The subject is fraught with difficulty because of the uncertain nature of both cause and effect. The combination of war and sanctions in Iraq over several decades, has created a highly toxic environment, and resistance to disease has become severely compromised by malnutrition, polluted water systems, psychological distress, and a failing health system. This book however, works on the supposition that the military use of uranium has the potential to be a serious contributing factor to the illnesses besetting the Iraqi population. The book outlines environmental problems and legal implications of the contamination of Iraq due to the use of depleted uranium in military weapons used during the Gulf Wars. About the authors: Joanne Baker B.Ed, MSc Human Ecology; Joanne has been actively engaged with the humanitarian situation in Iraq since 1997. She is a teacher, human ecologist and human rights campaigner. Abdul-Haq Al-Ani BSc, MSc, PhD Ceng, MIEE, MBCS, Member of the Inner Temple; Abdul-Haq was born in Baghdad and studied electrical engineering at Baghdad University and University College, London. After the Gulf War (1991), he retrained as a barrister and was called to the English Bar in 1996. He has been particularly active in the field of human rights. He also authored the book: The Trial of Saddam Hussein (Clarity Press, 2008).

Book excerpt: Depleted uranium, a component of some weapons systems, has been in use by the U.S. military since the 1991 Gulf War. Military personnel have been exposed to depleted uranium as the result of friendly fire incidents, cleanup and salvage operations, and proximity to burning depleted uranium-containing tanks and ammunition. Under a Congressional mandate, the Department of Defense sought guidance from the Institute of Medicine in evaluating the feasibility and design of an epidemiologic study that would assess health outcomes of exposure to depleted uranium. The study committee examined several options to study health outcomes of depleted uranium exposure in military and veteran populations and concluded that it would be difficult to design a study to comprehensively assess depleted uranium-related health outcomes with currently available data. The committee further concluded that the option most likely to obtain useful information about depleted uranium-related health outcomes would be a prospective cohort study if future military operations involve exposure to depleted uranium. The book contains recommendations aimed at improving future epidemiologic studies and identifying current active-duty military personnel and veterans with potential DU exposure.

Book excerpt: Many veterans returning from the conflicts in Iraq and Afghanistan have health problems they believe are related to their exposure to the smoke from the burning of waste in open-air "burn pits" on military bases. Particular controversy surrounds the burn pit used to dispose of solid waste at Joint Base Balad in Iraq, which burned up to 200 tons of waste per day in 2007. The Department of Veterans Affairs asked the IOM to form a committee to determine the long-term health effects from exposure to these burn pits. Insufficient evidence prevented the IOM committee from developing firm conclusions. This report, therefore, recommends that, along with more efficient data-gathering methods, a study be conducted that would evaluate the health status of service members from their time of deployment over many years to determine their incidence of chronic diseases.

Braut-Hegghammer draws on a rich set of new primary sources, collected during years of research in archives, fieldwork across the Middle East, and interviews with scientists and decision makers from both states. She gained access to documents and individuals that no other researcher has been able to consult. Her book tells the story of the Iraqi and Libyan programs from their origins in the late 1950s and 1960s until their dismantling.This book reveals contemporary perspectives from scientists and regime officials on the opportunities and challenges facing each project. Many of the findings challenge the conventional wisdom about clandestine weapons programs in closed authoritarian states and their prospects of success or failure. Braut-Hegghammer suggests that scholars and analysts ought to pay closer attention to how state capacity affects nuclear weapons programs in other authoritarian regimes, both in terms of questioning the actual control these leaders have over their nuclear weapons programs and the capability of their scientists to solve complex technical challenges.
