The United States favors a greater role for the European Union (EU) in European security provided that NATO's role in transatlantic security is not weakened and that European Union efforts result in increased and relevant military capabilities. Given the nascent nature of the ESDP, the time is now to carefully analyze the challenges and opportunities that exist for the United States to actively participate in shaping ESDP and NATO-EU relations. The United States seeks a relationship with the EU that strengthens transatlantic security and leads to an EU which is capable of being a future, viable partner for global security. How can the United States influence the process to ensure evolving EU defense structures are complementary and interoperable with NATO and capable of sharing defense responsibility with the United States in the future?

The end of the Cold War has not seen any blurring of the focus of U.S. officials on European affairs. Managing the implications of the break-up of the Soviet Union and the Warsaw Pact, the seemingly never-ending conflicts in the Balkans, increasing Western norms and institutions in Central and Eastern Europe, and expanding and reforming the North Atlantic Alliance are just some of the issues that require firm and consistent U.S. leadership. How the United States has, and should continue, to deal with these issues is the subject of this collective effort. In addition to assessing past and present challenges to U.S. and Western security interests and objectives in Europe, the authors also analyze the strategies and policies of the Department of Defense in this crucial region of the world. Recommendations for consideration by officials include the need for a lighter leadership touch in some areas and for stronger encouragement in others. However, let there be no doubt that a U.S. policy toward Europe of stasis or benign neglect should be rejected. The United States is a European power by virtue of its history, current commitments, and strategic and political exigencies. Finding the most efficacious means of achieving these national objectives, while working to effect a Europe whole and free, is the daunting long-term task to be faced.

Book excerpt: With the end of the bloc-to-bloc system, Europe is likely to face the renewal of many historical tensions that were temporarily suppressed in the postwar era, as well as new sources of instability. To maintain peace and stability in the future, there is a need to adopt security arrangements to respond to these challenges. This Note defines a set of alternative security models that could emerge in the next 5 to 10 years, examines the models' strengths and weaknesses, and assesses their implications for U.S. policy in Europe. Although the United States has many objectives in its policy toward Europe, the principal goal analyzed in this Note is ensuring transnational stability. The authors define transnational stability as preserving international borders and established governments against forcible change by other nations. The former Soviet Union continues to pose a threat to stability because of its formidable conventional and nuclear forces. At the same time, new threats to stability are emerging as the collapse of the Soviet empire and the erosion of the bipolar system unleash long-suppressed tensions and conflicts throughout Europe. These threats can be characterized by the likelihood and the seriousness of the threat. Judged by this standard, the residual threat from the former Soviet Union to the West is the most serious threat to stability but the least likely to occur; internal conflicts are the most likely to occur but least disruptive to stability. The five security models for addressing European security problems are as follows: (1) ad hoc alliances, (2) NATO dominant, (3) united Europe, (4) collective security, and (5) overlapping security institutions. Of the five models, the overlapping institutions model is best because it preserves a political and military role for the United States, creates alternative links for U.S. involvement in Europe beyond NATO, and shows U.S. willingness to adapt to a stronger European role in security. Commander Gunning[alpha]s paper is a wake-up call suggesting that Europe is concerned about US intransigence when it comes the security partnership with Europe. While the United States has often encouraged the Europeans to improve capabilities and take on a greater share of the defensive burden, their recent efforts to do so have often been viewed as paradoxical to US concerns. Policymakers on this side of the Atlantic worry that Europe in some ways is moving towards going it alone with the development of the European Security and Defense Policy (ESDP). Still, US desires for increased burdensharing need to be reconciled with ESDP. Commander Gunning highlights these differences and spells out how, in his opinion, it is possible for the United States to remain engaged in Europe and to allow the European Union to develop its own defense identity. The differences of opinion between the two sides are more "speed bumps" than "road blocks" and some disagreement and frustration is to be expected. The Obama administration eliminated two heavy brigades stationed in Europe and pursued a so-called reset policy towards Russia. Russia's invasion and dismemberment of Ukraine should remind everyone of the true nature of Putin's ambitions and the fragility of peace in Europe. Since the end of the Cold War, U.S. policy toward Russia was based on a bipartisan assumption that the Russian government sought to integrate peacefully into the international order in Europe and to forge a constructive relationship with the United States based on mutual national interests. Recent events have overturned that assumption.
