Book excerpt: In order to analyze Brazil's recent accumulation of capital in the light of its continued dependence, Peter Evans focuses on the relationships among multinational corporations, local private entrepreneurs, and state-owned enterprises that have developed in Brazil over the last decade. He argues that while relations among the three kinds of capital continue to be contradictory, a triple alliance has been formed that provides the social structural basis for the pattern of local industrialization that has emerged. The author begins with a review of the theories of imperialism and dependency in the third world. Placing the Brazilian experience of the last twenty years in its historical context, he traces the country's evolution from the period of "classic dependence" at the turn of the century to the current stage of "dependent development." In conclusion, Professor Evans discusses the implications of the Brazilian model for other third world countries. Examining the nature of the triple alliance as it is manifested in such industries as pharmaceuticals, textiles, and petrochemicals, the author reveals the complex differentiation of the groups' roles in industrialization and lays bare the grounds for their collaboration and their conflict. He consequently shows how the differing interests, power, and capabilities of the three groups have combined to produce a system promoting industrialization that benefits the elite partnership but excludes the larger population from the rewards of growth.

Lula has done so by emphasizing three diplomatic strategies: soft-balancing, coalition-building, and seeking to position Brazil as the leader of a more united South America. This strategy has successfully raised Brazil's profile and increased its diplomatic flexibility, but it has also exposed the country to four potent strategic dilemmas that could complicate or undermine its ascent. These touch on issues ranging from anemic macroeconomic performance to rising tensions in Brazil's relationship with the USA. The efficacy of Brazilian grand strategy-and its implications-will be contingent on how Lula's successors address these dilemmas.

Integra uma pesquisa maior que visa o desenvolvimento de um ferramental de análise estratégica de apoio às decisõesgerenciais, a ser utilizado pelos executivos no Brasil em empresas que atuam em redes estratégicas. O estudo foi desenvolvido a partir de uma ampla revisão da literatura, não somente de consagrados autores estrangeiros, mas também de trabalhos nacionais, e de um levantamento de dados com 230 empresas líderes no país. Por ele, pode-se constatar quea grande maioria das empresas líderes no Brasil têm estabelecido alianças estratégicas, das quais aproximadamente um terço também atuam em redes stratégicas, tendo como principal motivo para tanto a necessidade de compartilhar recursos e competências. Também foi identificado, na grande maioria das empresas, uma deficiência que pode constituir uma barreira significativa à eficácia das alianças e redes estratégicas no país: afalta de medidas e indicadores de desempenho das alianças e redes, principalmente no que se refere aos benefícios intangíveis, tais como o capital social e informacional, queelas podem proporcionar.

Book excerpt: July 12, 2011-Over the course of a generation, Brazil has emerged as both a driver of growth in South America and as an active force in world politics. A new Council on Foreign Relations (CFR)-sponsored Independent Task Force report asserts "that it is in the interest of the United States to understand Brazil as a complex international actor whose influence on the defining global issues of the day is only likely to increase."Brazil currently ranks as the world's fifth-largest landmass, fifth-largest population, and expects to soon be ranked the fifth largest economy. The report, Global Brazil and U.S.-Brazil Relations, recommends that "U.S. policymakers recognize Brazil's standing as a global actor, treat its emergence as an opportunity for the United States, and work with Brazil to develop complementary policies."The Task Force is chaired by former secretary of energy Samuel W. Bodman and former president of the World Bank James D. Wolfensohn, and directed by CFR Senior Fellow and Director for Latin America Studies, and Director of the Global Brazil Initiative Julia E. Sweig.Recognizing Brazil's global role, the report recommends that the Obama administration now fully endorse the country's bid for a seat as a permanent member of the United Nations Security Council (UNSC). It argues that "a formal endorsement from the United States for Brazil would go far to overcome lingering suspicion within the Brazilian government that the U.S. commitment to a mature relationship between equals is largely rhetorical."Domestically, Brazil's "inclusive growth has translated into a significant reduction of inequality, an expansion of the middle class, and a vibrant economy, all framed within a democratic context." Consequently, Brazil has been able to use its economic bona fides to leverage a stronger position in the international, commercial, and diplomatic arena.The report stresses the importance of regular communication between the presidents of both countries. "Cooperation between the United States and Brazil holds too much promise for miscommunication or inevitable disagreements to stand in the way of potential gains." A mature, working relationship means that "the United States and Brazil can help each other advance mutual interests even without wholesale policy agreements between the two," notes the report.The Task Force further recommends that- the U.S. Congress "include an elimination of the ethanol tariff in any bill regarding reform to the ethanol and biofuel tax credit regime."- the United States "take the first step to waive visa requirements for Brazilians by immediately reviewing Brazil's criteria for participation in the Visa Waiver Program."- the U.S. State Department create an Office for Brazilian Affairs and the National Security Council (NSC) centralize its efforts under a NSC director for Brazil in order to better coordinate the current decentralized U.S. policy.The bipartisan Task Force includes thirty distinguished experts on Brazil who represent a range of perspectives and backgrounds. The report includes a number of additional views by Task Force members, including one that notes, "We believe that a more gradual approach [regarding Brazil's inclusion as a full UNSC member] would likely have more success in navigating the diplomatic complexities presented by U.S. support for Brazil." Another view asserts, "If the United States supports, as the Obama administration has said it does, leadership structures in international institutions that are more reflective of international realities, it must support without qualifications Brazil's candidacy [for the UNSC]."

Nevertheless, there has been an obvious dissimilarity between U.S. actions in South America and U.S. actions in the rest of Latin America, which is illustrated by the fact that the United States never sent troops to invade a South American country. While geographic distance and strategic considerations may have played a role, they provide at best incomplete explanations for the U.S.’s relative absence south of Panama. The fact that the United States has had a distinct pattern of interactions with South America is thus not captured by the typical concept of Latin America. In Brazil, the United States, and the South American Subsystem: Regional Politics and the Absent Empire, Carlos Gustavo Poggio Teixeira recuperates the virtually neglected literature on regional subsystems. In so doing, Teixeira maintains that researchers of inter-American relations would greatly benefit from a characterization reflecting actual regional realities more than entrenched preconceptions. Such a characterization involves subdividing the Western Hemisphere in two regional subsystems: North and South America. This subdivision allows for uncovering regional dynamics that can help explain the U.S.’s limited interference in South American affairs compared to the rest of Latin America. This book argues that the role of Brazil as a status quo regional power in South America is the key to understanding this phenomenon. Through a historical analysis focusing on specific cases spanning three centuries, this research demonstrates that Brazil, regardless of particular domestic settings, has deliberately affected the calculations of costs and benefits of a more significant US involvement in South America. While in the past Brazil has taken actions that resulted in increasing the benefits of the U.S.’s limited involvement in South America, in more recent times it has sought to increase the costs of a more significant U.S. presence. Teixeira then considers some of the theoretical and political implications of the framework laid out by this research. Brazil, the United States, and the South American Subsystem is a groundbreaking investigation of U.S.-Latin American relations and the politics of imperialism.

As a result, a growing number of academic studies have focused on the advantages and costs of participating in an association of this kind part of the greater universe of Strategic Alliances. An important subset of SAs is that characterized by the participation of developed countries' firms and emerging countries' firms. Most published studies on this subject refer to SAs among developed countries' firms or among developed countries' firms and emerging countries' firms, but always adopting the perspective of the partner from the developed country. This paper looks at Strategic Alliances of firms based in Brazil, Chile and Mexico, with foreign partners. We make use of a “Benchmarking” technique based on survey data for more than 250 local firms in those three countries. The statistical analysis utilizes Factor Analysis and ANOVA tests to determine the position of national subsets with respect to the sample mean. Some conclusions and practical recommendations are presented at the end, based on the statistical results.

Book excerpt: Getúlio Dornelles Vargas established his dictatorship in Brazil in 1937, and from 1938 through 1940 American diplomats and military planners were preoccupied with the possibility that Brazil might ally herself with Nazi Germany. Such an alliance would have made fortress America vulnerable and closed the South Atlantic to Allied shipping. Fortunately for America, Brazil eventually joined the Allies and American engineers turned Northeast Brazil into a vast springboard for supplies for the war fronts. Frank D. McCann has used previously inaccessible Brazilian archival material to discuss the events during the Vargas regime which brought about a close alliance between Brazil and the United States and resulted in Brazil's economic, political, and military dependence on her powerful North American ally. He shows that until 1940 the drive for closer union came largely from Brazil, which wanted to offset the shifting alliances of the Spanish-speaking countries and escape from British economic domination. American interest in Brazil increased during the 1930's as the U.S. turned to Latin America to recoup losses in foreign trade and as Washington began to fear that Nazism and Fascism would spread to South America. By 1940 the nature of Brazil's relationship with the United States made it impossible for Brazil to remain neutral. Frank McCann's analysis of Brazil's decision to join the Allies affords a view of the diplomatic uses of economic and military aid, which became a feature of diplomacy in the postwar years. It also provides insights into the military's influence on foreign policy, and into the functioning of Vargas' Estado Nôvo. Originally published in 1974. U.S. relations with Brazil have evolved from alliance during and immediately after World War II to skeptical distance today. Distrust is exacerbated by outmoded stereotypes and hubris on both sides. Mutually beneficial engagement requires the United States to welcome Brazil's emergence as a global power that is culturally and politically close to the United States; and for Brazil, in turn, to realize that the United States accepts its rise and that more can be achieved working with Washington than against it. Three practical approaches would have a substantial, positive impact. Both countries should consult widely on global issues, strengthen personal and institutional ties, and learn to cooperate more effectively on conflict resolution, energy, and trade.

Book excerpt: Following completion of the U.S. air base in Natal, Brazil, in 1942, U.S. airmen departing for North Africa during World War II communicated with Brazilian mechanics with a thumbs-up before starting their engines. This sign soon replaced the Brazilian tradition of touching the earlobe to indicate agreement, friendship, and all that was positive and good—yet another indication of the Americanization of Brazil under way during this period. In this translation of O Imperialismo Sedutor, Antonio Pedro Tota considers both the Good Neighbor Policy and broader cultural influences to argue against simplistic theories of U.S. cultural imperialism and exploitation. He shows that Brazilians actively interpreted, negotiated, and reconfigured U.S. culture in a process of cultural recombination. The market, he argues, was far more important in determining the nature of this cultural exchange than state-directed propaganda efforts because Brazil already was primed to adopt and disseminate American culture within the framework of its own rapidly expanding market for mass culture. By examining the motives and strategies behind rising U.S. influence and its relationship to a simultaneous process of cultural and political centralization in Brazil, Tota shows that these processes were not contradictory, but rather mutually reinforcing. The Seduction of Brazil brings greater sophistication to both Brazilian and American understanding of the forces at play during this period, and should appeal to historians as well as students of Latin America, culture, and communications.
