Book excerpt: As the Allies were approaching the German frontier at the beginning of September 1944, the German Armed Forces responded with a variety of initiatives designed to regain the strategic initiative. While the "Wonder Weapons" such as the V-1 flying bomb, the V-2 missile and the Messerschmitt Me-262 jet fighter are widely recognized as being the most prominent of these initiatives upon which Germany pinned so much hope, the Volks-Grenadier Divisions (VGDs) are practically unknown. Often confused with the Volkssturm, the Home Guard militia, VGDs have suffered an undeserved reputation as second-rate formations, filled with young boys and old men suited to serve only as cannon fodder. This groundbreaking book, now reappearing as a new edition, shows that VGDs were actually conceived as a new, elite corps loyal to the National Socialist Party composed of men from all branches of Hitler's Wehrmacht and equipped with the finest ground combat weapons available. Whether fighting from defensive positions or spearheading offensives such as the Battle of the Bulge, VGDs initially gave a good account of themselves in battle. Formed in 1942 by the expansion of Infantry Regiment (motorized) Grossdeutschland, the new division quickly earned its reputation on the Eastern Front of being the elite of the German Army. Twice the size of most other divisions, it was an immensely powerful and hard-hitting mechanized formation that cut a large swath through the Red Army, whether in the attack or on the defense. Its carefully selected officer and non-commissioned officer corps ensured that no matter what the odds, the division would always give a good account of itself in battle and would possess an esprit de corps enjoyed by few other comparable divisions, including those of the Waffen-SS. The thousands of volunteers from every land and province in Germany who fought and died while serving in the ranks of Panzergrenadier Division Grossdeutschland represented a cross-section of German society, a radical departure from the manner in which most German divisions of the era were created. Now for the first time, the faces of these men, at rest and in battle, can be seen through the images gleaned from hundreds of photographs taken by the division's war correspondents or Kriegsberichter. Subordinated on 1942 to Army Group "Center" the SS-Cavalry Brigade fought at the front during the massive Russian offensive in 1942 and was almost completely annihilated in the Rshev area before finally being withdrwan and used as cadre for the new SS-Kavallerie-Division. Heavily documented, the detailed text is supplemented by 109 photographs, most of which are previously unpublished. In addition, six maps, six Order of Battle charts, complete officer rosters 1939-142, feldpost numbers, details of primary commanders within the Brigade, as well information on the units and commanders it was subordinated to, complete a comprehensive history of first combat mounted unit of the SS.

Within those changes, reforms do not go ‘as planned’ but, as is always the case with processes of rationali- tion, have a series of unintended effects. At the same time it becomes incre- ingly clear who in this process are the winners and who are the losers, although this is still subject to fluctuation and change. This can be illustrated by two - amples from current events: Where the range of taught courses is concerned, as part of the Bologna Process the new structuring of student study paths and their organisation is aimed at unifying the European area of science to ensure a study that is equally permissive and efficient. However, it is to be deplored that the mobility of s- dents has become more restricted because of an increasing specialisation in the available study paths. Also, bachelor degrees do not meet with the anticipated high response from the labour market in all countries, so that the master’s degree is becoming more or less a ‘must’, while at the same time the number of study places on master’s courses is limited. Instead of the intended reduction in the duration of study time in comparison to the previous German ‘Magister’ and ‘Diplom’, rather a prolongation in the duration of studies has been recorded.
