Book excerpt: Since 2001, Afghanistan has provided New Delhi an opportunity to underline its role as a regional power. In the rapidly evolving geo-strategic scenario, India was forced to reconstitute and reassess its policies towards Afghanistan. India-Afghanistan Cooperation took a leap forward after the defeat of the Taliban and the installation of an Interim Authority. India’s main focus has been to support the Afghan government and the political process in the country mandated under the Bonn Agreement of 2001. In the past decade, India pursued a policy of high-level engagement with Afghanistan through wide-ranging humanitarian, financial and infrastructural project assistance, as well as participation in international efforts aimed at political and economic rebuilding of Afghanistan. India has growing stakes in peace and stability in Afghanistan and the 2011 India-Afghanistan Strategic Partnership Agreement underlines India’s commitment to ensure that a positive momentum in the Indo-Afghanistan ties in maintained. One of the foremost aims of India’s involvement in Afghanistan has been to assist in building indigenous Afghan capacity and institutions which encompasses all the sectors of development. This book, apart from examining the changing trajectory of India’s policy towards Afghanistan, focuses on two particular areas of Indian intervention in Afghanistan namely Capacity Building and Education. It also evaluates its importance in strengthening the Delhi-Kabul ties. Identification of factors that are aiding or blockading the smooth functioning of these policies, have been the purpose of this academic pursuit. Attempts have been made to reach out to the Afghan beneficiaries in both India and Afghanistan, in order to understand their perspectives, requirements and disgruntlements. This research underscores that the purpose behind India’s involvement in Afghanistan should not be defeated and thereby attempts to put forward certain steps and directions that can be adopted by Indian Government in order to achieve long-lasting dividends by smooth implementation of India’s aid disbursement policy. As US led North Atlantic Treaty Organization forces prepare to leave Afghanistan in 2014, India stands at a crossroads as it remains keen to preserve its interest in Afghanistan. This book apart from underlying ever-evolving Indian policy in Afghanistan provides concrete recommendations that can enhance the effectiveness of ongoing Indo-Afghanistan cooperation.

Book excerpt: “The Transformation of Capacity in International Development” exposes the transformation of capacity within the development discourse through a discursive analysis of USAID projects in Afghanistan and Pakistan between 1977 and 2017. Capacity development has emerged as a pervasive component and objective of aid, in spite of being ill-defined by donors. USAID is a significant actor with an unrivaled role in the production of projects, providing a unique institutional vantage point from which to realize relationships and networks of aid production. As development agendas increasingly call for human rights approaches to development and the foreign policies of donor states sound alarms over global security threats, capacity development has emerged as the solution to the complex problem of development. Through this examination of USAID’s attempts to build capacity in Afghanistan and Pakistan, the book exposes how Western notions of progress, constructed by institutions, government officials, scholars and private sector actors, are obscured by the transformation of capacity. As agendas are translated into projects, they perpetuate historical relationships of global inequality that have corrupted and compete with indigenous models of governance. “The Transformation of Capacity in International Development” has implications for those considering the future of human rights-based approaches to development, the international management of global security threats and the sustainability of donor investments.

The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

Currently there are more state-building campaigns in progress than at any time in the past century—including Afghanistan, Bosnia, Kosovo, the Democratic Republic of Congo, Haiti, Sudan, Liberia, Cote d’Ivoire, and Lebanon—and the number of candidate nations for such campaigns in the future is substantial. Even with a broad definition of success, earlier campaigns failed more than half the time. In this book, Paul D. Miller brings his decade in the U.S. military, intelligence community, and policy worlds to bear on the question of what causes armed, international state-building campaigns by liberal powers to succeed or fail. The United States successfully rebuilt the West German and Japanese states after World War II but failed to build a functioning state in South Vietnam. After the Cold War the United Nations oversaw relatively successful campaigns to restore order, hold elections, and organize post-conflict reconstruction in Mozambique, Namibia, Nicaragua, and elsewhere, but those successes were overshadowed by catastrophes in Angola, Liberia, and Somalia. The recent effort in Iraq and the ongoing one in Afghanistan—where Miller had firsthand military, intelligence, and policymaking experience—are yielding mixed results, despite the high levels of resources dedicated and the long duration of the missions there. Miller outlines different types of state failure, analyzes various levels of intervention that liberal states have tried in the state-building process, and distinguishes among the various failures and successes those efforts have provoked.
