In no comparable period in history have the dimensions of the battlefield been so altered by rapid technological changes. The need for the tactical doctrines of the Army to remain correspondingly abreast of these changes is thus more pressing than ever before. Future conflicts are not likely to develop in the leisurely fashions of the past where tactical doctrines could be refined on the battlefield itself. It is, therefore, imperative that we apprehend future problems with as much accuracy as possible. One means of doing so is to pay particular attention to the business of how the Army's doctrine has developed historically, with a view to improving methods of future development.

TRADOC Pam 525-3-1, The Army Operating Concept, describes how future Army forces conduct operations as part of the joint force to deter conflict, prevail in war, and succeed in a wide range of contingencies in the future operational environment. It describes the employment of Army forces in the 2016-2028 time frame with emphasis on the operational and tactical levels of war. In addition to describing broadly how Army headquarters organize and direct the employment of their forces, the concept describes the major categories of Army operations and identifies the capabilities required of Army forces to guide and prioritize future force development. The ideas discussed in this document will guide revisions in Army doctrine, organizations, training, materiel, leadership and education, personnel, and facilities. These ideas will also enhance the integration of Army forces with a wide array of domestic and international partners. The challenges of future armed conflict make it imperative for the Army to produce leaders and forces that exhibit a high degree of operational adaptability. Achieving the necessary level of operational adaptability requires the Army to build upon a foundation of two broad responsibilities within the framework of full-spectrum operations.

ADP 3-0, Operations, is a natural evolution of past capstone doctrine that captured the most critical lessons of almost fifteen years of sustained land combat. In this edition, we not only reflect on the past but also look to the future. This publication builds on the idea that success requires fully integrating Army operations with the efforts of unified action partners. ADP 3-0 provides a common operational concept for Army forces who must be ready to operate across the range of military operations and across multiple domains, integrating their actions with unified action partners as part of a larger effort. Today, Army forces are engaged with more than 140,000 Soldiers in over 150 countries, either conducting combat operations, deterring aggression, or reassuring our allies and partners. The United States Army is also relentlessly hunting terrorists throughout many other parts of the world. We are engaging our partners in Africa and throughout the Americas. Readiness for current and future operations requires a force that is honed through effective training and education and well versed on how our Army conducts operations. The central idea of operations is that, as part of a joint force, Army forces seize, retain, and exploit the initiative to gain and maintain a position of relative advantage in sustained land operations to prevent conflict, shape the operational environment, and win our Nation's wars as part of unified action. ADP 3-0 discusses the principles of unified land operations-mission command, develop the situation through action, combined arms, adhere to the law of war, establish and maintain security, and create multiple dilemmas for the enemy. ADP 3-0 incorporates the tenets of unified land operations-simultaneity, depth, synchronization, and flexibility. It highlights the concept that operational art is the connection between strategic objectives and tactical actions, and it supports a common construct for organizing both joint and Army operations. The construct consists of the Army operations process, an operations framework for visualizing and describing operations, and combat power. ADP 3-0 serves as the common operational concept for the Army. The central idea, adapted to the unique conditions of each conflict, represents the Army's unique contribution to unified action. It must permeate our doctrine, our training, and our leader professional development programs.

Book excerpt: The United States Army has spent substantial resources and effort developing a cohesive plan for adapting to the changing world environment of the twenty-first century, commonly called 'transformation'. The Army has experimented and fielded new weapons systems, tested new organizational structures and evaluated radical tactical doctrines to meet the challenges of the future. However, one critical facet has been relatively ignored, the ability to replace personnel losses in the Future Army. The Interim and Objective Forces both lack a workable system to replace combat losses, especially in a high-casualty producing conflict, such as urban operations or a war against a similarly equipped foe. While the organizations themselves are designed to outfight enemies with a combination of precision firepower and mobility, the simple fact remains that war causes casualties. Historical examples from the 1973 Arab-Israeli War and the 1995 Russian-Chechen conflict, along with statistical studies, all demonstrate that warfare throughout the ages is a costly business, and that no evidence exists that future conflict will be bloodless. Sadly, the personnel replacement system in no way can support the 96 hours deployment concept of the Future Army. The present personnel system is a relic of World War II and the Cold War, meant to operate only when given ample warning time to mobilize and prepare. At its best, the present system produces replacements weeks after mobilization, while the Selective Service System takes nearly a year to train the first conscript. The U.S. Army's Reserve system is not much better, handicapped by the fact that the units responsible for mobilization of replacements require mobilization themselves. The result could be catastrophic as rapidly deploying units fight to exhaustion before the first replacements arrive.

Some historians contend that the Allies achieved victory through brute force and material superiority. But, as Peter Mansoor argues, all of the material produced by U.S. industry was useless without trained soldiers to operate it, a coherent doctrine for its use, and leaders who could effectively command the formations into which it was organized. This book provides a comprehensive study of America's infantry combat performance in Europe during World War II, showing that the Army succeeded by developing combat effective divisions that could not only fight and win battles, but also sustain that effort over years of combat. While American industry admittedly enabled the U.S. to sustain its overseas armies, the effectiveness of those forces ultimately rested on their organizational capabilities and ability to adapt to combat in a variety of lethal environments and to learn from their mistakes. Mansoor analyzes the impact of personnel and logistical systems on the Army's strength, explaining how leaders used these systems to keep a small number of divisions at a high state of combat effectiveness. During the critical battles of 1944-45, American divisions were able to sustain this high level while their Wehrmacht counterparts disintegrated, demonstrating that the Army's endurance in extended combat was the most critical factor in its ultimate success. Mansoor also takes a close look at the personalities and capabilities of division commanders, infantry tactics and operations, logistics, and the benefits and weaknesses of stateside training. The American army won, asserts Mansoor, because unit for unit at the division level it was more effective than its adversaries. By showing how U.S. infantry developed more quickly and fought better than commonly believed, The GI Offensive in Europe contributes significantly to the history of the U.S. Army in the European theater and to our overall understanding of military effectiveness.
