This is the first study in English to focus on rural Vietnam — where nearly 80 per cent of its people live, much of its economic production occurs, and political upheavals earlier this century changed the course of history. Analyzing the impact of economic liberalization on the countryside, the contributors note that despite significant improvements in real income for most rural Vietnamese, poverty is still pronounced and socio-economic inequality appears to be growing. The poorest now appear to have less access to educational and health services. Environmental conditions also pose significant problems. Highlighting the dynamic political scene in Vietnam, the contributors also consider the interplay between national policymaking and local pressures and activity.

Its swamps, marshes, creeks, and canals have played a major role in Vietnam’s turbulent past, from the struggles of colonialism to the Cold War and the present day. Quagmire considers these struggles, their antecedents, and their legacies through the lens of environmental history. Beginning with the French conquest in the 1860s, colonial reclamation schemes and pacification efforts centered on the development of a dense network of new canals to open land for agriculture. These projects helped precipitate economic and environmental crises in the 1930s, and subsequent struggles after 1945 led to the balkanization of the delta into a patchwork of regions controlled by the Viet Minh, paramilitary religious sects, and the struggling Franco-Vietnamese government. After 1954, new settlements were built with American funds and equipment in a crash program intended to solve continuing economic and environmental problems. Finally, the American military collapse in Vietnam is revealed as not simply a failure of policy makers but also a failure to understand the historical, political, and environmental complexity of the spaces American troops attempted to occupy and control. By exploring the delta as a quagmire in both natural and political terms, Biggs shows how engineered transformations of the Mekong Delta landscape - channelized rivers, a complex canal system, hydropower development, deforestation - have interacted with equally complex transformations in the geopolitics of the region. Quagmire delves beyond common stereotypes to present an intricate, rich history that shows how closely political and ecological issues are intertwined in the human interactions with the water environment in the Mekong Delta. The book shows that three primary socio-economic dynamics have affected mangroves: enclosure movements that have restricted access by different user communities over time, such as the exclusion of women; changing valuation of mangroves and their products and services; and social and class differentiation caused by privatization of once common resources. The result of these pressures have been erosions of norms, rules, and collective action to protect and nurture mangroves, leading to widespread loss of coastal forests. Sustainable mangrove management will require attention to these dynamics to address current-day land conflicts. The book will be of interest to policy-makers, practitioners, and academics and students in forest policy, management and governance; rural livelihoods; and globalization and agrarian change.

Not through open opposition but through their everyday political behavior, villagers individually and in small, unorganized groups undermined collective farming and frustrated authorities' efforts to correct the problems.The Power of Everyday Politics is an authoritative account, based on extensive research in Vietnam's National Archives and in the Red River Delta countryside, of the formation of collective farms in northern Vietnam in the late 1950s, their enlargement during wartime in the 1960s and 1970s, and their collapse in the 1980s. As Kerkvliet shows, the Vietnamese government eventually terminated the system, but not for ideological reasons. Rather, collectivization had become hopelessly compromised and was ultimately destroyed largely by the activities of villagers. Decollectivization began locally among villagers themselves; national policy merely followed. The power of everyday politics is not unique to Vietnam, Kerkvliet asserts. He advances a theory explaining how everyday activities that do not conform to the behavior required by authorities may carry considerable political weight.
