It also attempted to identify the factors which affected affordably condominium housing supply and local residents to afford for condominium housing in the town as well as to assess whether the condominium housing supply can solve the problems of urban housing for the urban poor. Data for this research were collected mainly through a survey of 180 households (120 households from non condominium residents and 60 households from condominium housing resident respondents) and analyzed using descriptive statistics and SPSS 15. The study found that, supplying of standard low cost housing for low and middle income groups are affected by high cost of local constructional materials, low level of income the majority of the residents, high housing costs and low capacity of the majority of the residents to afford for condominium housing in the study area. Beneficiaries of condominium housing were on average, those who were classified as high and middle income categories of the residents. The study also showed that, condominium housing beneficiaries are better off in terms of both mean monthly income and saving than the non condominium housing residents. Household with higher income categories are also those with higher monthly saving than the lower income category. As a result there was strong correlation between household income and saving with r =0.621(**). This showed that, household of higher income can save higher amount of their income that enables them to afford standard condominium housing.

The city of Addis Ababa was founded in 1886. Addis Ababa is located at the southern foot of Mount Entoto, in the Entoto Mountains, at an elevation of about 8000 feet above sea level, on a plateau that is crossed by numerous streams and surrounded by hills and mountains, in the geographic center of the country. According to New World of Encyclopedia the city possesses a complex mix of highland climate zones. In addition, the physical structure of the city seems not well planned, and many settlements in many parts of the city are haphazard. With this regard Tolon stated that today’s high-rise apartment and office blocks dot the fronts of the main streets in Addis Ababa, giving a rather misleading impression of a well-built, spacious city. Together with a mixed or apparently well-integrated residential structure, these impressive roadside buildings often effectively mask the predominantly low standards of most housing units and residential neighborhoods.

This volume, written by Ethiopian and Finnish experts in urban planning, architecture, geography, and ethnology, documents for the first time Addis Ababa’s process of radical transformation. It asks how the city’s poorest residents are affected by the current urban renewal, and identifies the most important challenges facing the city’s residents as a result. In response to the enormous influx of migrants from the countryside, the informal city experienced a phenomenal growth. While rightly criticized for their lack of hygiene and for their low-level living conditions, these shelters nevertheless provide planning strategies and possibly even a roadmap to a resilient city in an emerging territory. The unregistered economic activities associated with them proliferate in a similar way and basic urban services are increasingly provided informally. Examples of these economic phenomena are microloans, bottom-up insurance or professions such as the "Kuré-Yalew" (refuse collector), who acts as an "urban miner" and thus contributes a valuable service to the community by recycling materials.

It also attempted to identify the factors which affected the low income households for affording the condominium house and as well as to assess whether the condominium housing project benefits this targeted groups. Among other condominium sites Gelan site was chosen purposively. The study used mixing qualitative and quantitative methods and used primary and secondary data sources. To select the target population a researcher used simple random and purposive sampling technique. The study found that, majority of the residents of the condominium in the study area can afford the cost of condominium house because they were getting high income per month. However, the households with low income could not afford the price of condominium house. Furthermore, in the study area, condominium housing beneficiaries were not those who were classified as low and middle income categories rather households with higher income categories were benefited more. Majority of the housing units are owned by non targeted groups. The study also showed that, the intended objectives of condominium housing programs to provide 30 percent of the housing unit for female headed households has been well applied in to the study area. Additionally, the study revealed that, external factors such as poor investigation of the real problems on the ground, weak institutional evaluation and monitoring system of the program, the unparticipatory of the program and corruption practices was the main challenging factors that affects the households to benefited from the program. Based on the finding the researcher suggests the following to minimize the current problems of housing in the city through, giving special attention to control rural to urban migration, facilitating a comprehensive national housing policy by providing different subsidy mechanisms, establishing governmental housing banks that particularly work on the provision of low cost houses, encouraging the saving culture of the society, expanding the construction of rented houses, legislating and enforcing laws on the price of condo houses and increasing the participation of the city’s residents on evaluation of the program.

Despite large scale housing programmes from the side of the government, construction and settling processes have largely remained incremental. Nadine Appelhans focuses on the relation between statutory planning and practices of everyday urbanisation. The findings from Bahir Dar suggest that some mundane regimes of building the city are patronised, while others are considered undesired by policy makers. Based on this insight, the author argues that urban development in Bahir Dar needs to be locally grounded, differentiated and inclusive to avoid further tendencies of segregation.

Contrary to this is the public rental housing sector (PRH); it provides the most affordable housing units so far. With unrevised rent price and contract the sector has become permanent affordable shelter for many. Government policy that promotes home ownership has frozen the production of new PRH units. The study examines existing PRH stock in Addis Ababa in search of potentials and lessons for further developing the sector in the future. It focuses on apartments constructed by Agency for Government Houses (AGH); and studies development process, target group and management. Based on findings the study also proposes a strategy for developing the sector anew.

This is based on the fact that rural poverty is widespread and pervasive and affects a large segment of the population since the majority of people in less developed countries reside in rural areas. There is, however, an increasing trend of urban growth and with it urban poverty all over the world. In Ethiopia urban poverty, in comparison to rural poverty and national level poverty, has increased over time. This has necessitated urban poverty reduction as an important area of intervention in urban development and planning. The objective of this study is to understand the livelihood situations of the poor in big and small towns, and identify the gaps and linkages between the livelihood requirements of the poor and policies at municipal level. The study was conducted in nine cities and towns of the country, including the capital city.

Primary and secondary data were collected through multiple data gathering tools i.e. questionnaire, interview, observation and document review, and probability and non-probability sampling methods were applied. The collected data was analyzed through narration and descriptive analysis method. Bole Lemi IP has played role in achieving social development of the urban community through the provision of infrastructure and services to the previously underserved community. But the social development opportunity brought by this industrialization is unequal since communities living around the IP are still deprived of basic services and infrastructure. This is due to lack of integration between industrialization and urban development. The relocated households have been introduced with structural change in their way of life; however, they become exposed to the risk of impoverishment. Even if part of the urban community i.e. relocated households has become vulnerable to economic hardship and industrial employees remained the working poor, the IP is playing significant role for economic development. To boost the role of industrialization for holistic urban development creating strong integration between industrialization and urban development and building synergy between different government institution and their goals is a must. This is because swinging together with different feathers is not the choice that can be made it is obligatory instead.

This paper critically examines the role of policies and institutions in addressing the developmental challenges of urban centers in Ethiopia. The paper highlights the importance of improving the quality of institutions and governance to consolidate the developmental gains of the past years and work towards further progress. Development and good governance activities in Ethiopian urban centers have been identified as propriety and are being implemented taking the country's urbanization level and growth into account. As part of policy intervention in addressing the challenges of urban development in the country, activities such as investment promotion, improvement of governmental services in land and infrastructure, job creation, and housing provisions have been carried out. As a result, large and medium urban centers have exhibited a remarkable growth in construction, manufacturing, and tourism sectors. Moreover, job creation for the urban workforce has proliferated. The housing development programme has helped, besides creating job opportunities, the low and middle income urban dwellers to own property and have equitable wealth redistribution.
