Book excerpt: Pursuant to a congressional request, GAO reviewed the impact of U.S. military assistance to El Salvador, focusing on El Salvador's: (1) ability to counter insurgent forces; (2) military capabilities; and (3) attempts to instill and support respect for democracy and human rights. GAO found that: (1) military victory eluded the Salvadoran government, since the insurgents continued to have sufficient strength and logistical support to attack economic infrastructure and military targets; (2) Salvadoran force operations were constrained, since two-thirds of the armed forces were needed to guard military installations and economic targets, and the majority of soldiers were young and inexperienced; (3) progress in negotiations between the government and the insurgents was limited to the establishment of an agenda and the signing of a human rights agreement; (4) since 1980, U.S. equipment, supplies, training, and services have improved and sustained the military capabilities of Salvadoran forces; (5) despite improvements in military capabilities, such problems as lack of coordination, poor planning, and leadership problems reduced military effectiveness; (6) problems replacing and repairing damaged and obsolete donated U.S. equipment contributed to El Salvador's difficulty in maintaining all levels of equipment; (7) although U.S. influence helped promote respect for human rights and democracy, it was unable to stop serious human rights violations; (8) the Salvadoran military promoted a greater awareness and observance of international human rights standards by providing human rights training to military personnel and establishing a human rights office; and (9) statistics indicated a decrease in political violence committed against civilians.

GAO found that: (1) the United States has provided $3.5 billion in economic and military aid to El Salvador since 1980; (2) there was no evidence that U.S. military aid to El Salvador had been diverted or misused since the time that GAO reported on illegal fuel transfers; (3) Salvadoran officials did not emphasize management controls over logistics, due to combat activities; (4) some written guidance was lacking, storage space was inadequate, and inventories and spot checks were not regularly performed; (5) between 1980 and 1989, U.S. economic assistance to El Salvador totalled nearly $2.6 billion, the fourth-largest economic aid program in the world; (6) Salvadoran agencies continue to be affected by serious internal control weaknesses despite the Agency for International Development (AID) mission's efforts to control funds; and (7) by improving El Salvador's financial management capability, reductions in the vulnerability of local currency funds could be accomplished.

Book excerpt: Pursuant to a congressional request, GAO reviewed the Department of State's efforts to investigate: (1) the propriety of fuel purchases with U.S. military assistance program (MAP) funds for El Salvador and fuel transfers to aircrews involved in a supply operation supporting the Nicaraguan Contras; and (2) whether any U.S. personnel approved or were aware of the transfers. GAO found that: (1) El Salvador transferred MAP-funded fuel to third parties without U.S. government consent; (2) the transfers involved 61,107 gallons of aviation gas and commercial jet fuel sold to aircrews and pilots involved in the Nicaraguan supply operation and an unknown quantity of fuel provided to private and foreign government parties; (3) the transfers violated sales agreements between the United States and El Salvador and required reporting to Congress under the Arms Export Control Act; (4) the State investigation focused only on aviation gas because there were no allegations of any other type of fuel transfers; (5) although State did not question anyone with direct knowledge of the refuelling activities and concluded that no substantial diversion had occurred, it could have determined that the transfers had occurred if it had expanded its inquiry; (6) penalties for third-party transfers were not applicable to the unauthorized MAP-funded fuel transfers, since the Salvadoran government received MAP grant funds, rather than credits; (7) from 1985 to 1988, El Salvador transferred about 942,509 gallons of MAP-funded commercial jet fuel to the U.S government for refuelling U.S. military aircraft and received about $691,732 in direct payments; and (8) due to concern about the propriety of direct payments to El Salvador and lack of U.S. control over the use of the funds, implementation of a new credit system resulted in the return of sales proceeds to a holding account for El Salvador in the Foreign Military Sales (FMS) trust fund.
