Book excerpt: According to the most recent U.S. Census figures, there are over 17 million Asian American and Pacific Islanders (AAPIs) in the United States today. As one of the most culturally and linguistically diverse groups in the country, AAPIs trace their heritage to over 30 different countries and ethnic groups and speak over 100 languages and dialects. From 2000 to 2010, Asian Americans experienced a 43 percent increase and Native Hawaiians and Pacific Islanders experienced a 30 percent increase in population. To help understand what these changing demographics mean for the federal government, President Obama reauthorized the White House Initiative on AAPIs on Oct. 14, 2009, to improve the quality of life of AAPIs by better connecting them with federally available programs and protections. Although AAPIs have helped build a strong and vibrant U.S., many still face linguistic isolation, poverty, immigration issues, and other barriers to achieving their full potential. This Guide to Federal Agency Resources is an easy-to-use navigational tool on federal funding, programs, and resources. It is by no means comprehensive, but it is meant to provide a brief snapshot of federal resources available to assist organizations and individuals seeking to improve the quality of life of AAPIs. Within this guide, individuals and organizations can find such information as grant opportunities for nonprofit organizations, loan programs to help start a business, federal resources for food and housing for low-income individuals, and health-care programs for veterans. For each federal entity highlighted, the first section provides a short description of online search engines for federal government grants. Each subsequent section provides an overview of the federal agency, selected services and programs that agency offers, and links to additional resources. This guide also includes 10 Grantee Spotlights, featuring organizations and individuals who have successfully navigated the federal grant application process and can offer advice, by example, to prospective applicants.

Book excerpt: Since the signing of Executive Order 13515, the White House Initiative on Asian Americans and Pacific Islanders (Initiative) engaged 23 Federal departments and agencies to focus on the unmet needs of Asian Americans and Pacific Islanders (AAPIs). Each of the Federal agencies began reviewing and assessing their programs and services in August 2010, compiling data relevant to AAPIs and soliciting input from the AAPI community and the President's Advisory Commission on AAPIs. The cross-departmental efforts were coordinated through an Interagency Working Group, co-chaired by Commerce Secretary Gary Locke and Education Secretary Arne Duncan, and coordinated by Initiative Executive Director Kiran Ahuja and members of the Interagency Implementation Team (IIT). These efforts culminated in Agency Plans designed to meet the needs of the AAPI community while leveraging the dynamic community assets that work to meet those needs. The Plans address the Initiative's cross-cutting priorities: improving data collection, analysis and dissemination of AAPI-specific information; ensuring linguistic and culturally competent access to Federal programs and services; protecting civil rights and equal opportunity; promoting and increasing Federal employment among AAPIs; and increasing outreach and access to Federal grant opportunities and other programs.

Book excerpt: Sustainability is based on a simple and long-recognized factual premise: Everything that humans require for their survival and well-being depends, directly or indirectly, on the natural environment. The environment provides the air we breathe, the water we drink, and the food we eat. Recognizing the importance of sustainability to its work, the U.S. Environmental Protection Agency (EPA) has been working to create programs and applications in a variety of areas to better incorporate sustainability into decision-making at the agency. To further strengthen the scientific basis for sustainability as it applies to human health and environmental protection, the EPA asked the National Research Council (NRC) to provide a framework for incorporating sustainability into the EPA's principles and decision-making. This framework, Sustainability and the U.S. EPA, provides recommendations for a sustainability approach that both incorporates and goes beyond an approach based on assessing and managing the risks posed by pollutants that has largely shaped environmental policy since the 1980s. Although risk-based methods have led to many successes and remain important tools, the report concludes that they are not adequate to address many of the complex problems that put current and future generations at risk, such as depletion of natural resources, climate change, and loss of biodiversity. Moreover, sophisticated tools are increasingly available to address cross-cutting, complex, and challenging issues that go beyond risk management. The report recommends that EPA formally adopt as its sustainability paradigm the widely used "three pillars" approach, which means considering the environmental, social, and economic impacts of an action or decision. Health should be expressly included in the "social" pillar. EPA should also articulate its vision for sustainability and develop a set of sustainability principles that would underlie all agency policies and programs.
