In Mega-Projects, Alan Altshuler and David Luberoff analyze the unprecedented wave of large-scale (mega-) public investments that occurred in American cities during the 1950s and 1960s; the social upheavals they triggered, which derailed large numbers of projects during the late 1960s and early 1970s; and the political impulses that have shaped a new generation of urban mega-projects in the decades since. They also appraise the most important consequences of policy shifts over this half-century and draw out common themes from the rich variety of programmatic and project developments that they chronicle. The authors integrate narratives of national as well as state and local policymaking, and of mobilization by (mainly local) project advocates, with a profound examination of how well leading theories of urban politics explain the observed realities. The specific cases they analyze include a wide mix of transportation and downtown revitalization projects, drawn from numerous regions—most notably Boston, Denver, Los Angeles, New York City, Chicago, Atlanta, Dallas, Portland, and Seattle. To take just one example, Casablanca’s medina is now obscured behind skyscrapers that are funded by global capital and encouraged by Morocco’s monarchy, which hopes to transform this city into a regional leader of finance and commerce. Such changes have occurred throughout Morocco. Megaprojects are redesigning the cityscapes of Rabat, Tangiers, and Casablanca, turning the nation’s urban centers into laboratories of capital accumulation, political dominance, and social control. In Globalized Authoritarianism, Koenraad Bogaert links more abstract questions of government, globalization, and neoliberalism with concrete changes in the city. Bogaert goes deep beneath the surface of Morocco’s urban prosperity to reveal how neoliberal government and the increased connectivity engendered by global capitalism transformed Morocco’s leading urban spaces, opening up new sites for capital accumulation, creating enormous class divisions, and enabling new innovations in state authoritarianism. Analyzing these transformations, he argues that economic globalization does not necessarily lead to increased democratization but to authoritarianism with a different face, to a form of authoritarian government that becomes more and more a globalized affair. Showing how Morocco’s experiences have helped produce new forms of globalization, Bogaert offers a bridge between in-depth issues of Middle Eastern studies and broader questions of power, class, and capital as they continue to evolve in the twenty-first century.

From the mega-urbanization of Lusaka, to the production of satellite cities in Jakarta, to new cities built from scratch in Masdar, Songdo and Rajarhat, this book argues that speed is now the persistent feature of a range of utopian visions that seek to expedite the production of new cities. These ‘fast cities’ are the enduring images of postcolonial urbanism, which bypass actually existing urbanisms through new power-knowledge coalitions of producing, knowing and governing the city. The book explores three main themes. Part I examines fast cities as new urban utopias which propagate the illusion that they are ‘quick fix’ sustainable solutions to insulate us from future crises. Part II discusses the role of the entrepreneurial state that despite its neoliberalisation is playing a key role in shaping mega-urbanization through laws, policies and brute force. Part III finally delves into how fast cities built by entrepreneurial states actually materialise at the scale of regional urbanization rather than as metropolitan growth. This book explores the contradictions between intended and unintended outcomes of fast cities and points to their fault lines between state sovereignty, capital accumulation and citizenship. It concludes with a vision and manifesto for ‘slow’ and decelerated urbanism. Drawing on empirical examples mainly from the transport sector and radioactive waste disposal, this book offers new perspectives to megaproject evaluation.
