Book Preparations for the roll out of smart meters

Download or read book Preparations for the roll out of smart meters written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2012-01-17 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: Under European Directives, all member states are required to install 'intelligent metering systems' - smart meters - to at least 80% of domestic electricity consumers by 2020. The UK Government has opted for a more challenging programme, with plans for energy suppliers to install smart electricity and gas meters in all homes and smaller non-domestic premises in Great Britain by 2019. The Department estimates that the smart meters programme will cost some £11.7 billion. This large complex programme requires replacing around 53 million gas and electricity meters, with significant uncertainties over the estimated costs and benefits involved. Installation costs will be borne by consumers through their energy bills, but many of the benefits accrue in the first instance to energy suppliers. No transparent mechanism presently exists for ensuring savings to the supplier are passed on to consumers, and the track record of energy companies to date does not inspire confidence that this will happen. There remain significant uncertainties in a number of key areas in the programme and the Department needs to address these by conducting proper trials to identify and manage the risks associated with an IT project involving such a substantial amount of money which is financed by individuals as consumers. The Department needs to ensure that the vulnerable, those on low incomes and those who use prepayment meters also benefit from smart meters. It would be unacceptable if these consumers bore the costs of smart meters through higher charges without getting a share of the potential benefits.

Book HC 665 Smart Meters Progress or Delay

Download or read book HC 665 Smart Meters Progress or Delay written by Great Britain. Parliament. House of Commons. Energy and Climate Change Committee and published by The Stationery Office. This book was released on 2015 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: Smart meters, which allow energy suppliers to get remote electricity and gas readings from households and businesses using mobile phone-type signals and wireless technologies, should benefit customers through savings from energy usage and efficiency. In 2013 we first looked at the Government's programme to roll-out smart meters to 100% of UK homes and businesses by 2020. This inquiry reviewed the progress of the roll-out and we have been disappointed by the ongoing policy delivery challenges which the Government has failed to resolve: (i) Technical communication problems with multiple occupancy and tall buildings which should have been resolved by now; (ii) Compatibility problems between different suppliers and different meters; (iii) A slow start to full engagement with the public on meter installation and long-term use; (iv) A delay by the Government-appointed communications infrastructure company which has further set back confidence in the programme; (iv) A reluctance to improve transparency by publishing the Major Project Authority's assessments on the smart meter programme.

Book Preparations for the roll out of smart meters

Download or read book Preparations for the roll out of smart meters written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2011-06-30 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: There are major risks the Department of Energy and Climate Change must address to achieve value for money from its £11.3 billion national programme to install 'smart' electricity and gas meters in all homes and smaller non-domestic premises in Great Britain from 2014 to 2019. Smart meters provide consumers with detailed information on their energy use and can enable energy suppliers to provide a wider range of off-peak tariffs as well as allowing suppliers to collect meter readings remotely. The cost of installing smart meters in every home and smaller non-domestic premise and the associated communications technology will be borne by energy suppliers, passing on the costs and efficiency savings to their customers. Uncertainties remain over the cost of the programme, and the Department still has to develop a specification for the central data and communications system. The Department estimates the economic benefits at £18.6 billion between 2011 and 2030 (achieving a discounted net benefit of £7.3 billion). However, there is uncertainty about the extent to which smart meters will result in changed energy use by consumers over a sustained period. Other risks that the NAO has highlighted are that there is very little contingency time to address the risk that design approvals, procurement and testing take longer than planned; that the system will have to be flexible enough to minimize the risk of future obsolescence; and that the Department has more work to do on the security of the system.

Book Transitions in Energy Efficiency and Demand

Download or read book Transitions in Energy Efficiency and Demand written by Kirsten E.H. Jenkins and published by Routledge. This book was released on 2018-12-07 with total page 303 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Open Access version of this book, available at http://www.tandfebooks.com/doi/view/10.4324/9781351127264, has been made available under a Creative Commons Attribution-Non Commercial-No Derivatives 4.0 license. Meeting the goals enshrined in the Paris Agreement and limiting global temperature increases to less than 2°C above pre-industrial levels demands rapid reductions in global carbon dioxide emissions. Reducing energy demand has a central role in achieving this goal, but existing policy initiatives have been largely incremental in terms of the technological and behavioural changes they encourage. Against this background, this book develops a sociotechnical approach to the challenge of reducing energy demand and illustrates this with a number of empirical case studies from the United Kingdom. In doing so, it explores the emergence, diffusion and impact of low-energy innovations, including electric vehicles and smart meters. The book has the dual aim of improving the academic understanding of sociotechnical transitions and energy demand and providing practical recommendations for public policy. Combining an impressive range of contributions from key thinkers in the field, this book will be of great interest to energy students, scholars and decision-makers.

Book Update on Preparations for Smart Metering

Download or read book Update on Preparations for Smart Metering written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by . This book was released on 2014-09-10 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: The costs of installing 53 million smart meters will be borne by consumers through their energy bills and will cost around £215 per home or small business over the next 5 years to install the meters. Despite consumers footing the bill, they can on average make a saving of only 2% on the average annual bill of £1,328 by the time the roll out is complete. The Department is relying on the consumer becoming more "savvy" in making decisions about using energy and is depending heavily on assumed competition in the energy industry to control costs and deliver benefits. However, Ofgem's referral of the energy market to the Competition and Markets Authority reflected serious concerns about the lack of real competition in the industry. DECC should require suppliers to provide a clear breakdown for consumers of the cost of smart meters, their operational cost savings from stopping meter readings and whether consumers are achieving the expected reductions in energy consumption. DECC must especially ensure vulnerable and low income households get the benefits available from smart meters. DECC also needs to ensure that smart meters are fully interoperable so that customers can switch easily between suppliers and that suppliers don't replace meters unnecessarily when customers switch. Some aspects of the Programme could be out-of-date by the time it is rolled out. Evolving technology suggests that customers could receive the information on their smart phones, making the in-home display redundant. Consumers will have to pay for them even though they might already be out of date

Book Appraising the Economics of Smart Meters

Download or read book Appraising the Economics of Smart Meters written by Jacopo Torriti and published by Routledge. This book was released on 2020-03-12 with total page 133 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on the economics of smart meters and is one of the first to present comprehensive evidence on the impacts, cost-benefits and risks associated with smart metering. Throughout this volume, Jacopo Torriti integrates his findings from institutional cost-benefit analyses and smart metering trials in a range of European countries with key economic and social concepts and policy insights derived from almost ten years of research in this area. He explores the extent to which the benefits of smart meters outweigh the cost, and poses key questions including: which energy savings can be expected from the roll out of smart meters in households? Is Cost-Benefit Analysis an appropriate economic tool for assessing the impacts of smart metering rollouts? Can smart meters play a significant role in research on people’s activities and the timing of energy demand? Torriti concludes by providing a much-needed survey of recent changes and expected future developments in this growing field. This book will be of great interest to students and scholars of energy policy and demand and smart metering infrastructure.

Book HC 674 Procuring New Trains

Download or read book HC 674 Procuring New Trains written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2014 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department for Transport's decision to buy the new trains for Intercity Express and Thameslink itself has left the taxpayer bearing all the risk. The Department has no previous experience of running a procurement of this kind, let alone two with a combined value of £10.5 billion. The only way the Department can limit this risk is by requiring train operating companies to use these new trains to run their services regardless of whether they best fit the services they would like to offer. The Department could have addressed the lack of incentives that mean train operating companies do not have an interest in buying trains which minimise maintenance costs to Network Rail. Furthermore the Department's decision to take over the procurement has led to confusion over the respective roles and responsibilities of government and the industry which need to be clarified. The Intercity Express Programme was poorly managed from the outset. After Sir Andrew Foster completed a review into the value for money of Intercity Express in 2010, the original successful bidder Agility Trains came back with a revised bid that was 38% cheaper than its original one. The taxpayer could have been badly ripped off. The Department had begun the procurement without a clear idea of how many trains would be needed, which routes they would run on and what form of power would be required. In future the Department must be much more assertive in ensuring that the UK economy benefits from large public sector capital investment programmes

Book Access to Justice for Vulnerable and Energy Poor Consumers

Download or read book Access to Justice for Vulnerable and Energy Poor Consumers written by Naomi Creutzfeldt and published by Bloomsbury Publishing. This book was released on 2021-07-01 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: How do ordinary people access justice? This book offers a novel socio-legal approach to access to justice, alternative dispute resolution, vulnerability and energy poverty. It poses an access to justice challenge and rethinks it through a lens that accommodates all affected people, especially those who are currently falling through the system. It raises broader questions about alternative dispute resolution, the need for reform to include more collective approaches, a stronger recognition of the needs of vulnerable people, and a stronger emphasis on delivering social justice. The authors use energy poverty as a site of vulnerability and examine the barriers to justice facing this excluded group. The book assembles the findings of an interdisciplinary research project studying access to justice and its barriers in the UK, Italy, France, Bulgaria and Spain (Catalonia). In-depth interviews with regulators, ombuds, energy companies, third-sector organisations and vulnerable people provide a rich dataset through which to understand the phenomenon. The book provides theoretical and empirical insights which shed new light on these issues and sets out new directions of inquiry for research, policy and practice. It will be of interest to researchers, students and policymakers working on access to justice, consumer vulnerability, energy poverty, and the complex intersection between these fields. The book includes contributions by Cosmo Graham (UK), Sarah Supino and Benedetta Voltaggio (Italy), Marine Cornelis (France), Anais Varo and Enric Bartlett (Catalonia) and Teodora Peneva (Bulgaria).

Book HC 971 An Update on Hinchingbrooke Health Care NHS Trust

Download or read book HC 971 An Update on Hinchingbrooke Health Care NHS Trust written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2015 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: The taxpayer has been left exposed by the failure of the Hinchingbrooke franchise according to the Public Accounts Committee's report. In February 2012, Circle took operational control of Hinchingbrooke Health Care NHS Trust, becoming the first private company to run an NHS hospital. In January 2013, the Committee expressed concerns that Circle's bid to run Hinchingbrooke had not been properly risk assessed and was based on overly optimistic and unachievable savings projections. The Department of Health responded that the NHS Trust Development Authority would monitor progress and take action if the Trust was failing to deliver on its plans to make the hospital financially sustainable. In the event, Circle was not able to make the Trust sustainable and the NHS Trust Development Authority did not take effective action to protect the taxpayer. In January 2015, Circle announced that it intended to withdraw from the contract, just three years into the 10-year franchise. It was clear at the time the franchise was let that the Trust would only survive if it secured substantial savings. The Comptroller and Auditor General's 2012 report highlighted that the savings projected in Circle's bid were unprecedented as a percentage of annual turnover in the NHS.

This book was released on 2024-07-03 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: Information and Communication Technology (ICT) plays a pivotal role in enabling and managing smart grids, which are modernized electrical grids that leverage digital technologies for enhanced efficiency, reliability, and sustainability. ICT serves as the backbone of smart grids, enabling efficient, reliable, and sustainable electricity delivery while supporting the integration of renewable energy sources and promoting active consumer participation in grid operations. The current book treats different aspects of ICT in smart grids. The use of renewable energy sources is the core element of a sustainable energy infrastructure. Therefore, different chapters focus on microgrids. Furthermore, the book presents use cases for the use of microgrids in special environments, such as educational buildings, rural areas, and the housing industries. The Internet of Things (IoT) represents the paradigm to model any intelligent or smart system. In such IoT system, functionalities are organized in overlaid layers, therefore, it is called a “layered model” with a hierarchical structure. The bottom layer covers the nationwide dispatched energy infrastructure. The upper layer can be represented through either the service layer applications or business layers. The book describes and analyzes technologies and solutions for the data layer as well as the communications/networking level.
