Available in PDF, EPUB and Kindle. Book excerpt: The sustainable development of ger areas in Ulaanbaatar, the capital of Mongolia, is one of the critical development issues facing the country. The ger areas host 60% of the population of Ulaanbaatar, and they have expanded 35 times larger than the original center of the city. Provision of basic services (e.g. heating and water supply) is very limited or non-existent in ger areas. The lack of basic public services resulted in air and water pollution as well as serious health risks to residents. The government tries to control expansion of the city, particularly ger areas, but its policy practices have been inconsistent. These inconsistent actions are, in part, a result of limited awareness and understanding by the general public, as well as by the policy makers, of the public costs of their actions. There is high susceptibility to ad-hoc behaviors that place premiums on short-term private gains over long-term value-creation in public goods. Many supporting mechanisms, including land valuation and taxation, have not yet been developed to create incentives for long-term value creation. Mongolia: Enhancing Policies and Practices for Ger Area Development in Ulaanbaatar aims at helping policy makers and citizens of Ulaanbaatar to improve their understanding of the consequences of their choices of policies and practices. Specifically, it intends to provide clear cost and benefit implications of three different development paths (central, mid-tier, and fringe gers) for seven sectors (land and housing, water supply, roads and public transport, heating, electricity, solid waste, and social services). The report is a best practice in urban planning exercise which provides useful information that can apply for other big cities.

When the Soviet Union collapsed in the early 1990s, Mongolia turned to international financial agencies—including the International Monetary Fund, the World Bank, and the Asian Development Bank—for help in compensating for the economic changes caused by disruptions in the communist world. Modern Mongolia is the best-informed and most thorough account to date of the political economy of Mongolia during the past decade. In it, Morris Rossabi explores the effects of the withdrawal of Soviet assistance, the role of international financial agencies in supporting a pure market economy, and the ways that new policies have led to greater political freedom but also to unemployment, poverty, increasingly inequitable distribution of income, and deterioration in the education, health, and well-being of Mongolian society. Rossabi demonstrates that the agencies providing grants and loans insisted on Mongolia's adherence to a set of policies that did not generally take into account the country's unique heritage and society. Though the sale of state assets, minimalist government, liberalization of trade and prices, a balanced budget, and austerity were supposed to yield marked economic growth, Mongolia—the world's fifth-largest per capita recipient of foreign aid—did not recover as expected. As he details this painful transition from a collective to a capitalist economy, Rossabi also analyzes the cultural effects of the sudden opening of Mongolia to democracy. He looks at the broader implications of Mongolia's international situation and considers its future, particularly in relation to China.

It encompasses the eras from the thirteenth century to the present, territories stretching from China to Mongolia to Central Asia and to the Middle East, and religions from Islam to Nestorian Christianity to Judaism and Confucianism in East, Central, and West Asia. Rossabi first challenged the conventional wisdom concerning traditional Chinese foreign relations by showing the pragmatism of Chinese officials who were not bound by Confucian strictures and stereotypes about foreigners and were actually knowledgeable about neighboring regions. His studies of the territories surrounding China led to the discovery of a major omission in historical writing—the lack of a biography of Khubilai Khan, one of the most renowned rulers in Eurasian history. His biography of Khubilai resulted in further studies of the Mongolian legacy on global history and of the significant role of women in the Mongolian empire. His repeated travels in Mongolia, in turn, stimulated an interest in modern Mongolia, especially the turbulence following the turbulence after the collapse of socialism in 1990, a subject he writes about in this book. The need for greater public knowledge and awareness of China, Mongolia, Central Asia, the Silk Roads, and Islam in Asia prompted Rossabi to write general, occasionally pedagogical, articles about these topics for a wider audience.

Book excerpt: Mongolia's economic growth from 2010 has been unprecedented with GDP peaking at 17.5 percent in 2012 when Mongolia was the fastest growing economy globally. This unparalleled growth of the economy was accompanied by an equally impressive decline in poverty by 17 percentage points between 2010 to 2014. However, much of this decline was during 2010-2012. From 2012-2014 poverty declined by less than 6 percentage points, partly due to slowing growth and declining foreign direct investment. World Bank (2016) estimates raise concerns that poverty reduction is likely to come to a standstill due to the negative welfare impact of the economic slowdown in 2015, which is expected to continue through 2016. During 2015-16, urban poverty was projected to increase, and World Bank estimates suggest that approximately 6.5 percent of the urban population may have already fallen below the poverty line. The risks of an impending stall in poverty reduction are particularly strong in urban areas that are home to almost two-thirds of Mongolia's population and account for 55.6 percent of the poor. Given the trends of rapid urbanization and growing centrality of cities in Mongolia, this report delves deep to examine multiple dimensions of urban poverty and how social groups might differ in their experiences of urban poverty. The objective of this report is: to carry out an in-depth analysis of the extent, nature and spatial distribution of poverty in the capital city of Ulaanbaatar, which holds the largest proportion of urban population in the country and serves as the most important destination for rural-urban migrants, and to identify sources of vulnerability for poor and excluded populations using a variety of data sources that go beyond income metrics and highlight the deeply multidimensional nature of urban poverty in Ulaanbaatar. The report takes a mixed methods approach, combining quantitative, qualitative and spatial analyses. Availability of rich spatial data and the use of spatial techniques are used to create a better understanding of the locational distribution of urban poor and the nature of poor places.

It speaks to the experiences of many societies and cultures that are routinely treated as exotic, romantic, primitive or otherwise different and Other in Euro-American imaginaries, and how these imaginaries are also internally produced by those societies themselves. The assumption that Mongolia is a nomadic nation is largely predicated upon Mongolia’s environmental and climatic conditions, which are understood to make Mongolia suitable for little else than pastoral nomadism. But to the contrary, the majority of Mongolians have been settled in and around cities and small population centers. Even Mongolians who are herders have long been unable to move freely in a smooth space, as dictated by the needs of their herds, and as they would as free-roaming "nomads." Instead, they have been subjected to various constraints across time that have significantly limited their movement. The book weaves threads from disparate branches of Mongolian studies to expose various visible and invisible constraints on population mobility in Mongolia from the Qing period to the post-socialist era. With its in-depth analysis of the complexities of the relationship between land rights, mobility, displacement, and the state, the book makes a valuable contribution to the fields of cultural geography, political geography, heritage and culture studies, as well as Eurasian and Inner-Asian Studies.
