Book excerpt: The main goal of this book is to put urbanization and its challenges squarely on Africa’s development agenda. Planned urbanization can improve living conditions for the majority, help in the expansion of the middle class, and create conditions for economic transformation. However, many African cities have developed haphazardly, resulting in the decline of public services, in slum proliferation, and increases in poverty. African cities thrive on activities characterized by easy entry and low productivity, generally referred to as the "informal sector". Indeed, today some urban dwellers are poorer than their cousins in the countryside. In spite of reform attempts, many governments have not been able to create an enabling environment, with adequate infrastructure and institutions to sustain markets for easy exchange and production. This study argues that with careful policies and planning, the situation can be changed. If the recent natural resource-led economic boom that we have seen in many African countries is used for structural reforms and urban renewal, African cities could become centers of economic opportunity. The challenge for African policymakers is to ensure that urban development is orderly and that the process is inclusive and emphasizes the protection of the environment, hence green growth.

Book excerpt: The aim of this book is to present the potential benefits as well as the challenges of introducing a more formal economic regulatory process into the urban water sector arena in lower-income countries. There is a particular focus upon the impact this may have on the poorest, the informal, slum and shanty dwellers of the rapidly growing cities. Economic regulation, usually introduced in the context of private operation of monopoly water supply, can deliver objectivity and transparency in the price-setting process for public as well as private providers. The book describes and analyses these issues through a consideration of ten country case studies. As a starting point, the current situation for the provision of water and sanitation services for the poorest through non-regulated public providers in India and Uganda is reviewed. Comparative chapters are then presented on Ghana, Philippines, Bolivia, Jordan, Zambia and Indonesia, all with varying degrees of private sector involvement and regulation. Finally the experiences of two richer countries are considered - Chile and England, countries with the longest experience of economic regulation and the 'most privatized' suppliers. In all cases there is a focus on the very necessary role of customer involvement in price-setting and service monitoring and on the role of alternative (private) service providers.

About the Author: Michael Rouse is a Distinguished Research Associate at the University of Oxford and manages the Institutional Governance and Regulation module of the University’s MSc Course on Water Science, Policy and Management. He was formerly Head of the Drinking Water Inspectorate in London and has extensive knowledge and experience of water governance and regulation, including all aspects of audit and enforcement, and the governance issues related to both public sector management and privatisation. He has wide knowledge of water technical and operational matters, based on his applied research and development background at the Water Research Centre, where he spent 9 years as Managing Director. Michael has a good understanding of international water matters and advises governments on policy and regulation. He is a Past President of the International Water Association. He is a visiting professor at Tsinghua University in Beijing and at the Shanghai Academy of Social Science. Book excerpt: Non-revenue water (NRW) includes physical losses (pipe leaks) and commercial losses (illegal connections, unmetered public use, meter error, unbilled metered water, and water for which payment is not collected). NRW levels are high in many developing countries, and they can be expensive to reduce. Members of the International Water Association (IWA) Water Loss Task Force developed the Economic Level of Leakage (ELL), which outlines the optimal level of physical losses based on engineering inputs. However, the ELL approach is less useful in developing countries than in developed countries, as it ignores commercial losses, the annualized cost of water supply capacity expansion, and situations in which production capacity does not meet demand. This report presents a financial model that addresses the limitations noted above and provides acceptably accurate values of optimal, steady-state NRW without the need for large data collection efforts. The model uses an NRW framework adapted from the IWA Water Balance and the Burst and Background Estimates (BABE) and Econoleak methodologies. The report presents specific results for 59 utilities in 27 countries in Asia, Africa, and Eastern Europe; these include optimal NRW, optimal physical losses, optimal commercial losses, optimal meter replacement frequencies, optimal leak detection survey frequencies, actual losses, and impacts on utility revenue and water supply coverage. This model allows utility managers and regulators to establish NRW targets and to optimally allocate resources to NRW management. Ultimately, use of the model will help save water, increase utility revenues, expand coverage, and reduce health and economic impacts.

It is urgent to acknowledge the proposed findings and recommendations of the book which will help to improve the situation of potential refugees in their home countries with a realistic vision for the development of the most basic of all life supporting services. So many efforts to reverse the negative trend in water and sanitation development have failed or targets have been repeatedly missed by far without notable consequences for decision makers on different levels and institutions. It has unnecessarily consumed many young lives, contributed to keep billions in poverty until today and fostered discrimination of women. The knowledge gap and the confusion in the sector lined out in the book becomes evident when a national leader in a low-income country declares a state of emergency in urban water and sanitation while at the same time global monitoring publishes an access figure for urban water of over 90% for the same country. It is time to change this with an effective sector development concept for our partner countries and a more realistic discourse on global level. The book argues for a sweeping rethinking and combines extended local knowledge, lessons learned from history in advanced countries and thorough research on reforms in Francophone and Anglophone developing countries. This was possible because the writer was working in Sub-Saharan partner countries for almost 30 years as an integrated long term advisor in different sector institutions (ministry, regulator, financing basket and different sizes of utilities) and had the opportunity to cooperate closely with the main development partners. The reader has the opportunity to obtain a comprehensive understanding of how the sector works and sector institutions in low-income countries function and can discover the reasons behind success and failures of reforms. The book also covers issues which have a significant influence on urban water and sanitation development but are hardly the subject of discussions. It helps to make the shortcomings of the water and sanitation discourse more apparent and assist institutions to move beyond their present perceptions and agendas. All of this makes the book different from other literature about urban water and sanitation in the developing world.
