Book excerpt: This paper reviews efforts to improve the efficiency and responsiveness of urban services delivery in developing countries. It argues that failures in urban service delivery are not merely the result of a lack of technical knowledge on the part of local government staff, but also reflect constraints and perverse incentives confronting local personnel and their political leadership, and these, in turn, are often the inadverten result of problems in the relationship between central and local government. The report views the spread of decentralization as a potentially fortuitous phenomenon. The decentralization now occurring is not a carefully designed sequence of reforms aimed at improving the efficiency of public service delivery ; it appears to be a reluctant and disorderly series of concessions by central governments attempting to maintain political stability. The book investigates the democratic and efficiency effects of decentralisation reforms in six major Scandinavian cities. Special attention is given to consequences of different institutional arrangements as well as to providing an understanding of reform processes. Data for the descriptions and analyses are provided by a number of sources: Surveys with district politicians and samples of citizens, published evaluation reports and interview data from three case studies especially done for this study. Institutional arrangements differ between Copenhagen with relatively autonomous districts and Swedish and Norwegian cities whose districts are more closely integrated with the centre. These differences do matter, both with regard to reform effects and the trajectories of reform processes. Institutionalisation, adaptation and power seeking behaviour of political parties are important factors for understanding the reform processes.

It specifically focuses on small towns in Uttar Pradesh, one of the most densely populated and poorest states in India. Although considered home to one of the oldest urban civilisations, India remains one of the least urbanised regions in the world. At the same time, the country has many million-strong metropolises that are among the world’s largest megacities, as well as a multitude of small and medium-sized towns and cities. This paradoxical urbanisation, against a backdrop of reforms, has interested the scientific community to gain a more nuanced understanding of the changes and challenges involved. This book analyses an urban environment often overlooked by researchers and public authorities, namely, that of small towns. These towns are of vital importance as this is where the bulk of future urban development will take place. However, decades after implementation of the reforms, the majority of reviews and assessments have focused on large cities and so the impacts of the reform on small towns are still poorly understood. This book includes extensive primary data about political, technical and financial municipal issues in small towns of northern India and, is therefore, of interest to students, researchers and planners working on urban and regional studies in the global South.

Decentralization is considered an important element of participatory democracy and, along with privatization and deregulation, represents a substantial reduction in the authority of national governments over economic policy. The contributors to Decentralization and Local Governance in Developing Countries examine this institutional transformation from comparative and interdisciplinary perspectives, offering detailed case studies of decentralization in eight countries: Bolivia, Brazil, China, India, Indonesia, Pakistan, South Africa, and Uganda. Some of these countries witnessed an unprecedented "big bang" shift toward comprehensive political and economic decentralization: Bolivia in 1995 and Indonesia after the fall of Suharto in 1998. Brazil and India decentralized in an uneven and more gradual manner. In some other countries (such as Pakistan), devolution represented an instrument for consolidation of power of a nondemocratic national government. In China, local governments were granted much economic but little political power. South Africa made the transition from the undemocratic decentralization of apartheid to decentralization under a democratic constitution. The studies provide a comparative perspective on the political and economic context within which decentralization took place, and how this shaped its design and possible impact. Many countries are decentralizing because they believe this can help stimulate economic growth or reduce rural poverty, goals central government interventions have failed to achieve. Some countries see it as a way to strengthen civil society and deepen democracy. Some perceive it as a way to off-load expensive responsibilities onto lower level governments. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.
