Book Use of Police in Work Zones on Highways in Virginia

Download or read book Use of Police in Work Zones on Highways in Virginia written by E. D. Arnold and published by . This book was released on 2003 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is generally accepted that one of the most effective ways of controlling speed in a work zone is to have a staffed police car positioned at the beginning of the work zone with its lights flashing and radar on. Drivers detect the presence of police either visually or via radar detectors and reduce their speed to comply with the posted work zone speed limit. The reduced speeds and reduced variation in speeds result in fewer accidents and minimize dangerous interactions between vehicles and work zone workers and equipment. A number of studies support these observations. The use of police enforcement in work zones is a common practice among state departments of transportation, and the Virginia Department of Transportation (VDOT) is no exception. VDOT has an agreement with the Virginia State Police (VSP) for paying for and implementing the strategy in VDOT work zones and a mutually developed set of guidelines for using police enforcement. The purpose of the research was to document the current practices regarding the use of police in work zones in Virginia and to determine if any enhancements could be made. The research effort consisted of literature reviews to establish the background for police enforcement in work zones, discussion with and input from VDOT and VSP personnel, and the administration of a questionnaire survey. A questionnaire survey was sent to personnel in VDOT, VSP, and VMS, Inc., asking the respondent's opinion about the effectiveness of using police in work zones and a number of questions about the work zone enforcement practices being used. The use of police in work zones was almost unanimously felt to be effective in reducing speeds and improving safety in work zones, and few adverse effects were noted. Recommendations were made regarding the development and implementation of training in basic work zone operations, the development of a standard agreement for possible use with local police agencies, the use of more than one police officer, the promotion of the maximum $500 fine for speeding in work zones, the requirement that police officers wear safety vests when outside their vehicle in a work zone, and the development of a standard pay practice for cancellations.

Book Work Zone Safety Performance Measures for Virginia

Download or read book Work Zone Safety Performance Measures for Virginia written by Young-Jun Kweon and published by . This book was released on 2016 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Virginia Department of Transportation (VDOT) is interested in refining work zone safety performance measures so that safety can be better assessed, monitored, and compared over time. VDOT currently uses the number of fatalities and the number of serious injuries in work zone traffic crashes as statewide performance measures. Although these are important direct safety metrics, they do not reflect differences in work zone exposure measures, such as the number of work zones. As a result, it is not always clear whether changes in work zone crashes are being caused by safety problems or changes in the amount of road work. This study developed and improved statewide work zone safety performance measures for Virginia by combining information from two sources in VDOT: the VDOT crash database containing information in police crash reports and the Virginia Traffic Information Management System (VaTraffic) database containing information on incidents, work zones, weather conditions, etc. Count measures, such as the number of fatal work zone crashes, were calculated from the crash database. Exposure measures, such as work zone-hours, were calculated from the VaTraffic database. Combining these two types of measures resulted in rate measures such as number of fatal work zone crashes per 1,000 work zone-hours. Unfortunately, existing databases still have a number of limitations that prohibit the calculation of ideal rate-based performance measures. Based on currently available data, four performance measures were found to be appropriate for monitoring and evaluating the statewide safety performance of work zones, and eight summary measures were identified in order to obtain further insights regarding statewide safety issues at work zones in Virginia. These measures were selected using the results of statistical analyses and input from a technical review panel consisting of work zone coordinators and traffic engineers. An important finding of this study was that work zone safety assessments can change significantly depending on whether exposure measures are included. Based on count measures, work zones on non-interstate highways appear to have safety records equal to or better than those on interstate highways. However, when exposure measures were incorporated, work zones on interstate highways were shown to have better safety records. This study recommends that VDOT immediately begin using the performance measures identified in this study.

Book Construction Project Administration and Management for Mitigating Work Zone Crashes and Fatalities

Download or read book Construction Project Administration and Management for Mitigating Work Zone Crashes and Fatalities written by Jennifer Sue Shane and published by . This book was released on 2009 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: The number of hazards and mitigation strategies corresponding to work zone crashes can be substantial. The intent of this research is to develop a formalized risk management plan to identify potential hazards on plans, designs, or job sites and to cue a risk response to the hazards. Mitigation strategies may take the form of a mitigation "method" (alert motorist, assist worker/motorist, control motorist, inform motorist, and protect worker/motorist). The results of this research will be a formal step-by-step methodology to be utilized by managers and decision makers. Each stage of the project life-cycle (or Project Development Process) will provide a checklist of hazards and mitigation strategies. This research will also provide a qualitative method to assess the likelihood and severity of a hazard or multiple hazards on a roadway work zone.

Book Reducing Work Zone Crashes by Using Vehicle s Warning Flashers as a Warning Sign

Download or read book Reducing Work Zone Crashes by Using Vehicle s Warning Flashers as a Warning Sign written by Yong Bai and published by . This book was released on 2009 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: Rural two-lane highways constitute a large percentage of the highway system in Kansas. Preserving, expending, and enhancing these highways require the set-up of a large number of one-lane, two-way work zones where traffic safety has been a severe concern. Aimed at reducing the work zone crashes attributable to inattentive driving, the Kansas Department of Transportation (KDOT) initiated a research project to evaluate the effectiveness of a traffic warning sign that is assembled by using the emergency warning flashers of the vehicles in one-lane, two-way work zones. This warning sign was named as the Emergency Flasher Traffic Control Device (EFTCD). It works in the following fashion. When a vehicle entering a one-lane, two-way work zone where stopping is required for waiting to pass the work zone, the driver is required to turn on its emergency warning flashers to warn the following vehicles of the work zone stopping condition. The EFTCD is flexible and cost-effective and may particularly benefit those work zones that are frequently moved due to the construction progress. To accurately evaluate the effectiveness of the proposed EFTCD, researchers conducted experiments in three one-lane, two-way work zones in Kansas including two with a 55-mph speed limit and one with a 65-mph speed limit. During experimental period, researchers collected vehicle speed data with and without the EFTCD and surveyed drivers for their interpretation of this warning sign and recommendation on its potential implementation. Analyses results showed that the EFTCD effectively reduced the mean speeds in work zones as well as the proportions of notably high speeds. In addition, survey results indicated that the EFTCD successfully captured the attention of most drivers when they approached the work zones. A majority of drivers recommended the implementation of this warning sign in the work zones. Therefore, researchers concluded that the EFTCD was effective in one-lane, two-way work zones. Recommendations on future research were also presented based on the results of this study. The outcomes of this research project benefit not only Kansas, but also other States where rural two-lane highways constitute a high percentage of their highway systems.
