In chapter eight, the problems of plan implementation is examined focusing on the implementation of the Diobu Master Plan, while chapters nine, ten, and eleven present physical planning and development control within the context of local government system in Rivers State. In chapter twelve, the book presents planning for a new town, New Finima, in Rivers State, designed to resettle the Finima. Chapters thirteen and fourteen dwell on the problem of rural urban balance and regional planning in Rivers State and Nigeria in general. It focuses special attention on the problem of urban and rural disparities as the key issue facing regional planning and suggests measures for ensuring that urban planning promotes the welfare of all and enhances the opportunities for the procurement of benefits of development programs by all socioeconomic groups. The book concludes with chapter fifteen on planning imperatives to make the Port Harcourt metropolis livable.

The objective of this analytical program is to provide diagnostic tools to inform policy dialogue and investment priorities on urbanization. This report serves the critical and timely purpose of focusing attention on the challenges and opportunities of urbanization in Nigeria. The executive summary at the front summarizes the key trends of Nigeria’s urbanization and sets out a framework to structure core urban challenges in view of underlying causes. Detailed analyses follow in the subsequent four chapters. In Chapter 1, the dynamics of Nigeria’s urbanization process are presented, with particular attention to the country’s rapid urban population growth, the very large-scale urban expansion, and the stubborn persistence of high levels of urban poverty, inequality and regional disparity. Chapter 2 provides an account of Nigeria’s recent urban economic growth, in view of the nature of the concentration of economic activity across the country’s states and cities, and of the limited performance of urban and regional economies in generating higher levels of employment and improving business climates. Chapter 3 turns to description and assessment of land management, urban planning and housing provision procedures and systems, which face a variety of challenges with regard to costs, affordability, capacity, equity and efficiency. Finally, Chapter 4 deals with the financing of urban development, particularly the provision of urban public goods and services, which is in need of both substantial finance and institutional and systemic improvements and reform.

Particularly noteworthy is the fact that the public health problems of these countries are rooted in preventable causes associated with hygiene and sanitation. It is customary to attribute the problems that ail Africa to the lack of financial resources. This book deviates from convention by suggesting non-financial factors as the source of sanitation problems on the continent, and argues the need to re-connect urban planning to public health. These two professions are consanguine relatives and emerged to combat the negative externalities of the industrial revolution and concomitant urbanization. However, with the passage of time, the professions drifted apart. Today, more than ever, there is a need for the two to be re-connected. This need is rooted in the increasing complexity of urban problems whose resolution requires interdisciplinary initiatives. To this end, there is hardly any question that urban public health initiatives are unlikely to succeed without the collaboration of both public health and urban planning experts. The book recognizes this truism, and stands as the first major academic work to demonstrate the inextricably intertwined nature of urban planning and urban public health in Africa.
