphasizing that the receipt of benefits creates a responsibility to take action towards becoming self-reliant. The objective is to minimize the duration of dependence or improve the well-being of family or community. Activating the Unemployed addresses this growing interest in work-oriented measures. This represents a shift in the dominant discourse on social welfare from focus on the citizen's rights to social benefits to emphasis on their responsibilities to work and lead an active life. In this volume, a distinguished array of international contributors provide cross-cultural perspectives to analyze recent diverse policy initiatives to activate the unemployed in nine countries-Britain, France, Italy, the Netherlands, New Zealand, Norway, Sweden, Switzerland, and the United States. Each provides a systematic account of the background, design, implementation, and results of employment-oriented measures. Collectively they permit comparison of organized responses to common problems in the areas of public assistance (welfare), unemployment, and disability, among others. Further chapters seek to broaden perspectives on policy options, the issues raised, and lessons learned in the course of activating the unemployed. This thorough and insightful account addresses significant contemporary issues and concerns about welfare, social security, and unemployment. It will aid policy makers, professionals, and scholars in assessing current trends in welfare in various countries throughout the world. Neil Gilbert is Chernin Professor of Social Services and Social Welfare at the University of California, Berkeley, and Director of the Center for Comparative Study of Family Welfare and Poverty Research. Dr. Gilbert served as a Senior Research Fellow for the United Nations Research Institute for Social Development in Geneva and was twice awarded Fulbright Fellowships to study European social policy. His numerous publications include 22 books and 100 articles that have appeared in the Wall Street Journal, The Public Interest, Society, Commentary, and other leading academic journals. Rebecca Van Voorhis is Assistant Professor in the Department of Sociology and Social Work at the State University of California, Hayward.
