Book excerpt: This report explores the near-term modernization choices now facing the Department of Defense (DoD) in fixed-wing air power. Presently, the F-35 Joint Strike Fighter (JSF) program is the largest programmatic element in the Pentagon's plans for modernizing US air power. At $242 billion (fiscal year 2008 dollars) for 2,443 aircraft, the F-35 program, if executed as currently constituted, would be the most costly single aircraft prgoram in DoD history. As such, the focus of this report is on the need for and affordability of the three JSF variants now planned: 1) a conventional take-off landing (CTOL) variant (the F-35A) for the Air Force; 2) a short take-off, vertical-landing (STOVL) variant (F-35B) for the Marine Corps; and 3) the F-35C carrier variant (CV) for the Navy's aircraft carriers.

Current efforts for modernizing U.S. tactical aircraft center on three aircraft acquisition programsthe F-35 Joint Strike Fighter (JSF) program, the Air Force F-22 fighter program, and the Navy F/A-18E/F strike fighter program. For discussions of issues relating specifically to the F-35 program, the F-22 program, or the F/A-18E/F program, see CRS Reports RL30563, RL31673, and RL30624, respectively. Air Force officials in 2008 testimony projected an Air Force fighter shortfall of up to 800 aircraft by 2024. Navy officials have projected a Navy-Marine Corps strike fighter shortfall peaking at more than 100 aircraft, and possibly more than 200 aircraft, by about 2018. The Joint Strike Fighter program has quickly approached a $400 billion price tag, with a cradle to grave price cost estimated between -1.5 trillion dollars. Conversely, the Lockheed Martin F-22 Raptor was the first 5th generation fighter and is the single most advanced and capable air-to-air platform in existence. Is DoD getting the best suite of combat aircraft for the money it is spending? More specifically, is the U.S. procuring too many F-35's when some of those funds could be used to improve legacy aircraft? Should the F-22 production line be reopened even if the unit cost is significantly higher? This study argues that the F-35 alone is not the sole answer to U.S. problems when it comes to air superiority. A compliment of F-35 and F-22 aircraft in a high-low configuration is a better fit in the air superiority arena.
