Pollutant emissions affecting air quality in cities are considered to have adverse consequences for human health. Public and government concern about environmental issues arising from urban air pollution has increased over the last decades. The urban air pollution problem is widespread throughout the world and it is important to find ways of eliminating or at least reducing the risks for human health. The fundamentals of the physical and chemical processes occurring during air pollutant transport in the atmosphere are nowadays understood to a large extent. In particular, modelling of such processes has experienced a remarkable growth in the last decades. Monitoring capabilities have also improved markedly in the most urban areas around the world. However, neither modelling nor monitoring can solve urban air pollution problems, as they are only a first step in improving useful information for future regulations. The defining of efficient control strategies can not be achieved without a clear knowledge of the complete pollution process, i.e. emission, atmospheric transport and transformation, and deposition at the receptor. Improving our ability to establish valid urban scale source-receptor relation ships has been the objective of SA TURN, one of the 14 subprojects of EURO TRAC-2. Similar to the other subprojects of this co-ordinated environmental pro ject within the EUREKA initiative, SA TURN brought together international groups of scientists to work on problems directly related to atmospheric chemistry and physics. The present volume summarises the scientific results of SATURN.

Book excerpt: While traditionally framed as a national and international problem, climate change is also an important local issue. For the past fifteen years, while nations have fought over the terms of emissions reductions and the Kyoto Protocol, local governments and communities have been enacting innovative measures that not only prevent emissions of significant quantities of greenhouse gases but also reduce air pollution, save money, and improve the overall quality of life. In the absence of a serious national policy that addresses global warming, these grassroots efforts can and have made a difference. Since 1993, when fourteen pioneering local governments first began to develop programs to reduce greenhouse gas emissions, a national and international movement has formed to fight global climate change through concerted local action. These communities are having a significant effect. A handful of jurisdictions in the United States are preventing over twenty million tons of CO2 from entering the atmosphere annually and have saved over four hundred million dollars in the process. These initiatives include greening the local building codes, creating commercial waste reduction programs, encouraging water conservation, promoting bicycling and fuel-efficient vehicles, upgrading city buildings, advocating for the use of biodiesel for municipal transportation, and designing innovative systems and policies for reduced paper use. Two in-depth case studies-- Fort Collins, Colorado, and Portland, Oregon--demonstrate how two cities have created and implemented climate-friendly and environmentally sound habitats. While most books on global warming focus on national and international implications and policy approaches or serve as guides to help individuals live in an ecologically sound manner, Linstroth and Bell provide a blueprint for local governments to follow. Book excerpt: The extent of urban air pollution in Pakistan—South Asia's most urbanized country—is among the world’s most severe, significantly damaging human health, quality of life, and the economy and environment of Pakistan. The harm from Pakistan's urban air pollution is among the highest in South Asia, exceeding several high-profile causes of mortality and morbidity in Pakistan. Improved air quality management (AQM) in Pakistan can have notable economic and health benefits. For example, the estimated health benefits per dollar spent on cleaner diesel are approximately US $1–1.5 for light-duty diesel vehicles and US $1.5–2.4 for large buses and trucks. This report advocates that Pakistan allocate resources to AQM, because its air quality is severely affecting millions of Pakistanis, and because experiences around the world indicate that interventions can significantly improve air quality. This report details a broad spectrum of research on Pakistan’s AQM challenges, and identifies a comprehensive set of steps to improve air quality. The research presented here underpins the conclusions that addressing Pakistan's urban air pollution requires coordinated interventions to strengthen AQM, build agencies' institutional capacity, bolster AQM's legal and regulatory framework, implement policy reforms and investments, and fill knowledge gaps. However, Pakistan's policy makers face major obstacles, including limited financial, human, and technical resources, and can pursue only a few AQM interventions at the same time. In the short term, Pakistan's AQM should give highest priority to reducing pollutants linked to high morbidity and mortality: PM2.5 (and precursors like SOx and NOx) from mobile sources. A second-level short-term priority could be PM2.5, SOx, and emissions of toxic metals from stationary sources. An important medium-term priority should be mass transportation in major cities, controlling traffic, and restricting private cars during high-pollution episodes. A long-term priority could be taxing hydrocarbons, based on their contribution to greenhouse gases.

Following a detailed analysis of the role and structure of the components of an integrated assessment study, the results of the survey are considered from a variety of perspectives. Above all, the book discusses the new light the survey sheds on emission abatement policies and measures planned at regional and local scales, and on their synergies/trade-offs with measures implemented at the national scale. Detailed consideration is given to the currently available modeling methodologies for identifying emission sources, assessing the effectiveness of emission reduction measures, and evaluating the impacts of emission abatement measures on human health. Current strengths and weaknesses revealed by the survey are explored, and the application of an integrated assessment tool in two case studies (in Brussels and Porto) is discussed. In response to such advances, the second international conference was held at the Technical University of Madrid in March 1999 with active participation of SATURN and TRAPOS investigators. The organisation of the conference was headed by the Institute of Physics in collaboration with the Technical University of Madrid and the University of Hertfordshire. The support of IUAPPA and AWMA ensured a truly worldwide promotion and participation. The meeting attracted 140 scientists from 26 different countries establishing it as a major forum for exchanging and discussing the latest research fmdings in this field.
