Book excerpt: Urban population growth dramatically alters material and energy fluxes in the affected areas, with concomitant changes in landscape, altered fluxes of water, sediment, chemicals and pathogens and increased releases of waste heat. These changes then impact on urban ecosystems, including water resources and result in their degradation. Such circumstances make the provision of water services to urban populations even more challenging. Changing weather patterns, rising temperature and large variations in precipitation contr- ute to increased damages, caused by weather related disasters, including floods. Ones of the major contributors to increasing flood peaks are land use changes and particularl- urban development. Consequently, there is a need to look for low environmental impact land development and to manage runoff in urban areas by storm water management. Much progress in the management of urban waters has been achieved in the most - vanced jurisdictions, but much more remains to be done. In this respect the EC Water Framework Directive can provide some guidance. Urban water management issues are particularly important in the countries in transition in Central and Eastern Europe. During the last decade political, economical and social changes in the countries under transition have influenced almost every element of the public sector, including water services. There is an urgent need for exchange of information among various countries on this issue and for identification of best approaches to achieving this transition.

Data Requirements for Integrated Urban Water Managements - issuing from UNESCO's International Hydrological Programme project on this topic - is geared towards improving integrated urban water management by providing guidance on the collection, validation, storage, assessment and utilization of the relevant data. The first part of this volume describes general principles for developing a monitoring programme in support of sustainable urban water management. The second part examines in detail the monitoring of individual water cycle components. Two case studies in the final part illustrating attempts to deliver an integrated monitoring system help demonstrate the fundamental principles of sustainable urban water management elaborated here.

Book excerpt: The fusion of algebra, analysis and geometry, and their application to real world problems, have been dominant themes underlying mathematics for over a century. Geometric algebras, introduced and classified by Clifford in the late 19th century, have played a prominent role in this effort, as seen in the mathematical work of Cartan, Brauer, Weyl, Chevelley, Atiyah, and Bott, and in applications to physics in the work of Pauli, Dirac and others. One of the most important applications of geometric algebras to geometry is to the representation of groups of Euclidean and Minkowski rotations. This aspect and its direct relation to robotics and vision will be discussed in several chapters of this multi-authored textbook, which resulted from the ASI meeting. Moreover, group theory, beginning with the work of Burnside, Frobenius and Schur, has been influenced by even more general problems. As a result, general group actions have provided the setting for powerful methods within group theory and for the use of groups in applications to physics, chemistry, molecular biology, and signal processing. These aspects, too, will be covered in detail. Book excerpt: Water utilities are the main instrument for countries to achieve universal service coverage. In pursuing universal service coverage, water utilities have turned to pro-poor water services to extend water services in low-income areas. This thesis discusses the use of pro-poor water services by water utilities in Kenya, with the intention of highlighting the dimensions of the approach that require attention of policy makers and practitioners when engaging with the concept. Based on the analysis of the technologies, financial and organisational arrangements associated with the pro-poor concept, this thesis shows that the use of pro-poor strategies allows water utilities to reduce the risks of servicing low-income areas while still claiming to fulfil their mandate of providing access to all in a commercially viable manner. The analysis also shows that rather than a decision of the water utility, the choice for pro-poor strategies emerges as the result of a consensus or compromise between the different actors that constitute the broader institutional environment in which water utilities operate. The thesis concludes that while pro-poor water services may serve the interests of water utilities and other stakeholders, in the absence of well-directed subsidies and proper monitoring they will not result in low-income households benefiting from more affordable and reliable access to water.

Secondly, it examines the question of existing socio-economic inequality and access to water in an urban context in India. While dealing with the issue of inequality and access to water, it attempts to explore the question of whether access to water and water scarcity is socially neutral; whilst also analysing the mechanisms employed by the urban poor to manage their daily water needs. Thirdly, this book explores the role of institutions for efficient and effective delivery of water in urban India. The institutional analysis from a comparative perspective provides important insights to guide current reforms in domestic water supply in India, especially in a neo-liberal context. The book is a valuable resource for academicians, policy makers and practitioners involved in water governance in general and domestic (drinking) water supply in particular.
