The History of the Sea Mine and its Continued Importance in Today's Navy - David Bushnell has become known as the father of mine warfare. As a student at Yale University, he worked on the development of underwater explosives. In his research, he discovered that gunpowder could be exploded underwater. During the American Revolution Bushnell was authorized to design a sea mine (usually referred to as a "torpedo" by Bushnell) to be used against the British fleet. 21st Century U.S. Navy Mine Warfare - Ensuring Global Access and Commerce - In February 1991 the Navy lost command of the sea-the North Arabian Gulf- to more than a thousand mines that had been sown by Iraqi forces. Spurred on by this experience, the Navy has taken consistent, aggressive and focused action to ensure that it is prepared for all future mine "events." Solving the Mine Countermeasures Problem: A Matter of Focus and Priority - This document reviews mine countermeasure operations and how they impact on current national security and national military strategies as well as service doctrine. Shallow-Water Mine Countermeasure Capability for USMC Ground Reconnaissance Assets - As the Marine Corps looks to the future with its concept of expeditionary maneuver warfare (EMW), shallow-water mines remain a "show-stopper" to the Corps' forcible entry requirement. With limited Naval assets available, MAGTF commanders are still dependent on Marine ground reconnaissance assets for amphibious reconnaissance of potential beach landing sites -- to include the detection of shallow-water mines. The Operational Effects of Mine Warfare - This paper demonstrates that naval mines are a threat to the operational commander and that there are actions he can take to reduce the operational effects of mine warfare. The first section demonstrates that mine warfare is a pertinent problem for the operational commander by examining three principle relationships. Sweeping Changes for Mine Warfare: Controlling the Mine Threat - This report proposes that the U.S. Navy deter and, if necessary, combat potential minelayers by pursuing a "pro-active" offensive mine warfare strategy. Central to this proposed strategy is the development, acquisition, and use of Remote Controlled (RECO) mines. It is argued that, given the historical problems the United States has had in the area of naval mine warfare, a strategy aimed at the aggressive deterrence of enemy mine laying be embraced so as to project forces ashore in future amphibious operations. Inadequate Mine Countermeasure Systems and Capabilities for Future Amphibious Operations - When a one-thousand-dollar mine can severely damage a one-billion-dollar ship...it is time to do something about it (Edney). The significance of mines to naval operations has been recognized in modern warfare. For example, during the Korean War the Chief of Naval Operations, Admiral Forrest P. Sherman observed before an amphibious assault on Wonsan: When you can't go where you want to, when you want to, you haven't got command of the sea. And command of the sea is a rock-bottom foundation for all our war plans. We've been very submarine-conscious and air-conscious. Now we're getting mine-conscious.

Book excerpt: The People’s Liberation Army Navy (PLAN) has made incremental progress in its mine countermeasures (MCM) program in recent years. The PLAN’s current inventory of about 60 MCM ships and craft includes classes of minehunters and minesweepers mostly commissioned in the past decade as well as unmanned surface vessels (USVs) and remotely operated vehicles with demonstrated explosive neutralization capability. Despite the addition of these advanced MCM platforms and equipment, experts affiliated with the PLAN and China’s mine warfare development laboratory have serious reservations about the PLAN’s current ability to respond to the full range of likely threats posed by naval mines in future contingencies. The PLAN’s MCM forces are currently organized for operations near China’s coastline, but writings by Chinese military and civilian experts contend that to safeguard Beijing’s expanding overseas interests, the PLAN must develop MCM capabilities for operations far beyond the First Island Chain. PLAN and civilian mine warfare experts have proposed various solutions for offsetting perceived shortcomings in the PLAN’s MCM program, including the development of autonomous USVs and unmanned underwater vehicles (UUVs), deployment of modularized MCM mission packages on ships such as destroyers and frigates, and mobilization of civilian assets such as ships and helicopters in support of MCM operations. Although there appears to have been little to no adoption of these proposed solutions to date, the PLAN recognizes MCM as one of its biggest challenges, and one can expect the PLAN to continue making measured progress in its MCM program in the years ahead.

The U.S. Navy is embarking on a MCM concept that will rely heavily on organic countermine systems tied directly to surface warships, helicopters and submarines. While organic MCM assets will offer some advantages, a close examination of the concept identifies many operational shortcomings. Specifically, the organic MCM concept will do little to assure littoral access for naval and land forces through a mined environment. The Navy hopes that as organic MCM systems mature, the need for dedicated MCM forces will decrease. This will facilitate an "in-stride" capability for an operational commander to maneuver through mined seas. This paper shows that because of the complexity of the modern naval mine threat and the operational limitations of organic MCM deployment, a substantial dedicated MCM force will still be required to ensure maximum effectiveness in a mined operating area. Despite the sophistication of new MCM technology, mine warfare will remain a slow, tedious, and challenging discipline. Only through a prudent mix of organic and dedicated MCM forces will an operational commander be able to prevail against the formidable naval mine threat.

Book excerpt: Since the invention of the Bushnell Keg in 1776, mine warfare has been an important element of naval warfare. The use of mines and countermeasures to mines has figured significantly in every major armed conflict and nearly every regional conflict in which the United States has been involved since the Revolutionary War. Mine warfare has been increasingly important and effective since World War I. Mines presently on the world arms markets are relatively inexpensive, easy to procure, reliable and effective, and difficult for intelligence agencies to track. The mine, as a weapon system, has an extremely favorable investment return (cost of mine to cost of damage ratio) for the miner. Despite the logic and effectiveness of maintaining the mine element of war at sea on an even footing with the other naval warfighting specialties, throughout its history, the U.S. Navy has devoted proportionally fewer resources to mine warfare. As a result, despite the emergence of the U.S. Navy as the world's premier maritime power whose individual warfighting capabilities generally are superior to those of other navies, its mine countermeasure capabilities have lagged behind. The old adage that those who will not learn the lessons of history are doomed to repeat them has persistently applied to the mine warfare aspect of the U.S. Navy. North Arabian Gulf operations of the U.S. Navy in Desert Storm contain some bitter experiences, including the mission-aborting mine strikes to two major warships, as well as the controversy over the decision not to land U.S. Marines in Kuwait. Despite the unfortunate nature of the initial Desert Storm experience and the need to recapture expertise in MCM, the U.S. Navy and Allied navies did have substantial success in countering the nearly 1,300 naval mines deployed by the Iraqis and emerged victorious in the MCM element of Desert Storm warfighting as in the other aspects of that war. This positive conclusion to the mine clearance campaign in the North Arabian Gulf was because of the unparalleled material and logistics support from the Department of the Navy's shore establishment and the cooperation of many allied nations in the coalition effort. In addition to national support and multinational cooperation, the enabling elements of this success were the ability of the American Bluejacket to learn and adapt quickly, combined with good tactical command in the fields. Of special note is that as the course of the mine clearance campaign progressed, the Naval Component Command leadership came to understand, appreciate, and support the complex warfighting nature of mine clearance operations.
