Book excerpt: The main aim of the study is to assess to what extent the Women's Rights and Gender Equality Committee (FEMM) of the European Parliament (EP) contributed to the effective implementation of gender mainstreaming in the European Parliament activities in the period between July 2011 and February 2013. The analytical approach adopted in the study includes two relevant dimensions for the mainstreaming of the gender equality perspective within the policy-making process: institutional capacity and institutional learning. One of the prerequisites for the success of the gender mainstreaming strategy lies within institutional factors and conditions. Four institutional capacity dimensions are relevant for an effective mainstreaming of the gender equality perspective in the policy process: the quality of civil servants and organisational characteristics; inter-departmental relations (organisational processes); the style of interaction between institutions and their social and economic environment; and evidence-based policies. Another important aspect in analysing if and to what extent the consideration of gender differences is internalized within EP’s parliamentary committees’ work concerns institutional learning. The issue is how to extract useful knowledge from gender mainstreaming interventions (“what works?”), in order to obtain similar results in different contexts. This leads to the social mechanisms theoretical framework, which is used for effectively identifying the success factors that ensured effective implementation of different policies/programmes/projects (in this case gender mainstreaming). The analysis of how and to what extent FEMM contributed to the effective implementation of gender mainstreaming in the EP’s activities in the period between July 2011 and February 2013 yields evidence of a well-developed legal and institutional framework for gender mainstreaming. However, there is room for improvement in its internal procedures and networking among different bodies.

Book excerpt: Article 8 of the Treaty on the Functioning of the European Union commits the European Union (EU) and its Member States to eliminating inequalities and promoting the principle of equality between women and men in all their actions. As set out in the EU's gender equality strategy 2020-2025, achieving gender equality in the EU is a joint responsibility requiring action by all EU institutions, Member States and agencies, in partnership with civil society and women's organisations, social partners and the private sector. Since 2003, when gender mainstreaming activities within the European Parliament were formally launched, its Committee on Women's Rights and Gender Equality (FEMM) has regularly prepared monitoring reports on the state of gender mainstreaming in the institution. The subsequent resolutions, adopted in 2007, 2009, 2011, 2016 and 2019 respectively, are part of a whole series of activities implemented over the past two decades to support and intensify gender mainstreaming in the Parliament, the most recent being the adoption of a new gender action plan and a roadmap for its implementation, in July 2020 and April 2021 respectively. This study examines the current state of play regarding gender mainstreaming in the Parliament, in support of a forthcoming own-initiative report by the FEMM committee on the same topic. It gives an insight into the concept of gender mainstreaming and possible tools to implement it, provides an overview of Parliament's current gender mainstreaming policy (with particular focus on the new gender action plan and related roadmap) and analyses gender mainstreaming practices in other EU institutions, national parliaments and international institutions to date, in order to put Parliament's efforts into a wider context.

Since Hanna Pitkin’s seminal The Concept of Representation, the symbolic has been the least studied dimension of political representation. Emanuela Lombardo and Petra Meier draw on theories of symbolic representation and gender, as well as rich primary material about political debates on labour and care issues, partnership and reproductive rights, gender violence, and quotas. For example, one in three women has experienced physical and/or sexual violence since the age of 15; one in five women has experienced stalking; every second woman has been confronted with one or more forms of sexual harassment. What emerges is a picture of extensive abuse that affects many women's lives but is systematically underreported to the authorities. The scale of violence against women is therefore not reflected by official data. This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence ('domestic violence'). The survey also included questions on stalking, sexual harassment, and the role played by new technologies in women's experiences of abuse. In addition, it asked about their experiences of violence in childhood. Based on the detailed findings, FRA suggests courses of action in different areas that are touched by violence against women and go beyond the narrow confines of criminal law, ranging from employment and health to the medium of new technologies."--Editor.
