The latest events, which have resulted in NATO occupation of the southern province of Serbia, marked the culmination of the violence that includes both domestic and international agencies. Many authors have dealt with the Kosovo affair, but none of them endeavored to present a complete picture of the case. This book attempts to provide a broad and objective analysis of the problem from the historical, anthropological, political and sociological points of view. The emphasis is on the sociological side of the conflicts. Only by understanding the differences of the mental structures and civilizations of the populations involved can one hope to achieve a just and sustainable solution. It is shown that the Kosovo affair is a part of the perennial issue of montagnards versus plane people. This forms the background of the conflicts West Balkan has witnessed in the last decades. The Kosovo case cannot be considered isolated from the global political situation and this book provides bold, even provocative, examinations of the principal players from outside. It provides also a detailed account of the political situation in Serbia for the last half century, with a detailed account of the struggle to overthrow Milosevic’s regime.

On the one hand, the two economies are becoming increasingly integrated, as Taiwanese companies have come to regard the mainland as the best place to manufacture their products and maintain global competitiveness. On the other hand, the long-running and changing political dispute between the two governments remains unresolved. Each side fears the intentions of the other and is acquiring military capabilities to deter disaster. In its pursuit of peace in the Taiwan Strait, the United States could get drawn into a war between the two rivals. Richard C. Bush, whose career has been dedicated to Taiwan-China issues, explores the conflicts between these nations and the difficulties that must be resolved. Disagreements over sovereignty and security form the core of the dispute. What would be the legal status and international role of the Taiwan government in a future unified China? Given China's growing military power, how could Taiwan feel secure? Complicating these issues are domestic politics and international competition, as well as misperceptions on both sides. Thus multiple obstacles prevent the two sides from even getting to the negotiating table, much less reaching a mutually acceptable resolution. For reasons of policy and politics, the United States is constrained from a central role. To begin with, it must provide China with some reassurance about its policy in order to secure cooperation on foreign policy issues. At the same time, it must bolster Taiwan's political confidence and military deterrence while discouraging provocative actions. The arcane nature of this dispute severely restricts the role of the United States as conflict mediator. But if there is to be any solution to this conflict, the comprehensive analysis that this book provides will be required reading for effective policy.

Under these conditions, prospects for emancipatory peace have not come from external actors, ethno-nationalist elite, and critical resistance movements, but from local and everyday acts of peace formation and agnostic forms for reconciliation. The book proposes an emancipatory agenda for peace in Kosovo embedded on post-ethnic politics and joint commitments to peace, a comprehensive agenda for reconciliation, people-centred security, and peace-enabling external assistance.

Book excerpt: This volume is driven by the conviction that the key to the establishment of stable liberal democracy anywhere in the world and, in this case, in Kosovo lies in the completion of three interrelated tasks: first, the creation of effective political institutions, based on the principle of the separation of powers (including the independence of the judiciary); second, the promotion of the rule of law; and, third, the promotion of civic values, including tolerance or ethnic/religious/sexual minorities, trust, and respect for the harm principle. In fact, there are problems across all three measures, including with judicial independence, with the rule of law, and with civic values. On the last of these, research findings show that the citizens of Kosovo rank extremely low on trust of other citizens, low on engagement in social organizations, and tolerance of gays, lesbians, and atheists, but high on trust in the political institutions of their country and in pride of their newly independent state.

It deals particularly with the interactions between communist and intellectual elites. The authors analyze elites’ initial enthusiasm about the Yugoslav federation and how, with time, they found themselves unable to suppress the nationalists in Yugoslavia. Other scholars have argued that, in a certain sense, Tito’s Yugoslavia proved to be a “hatchery” for the nations that once constituted Yugoslavia, making them ever closer to “completeness.” However, as the authors highlight in this study, this process was one of conflict. The personal role of Tito as an arbiter was essential, although, for the majority of his time in power, he did not act as a dictator. His departure was strongly felt in the 1980s, when ethnic entrepreneurial activity began to flourish—and when ethnic and political relations had gone out of control. While a significant part of this book follows the chronology of ethnic elite interaction in communist Yugoslavia, the global context of Yugoslavia’s rise and fall is taken into account. The authors also use Yugoslavia as a case study to test the validity of nationalism studies more generally.

The right to self-determination is among the least understood rights within international law. Theoretical dilemmas – as to whether there is a link between self-determination and secession – are nothing new. In essence, self-determination is a much broader concept than secession and obtaining independent statehood. Unilateral secession is not prohibited by international law, but neither is it per se welcomed or accepted in practice. Beyond the context of decolonization, secession claims have long been viewed with disapproval in international law, and lawyers have been extremely skeptical about the issue. Although this is still the case, there are also new trends and opportunities to explore situations in which secession can be accepted, legitimized, or even legally permissible. The yardstick for this is the diplomatic response to secessionism and the growing involvement of the international community in mediation and conflict resolution. Though finding solutions can be difficult, within the existing frame, the ongoing tension between the duty of every society to recognize pluralism and diversity on the one hand, and the inherent desire of every culture – whether majority, minority or indigenous – to protect its values and ensure conformity on the other, must be resolved. The practices and modalities that envisage the internal dimension of the right to self-determination as a right that is exercised within the state borders can offer such opportunities. The appropriate role of the state and the international community is to serve as mediators between competing forces and to set parameters that can transform destructive conflicts into productive political models.

Book excerpt: This book examines how the liberal peace experiment of the post-Cold War environment has failed to connect with its target populations, which have instead set about transforming it according to their own local requirements. Liberal peacebuilding has caused a range of unintended consequences. These emerge from the liberal peace’s internal contradictions, from its claim to offer a universal normative and epistemological basis for peace, and to offer a technology and process which can be applied to achieve it. When viewed from a range of contextual and local perspectives, these top-down and distant processes often appear to represent power rather than humanitarianism or emancipation. Yet, the liberal peace also offers a civil peace and emancipation. These tensions enable a range of hitherto little understood local and contextual peacebuilding agencies to emerge, which renegotiate both the local context and the liberal peace framework, leading to a local-liberal hybrid form of peace. This might be called a post-liberal peace. Such processes are examined in this book in a range of different cases of peacebuilding and statebuilding since the end of the Cold War. This book will be of interest to students of peacebuilding, peacekeeping, peace and conflict studies, international organisations and IR/Security Studies.
