This posture may need to be reassessed, especially in light of the increased activities and investments made in the region by adversaries in the context of great-power competition. In this report, the authors assess the sufficiency of resources available to pursue U.S. national security objectives in LAC, drawing on strategic guidance documents issued at the national and departmental levels, as well as by U.S. Northern Command (NORTHCOM), U.S. Southern Command (SOUTHCOM), the Bureau of Western Hemisphere Affairs at the U.S. State Department, and the Bureau for Latin America and the Caribbean at the U.S. Agency for International Development (USAID). The authors also provide an in-depth review of the goals and objectives of China, Russia, and Iran in the region and the ways in which each adversary is pursuing them.

Even as the United States combats terrorists and their state supporters in the greater Middle East, and even as long-range planners cast wary eyes on the growing power of China, American strategists cannot and should not neglect the threats or challenges closer to home. After all, as this volume and others point out, Latin America is a key economic partner, both a market for American products and a source of many of the goods North Americans have come to take for granted. Moreover, the distance between the two regions is not great; inevitably crises and festering problems in Latin America lead to such problems in the United States as illegal immigration. Conversely, the American struggles against al-Qa'ida and other transnational threats may bring unwanted attention to places like the tri-border region as terrorists transit or seek refuge. Newport Paper 21, Latin American Security Challenges: A Collaborative Inquiry from North and South, helps reopen the door to serious analyses of the relationship between Latin American national security issues and American strategic interests. The monograph consists of an introduction and conclusion and three substantive essays analyzing specific issues facing Latin America. The first builds upon the concepts of failed states and borderless regions to suggest how criminals and perhaps terrorists can find refuge and perhaps support in localities outside the control of states. The second essay provides a solid introduction to the interconnection of economic behavior and the national security threats facing both Latin American governments and the United States. The final essay speculates on the interest of China in the region, with particular attention to the potential roles played by immigration and Chinese ownership of firms charged with operation of both access ports to the Panama Canal. It is our hope that this work will help reinvigorate sound thinking about U.S. policies toward Latin America and encourage closer cooperation between strategists and scholars in both regions. Such cooperation would provide real benefits to the national security communities and military establishments in the United States and many critical Latin American countries.

In this report, Dr. Donald E. Schulz first analyzes U.S. security interests in Latin America. He then surveys the primary challenges to those interests, and how well U.S. strategy and policy are equipped to cope with them. But he does not stop there. He suggests how the security environment is likely to change over the next quarter century, both in terms of the new dangers that may arise and the evolution of problems that already exist. His conclusion that we are not strategically equipped to face the future is a disturbing one, for Latin America's importance to the United States is growing fast even as our attention is flagging. Will we have the insight to recognize our own interests, the will to commit sufficient resources to attain them, and the intellectual wherewithal to relate our means to our ends?

Her conclusion is yes, but for reasons different from those offered in the traditional literature or espoused by many policy analysts. She maintains that U.S. interests in relations with Latin America are primarily political, secondarily economic--though economic ties are the basis of the relationship--and only marginally military. Proper emphasis on these long-term interests may be critical to U.S. national security in a global, as well as regional, context. Dr. Hayes points out that the Latin American countries--occupying a unique position among developing nations today because of their comparatively successful experiences in achieving economic growth and development--represent an increasingly important political influence in both the developed and developing worlds. Moreover, she argues, it is in the U.S. interest to give economic aid to the less-developed countries in the hemisphere, particularly in the Caribbean Basin: U.S. security is better preserved and enhanced by encouraging political and economic stability in the region than by promoting military alliances that Latin Americans may not really want. Supporting the need for a revised rationale for U.S.-Latin American relations, Dr. Hayes focuses in detail on the regions and nations of special interest to the United States today: the Caribbean Basin, Mexico (in a chapter by Professor Bruce M.
