Book excerpt: Now more than ever, America's agricultural and rural communities face challenges that jeopardize the livelihoods and well-being of people working the land or living in rural areas. As this strategic plan was being written, the Nation was working to pull itself out of the worst recession since the Great Depression. These economic circumstances have led to unpredictable input costs and unsteady demands for agricultural products in a rapidly evolving global marketplace. More Americans are hungry than at any time in the past 15 years, and our children are increasingly at risk of growing up overweight or obese. In the longer term, a changing global climate brings increased uncertainties about the effect of weather patterns on crop production and the conservation of our natural resources, and puts a premium on improving energy efficiency and producing a renewable energy supply at home. The Department is committed to a strong safety net for production of agriculture. These challenges and others will require USDA to not only provide a reliable safety net for farmers and ranchers, but also help communities and businesses to innovate by implementing new technologies and modernizing their infrastructure to ensure access to new markets, increased competitiveness, and greater resilience of their productive resources. At the same time, these challenges create many opportunities for farmers, ranchers, forest landowners, public land managers, and families in rural communities to generate prosperity in new ways while conserving the Nation's natural resources and providing a safe, sufficient, and nutritious food supply for the country and the world. Because USDA programs touch almost every American every day, the Department is well positioned to support its constituents in taking advantage of these new opportunities. To ensure the Department's programs deliver results effectively and efficiently, USDA's Strategic Plan for fiscal years (FY) 2010-2015 lays out key policy priorities and the strategies to achieve them. Over the next 5 years, USDA will use this plan to manage its resources in a way that delivers the best outcomes for everyone affected by its diverse program portfolio. The USDA Strategic Plan for FY 2010-2015 differs from previous plans by striving to break down organizational barriers to maximize the Department's available resources. Key priorities and desired outcomes have been identified, as well as the best means and strategies to achieve them. In the pursuit of these outcomes, agencies and offices of USDA will be encouraged to collaborate more effectively to achieve the shared goals of rural prosperity, preservation and maintenance of forests and working lands, sustainable agricultural production, global food security, and safe and nutritious foods for Americans. This strategic plan represents the dynamic process within USDA to ensure the best results for America. Through this process, the Department is able to continually assess the quality of its provision of services to the public. This close attention to performance outcomes and results will allow USDA to better support its constituents as they strive to take advantage of today's new opportunities.

USDA administers over 200 programs that cover a wide range of issues related to food and agriculture. Among other things, USDA'S programs support farmers' incomes, stabilize domestic markets, promote U.S. exports, manage national forests, conserve agricultural lands, provide access to food for low-income households, improve the nutritional status of the American people, ensure a safe food supply, and support research for the development of new agricultural products and processes. The programs are administered by 18 agencies in seven mission areas. The diverse nature of USDA's programs raises several challenges in developing a comprehensive strategic plan that adequately addresses all the responsibilities falling under the Department's purview. To best address the wide range of program activities and functions that support its mission and respond to the Results Act, USDA chose to develop a strategic plan that consists of a departmentwide strategic overview accompanied by 30 plans for the mission areas, agencies, and staff offices that constitute the Department. Book excerpt: The U.S. Department of Agriculture (USDA) Strategic Plan for FY 2010–2015 targets the restoration of watershed and forest health as a core management objective of the national forests and grasslands. To achieve this goal, the Forest Service, an agency of USDA, is directed to restore degraded watersheds by strategically focusing investments in watershed improvement projects and conservation practices at the landscape and watershed scales. The Watershed Condition Framework (WCF) is a comprehensive approach for classifying watershed condition, proactively implementing integrated restoration in priority watersheds on national forests and grasslands, and tracking and monitoring outcome-based program accomplishments for performance accountability. In a 2006 review of the Forest Service Watershed Program, the Office of Management and Budget (OMB) concluded that the agency lacked a nationally consistent approach to prioritizing watersheds for improvement (OMB 2006). The OMB also noted that current Forest Service direction for tracking watershed condition class (FSM 2521) was vague, open to varied interpretation, and insufficient to consistently evaluate watershed condition or track how the condition changes over time. To address these issues, the Forest Service formed a National Watershed Condition Team and tasked it with developing a consistent, science-based approach to classify the condition of all National Forest System (NFS) watersheds and to develop outcome-based performance measures for watershed restoration. The watershed condition policy goal of the Forest Service is “to protect National Forest System watersheds by implementing practices designed to maintain or improve watershed condition, which is the foundation for sustaining ecosystems and the production of renewable natural resources, values, and benefits” (FSM 2520). Secretary of Agriculture Tom Vilsack reemphasized this policy in his “Vision for the Forest Service,” when he stated that restoring watershed and forest health would be the primary management objective of the Forest Service (USDA 2010). To help implement this new policy emphasis, the Forest Service developed the WCF. The WCF provides a consistent way to evaluate watershed condition at both the national and forest levels. Watershed condition assessments by individual national forests are critical because local national forest staffs are the closest to the ground and best understand existing conditions. The WCF consists of reconnaissance-level assessments by individual national forests, implementation of integrated improvement activities within priority watersheds, validation and monitoring of watershed condition class changes, and aggregation of program performance data for national reporting.
