Book excerpt: Unlike European countries where the consolidation of town planning was based on legislative reforms, Latin America’s urbanismo mainly stemmed from urban plans for national capitals and metropolises. Austrian academic and planner Karl Brunner was hired in Chile, Colombia and Panama from the late 1920s to advise in the professional and academic domains, marking a shift from the so-called École Française d’Urbanisme (EFU) of Haussmannesque descent towards the Austrian-German Städtebau, While coordinating the municipal office and plan for Bogotá, Brunner translated his Manual de Urbanismo – the first textbook published in Latin America about the new discipline and the first to incorporate examples from local cities. Based on his 1924 course at Vienna’s National Faculty of Architecture Brunner’s Manual emphasized the ‘scientific system’ of the discipline. Brunner was the most influential figure of his time in the urban planning of the region, but has become overshadowed by Le Corbusier's and CIAM’s prevailing influence after the Second World War. Complete with a supporting introduction written by Arturo Almandoz, this volume includes the full copy of the original Manual de Urbanismo with an English translation of the synthesis. Book excerpt: In this book Arturo Almandoz places the major episodes of Latin America’s twentieth and early twenty-first century urban history within the changing relationship between industrialization and urbanization, modernization and development. This relationship began in the early twentieth century, when industrialization and urbanization became significant in the region, and ends at the beginning of the twenty-first century, when new tensions between liberal globalization and populist nationalism challenge development in the subcontinent, much of which is still poverty stricken. Latin America’s twentieth-century modernization and development are closely related to nineteenth-century ideals of progress and civilization, and for this reason Almandoz opens with a brief review of that legacy for the different countries that are the focus of his book – Mexico, Chile, Brazil, Argentina and Venezuela – but with references to others. He then explores the regional distortions, which resulted from the interaction between industrialization and urbanization, and how the imbalance between urbanization and the productive system helps to explain why ‘take-off’ was not followed by the ‘drive to maturity’ in Latin American countries. He suggests that the close yet troublesome relationship with the United States, the recurrence of dictatorships and autocratic regimes, and Marxist influences in many domains, are all factors that explain Latin America’s stagnation and underdevelopment up to the so-called ‘lost decade’ of 1980s. He shows how Latin America’s fate changed in the late twentieth and early twenty-first century, when neoliberal programmes, political compromise and constitutional reform dismantled the traditional model of the corporate state and centralized planning. He reveals how economic growth and social improvements have been attained by politically left-wing yet economically open-market countries while others have resumed populism and state intervention. All these trends make up the complex scenario for the new century – especially when considered against the background of vibrant metropolises that are the main actors in the book.

It frames the experience of global high modernity (and its unravelling) through the eyes of the socialist city, rather than the other way around: instead of explaining Warsaw or Moscow through the prism of Paris or New York, it refracts London, Mexico City and Chennai through the lens of Kyiv, Simferopol and the former Polish shtetls. Book excerpt: "Resurrecting Tenochtitlan considers the ways in which artists, city planners, architects, and intellectuals in Mexico shaped the evolution of Mexico City's civic identity in the first half of the twentieth century. Long forgotten and assumed to have been completely destroyed during the Spanish conquest, layers of the remnants of Tenochtitlan were discovered in the middle of a drainage project augmented under the longtime president Porfirio Díaz. As the cityscape changed in the wake of the ends of the Porfiriato and the Mexican Revolution, the city's layers of history were uncovered to find the remnants of the Aztec capitol of Tenochtitlan, which stirred imaginings of a new and modern Mexican capital and nation that still drew from its ancient history. Tying the modern city to the ancient one was also a way in which intellectuals articulated a mestizo cultural identity. This discovery led to the renewed interest in 16th-century maps by artists, architects, and city planners to understand the ways in which the Aztec capital intersected with the beginnings of Spanish settlement over it. The manuscript examines how artists such as Juan O'Gorman and Diego Rivera drew from the recent work of archaeologists to render panoramic depictions of both the modern Mexican and the Aztec capital to visualize it for public audiences. And while not strictly chronological in its organization, it looks at how attitudes toward modern Mexico City's ties to Tenochtitlan shaped national identity and shifted over time. The authors' timeframe ends with the inauguration of Diego Rivera's long-planned Anahuacalli Museum, which was created with the support of the National Museum of Anthropology to display pre-Columbian artifacts. Its completion, after Rivera's death, was met with the first waves of the youth cultures in Mexico whose disinterest in and suspicion toward state-sponsored national projects signaled the beginning of the collapse of these ideas"--

Increasingly, that designation reflects the use of a toolkit of urban planning practices and policies that circulates around the globe. These strategies—establishing creative districts dedicated to technology and design, “greening” the streets, reinventing historic districts as tourist draws—were deployed to build a globally competitive Buenos Aires after its devastating 2001 economic crisis. In this richly drawn account, Jacob Lederman explores what those efforts teach us about fast-evolving changes in city planning practices and why so many local officials chase a nearly identical vision of world-class urbanism. Lederman explores the influence of Northern nongovernmental organizations and multilateral agencies on a prominent city of the global South. Using empirical data, keen observations, and interviews with people ranging from urban planners to street vendors he explores how transnational best practices actually affect the lives of city dwellers. His research also documents the forms of resistance enacted by everyday residents and the tendency of local institutions and social relations to undermine the top-down plans of officials. Most important, Lederman highlights the paradoxes of world-class urbanism: for instance, while the priorities identified by international agencies are expressed through nonmarket values such as sustainability, inclusion, and livability, local officials often use market-centric solutions to pursue them. Further, despite the progressive rhetoric used to describe urban planning goals, in most cases their result has been greater social, economic, and geographic stratification. Chasing World-Class Urbanism is a much-needed guide to the intersections of culture, ideology, and the realities of twenty-first-century life in a major Latin American city, one that illuminates the tension between technocratic aspirations and lived experience.
