A two-pronged approach is suggested, based on (i) service-oriented policies in addition to the more common asset-oriented policies; and (ii) integrated policies that address public and private transport simultaneously, incorporating dimensions such as congestion pricing and land-use management.

Despite the advances gained through the implementation of these and other policies in LAC, there is still a long way to go, especially in the promotion of seamless transport systems at the city level, the achievement of financial sustainability, as well as the improvement of urban air quality. This study identifies a number of best practices for overcoming or working around these challenges.

Before financing major urban transport projects, decisionmakers should attempt to put in place the basic elements for long-term sustainability of the sector. Specifically, contends Rebelo, each large metropolitan area in Brazil should incorporate into its urban transport strategy, and pursue vigorously, the following four-point agenda: * Create a regional transport coordination commission in charge of coordinating policies among federal, state, and municipal governments, giving highest priority to major urban transport investments in the metropolitan region and promoting modal integration -- all to the end of improving the sector's economic efficiency and long-term sustainability. * Adopt an integrated land use, urban transport, and air quality strategy that provides a framework in which the community and decisionmakers can evaluate future urban transport investments and policies. * Enact into law formal financing mechanisms that would ensure that long-run variable costs of urban transport systems are covered by operating and non-operating revenues from the systems and by appropriate user charges. * Promote private sector participation in the operation, maintenance, and construction of urban transport systems--through concessions or management contracts--as a way to lessen the financial burden on the government. This paper -- a product of the Infrastructure and Urban Development Division, Latin America and the Caribbean, Country Department I -- is part of a larger effort in the department to assist Brazilian metropolitan regions in improving the level of service and financial sustainability of their urban transport systems.

Book excerpt: Latin America and the Caribbean (LAC) does not have the infrastructure it needs, or deserves, given its income. Many argue that the solution is to spend more; by contrast, this report has one main message: Latin America can dramatically narrow its infrastructure service gap by spending efficiently on the right things. This report asks three questions: what should LAC countries’ goals be? How can these goals be achieved as cost-effectively as possible? And who should pay to reach these goals? In doing so, we drop the ‘infrastructure gap’ notion, favoring an approach built on identifying the ‘service gap’. Benchmarking Latin America in this way reveals clear strengths and weaknesses. Access to water and electricity is good, with the potential for the region’s electricity sector to drive competitive advantage; by contrast, transport and sanitation should be key focus areas for further development. The report also identifies and analyses some of the emerging challenges for the region—climate change, increased demand and urbanization—that will put increasing pressure on infrastructure and policy makers alike. Improving the region’s infrastructure performance in the context of tight fiscal space will require spending better on well identified priorities. Unlike most infrastructure diagnostics, this report argues that much of what is needed lies outside the infrastructure sector †“ in the form of broader government issues—from competition policy, to budgeting rules that no longer solely focus on controlling cash expenditures. We also find that traditional recommendations continue to apply regarding independent, well-performing regulators and better corporate governance, and highlight the critical importance of cost recovery where feasible and desirable, as the basis for future commercial finance of infrastructure services. Latin America has the means and potential to do better; and it can do so by spending more efficiently on the right things.

In doing so, the book develops and applies the Policy Interactions Framework to the study of the mobility experience of workers in Greater Mexico City. Four empirical studies provide the reader with a comprehensive view of how urban policies can sometimes interact at cross-purposes to produce inequitable urban outcomes. The chapters analyze time and distance in the journey to work to quantify and map commuting inequalities, assess the shift in the spatial location of the demand for labor between 1999 and 2019, examine the default housing pathways available for workers, and evaluate the spatial distribution of public and common mobility resources. An outcome of applying the Policy Interactions Framework to the study of workers’ mobility is to put forward the choiceless mobility hypothesis: a process by which the interaction between the spatial location of the demand for labor, the housing pathways available for workers, and the political economy of public transport operates to produce geographies of low accessibility to jobs. The audience of this book consists of scholars and practitioners in the field of urban policy analysis, urban development, and urban political economy in the Global South.
