Book excerpt: Access to affordable broadband telecommunications is increasingly viewed as vital to economic growth and improved quality of life. Broadband is particularly critical in rural areas, where advanced communications can reduce the isolation of remote communities and individuals. To extend access to broadband and therefore increase economic opportunity in rural America, RUS finances the construction of broadband through a loan program. GAO was asked to assess issues related to the loan program. This report addresses the (1) geographic distribution and financial performance of loans and (2) relationship between loans and broadband deployment and economic development, and how USDA evaluates progress towards these outcomes. To address these research questions, GAO interviewed broadband providers and stakeholders selected for their varying experiences, including those that have and have not received RUS loans. GAO also analyzed RUS and U.S. Census Bureau data from 2003-2013 as well as the most recent National Broadband Map data.

Book excerpt: Pursuant to a congressional request, GAO reviewed the Department of Agriculture's (USDA) management and planning of its telecommunications resources, focusing on whether USDA is: (1) managing its telecommunications resources cost-effectively; and (2) planning telecommunications networks to support its information sharing needs. GAO found that: (1) USDA is not cost-effectively managing its annual $100 million telecommunications investment; (2) USDA agencies waste millions of dollars each year paying for unnecessary telecommunications services and equipment, because the Office of Information Resources Management (OIRM) has not fulfilled its responsibility to manage and oversee USDA telecommunications resources; (3) USDA is not effectively planning its telecommunications networks and ensuring that they can support its information sharing needs for the future; and (4) OIRM continues to approve the acquisition and development of costly new agency networks that overlap and do not support interagency information sharing.

GAO determines what steps USDA has taken to address the telecommunications management problems that GAO cited in earlier reports and the extent to which these problems have been resolved. (See GAO/AIMD-95-97, Apr. 1995, GAO/AIMD-95-219R, Sept. 1995, GAO/AIMD-95-203, Sept. 1995, and GAO/AIMD-96-59, Apr. 1996.) In these reports, GAO recommended that USDA act immediately to (1) establish the sound management practices needed to cost effectively manage telecommunications and eliminate unnecessary services, (2) consolidate and optimize Federal Telecommunications System 2000 resources when opportunities exist to do so, (3) plan networks in support of information and resource-sharing needs, and (4) correct telephone abuse and fraud problems and mitigate future risks in this area.
