Book excerpt: Astrometry is on the threshold of great changes due to the fact that this decade, alone, is witnessing an improvement of stellar positions equivalent to the total improvement of the previous two centuries. The Hipparcos Satellite has concluded its observations, and the catalog is in preparation. Preliminary results assure that the Hipparcos catalog will provide positions, parallaxes and annual proper motions for over 100,000 stars with accuracies of 1.5 milliarcseconds. In addition, the Tycho catalog will provide positions of about 30 milliarcseconds accuracy for over 1 million stars, and annual proper motions with 3 milliarcsecond accuracy will subsequently be ob tained by means of first epoch positions from the Astrographic Catalog. Optical interferometers on the ground are beginning operation, and these instruments can provide observational accuracies of approximately one milliarcsecond. Also, the traditional reference frame based on the Fun damental Catalog of bright stars is being replaced by the extragalactic ref erence frame, based on radio sources with accuracies of one milliarcsecond. Thus, astrometry will change from a fundamental reference frame defined in terms of the dynamical reference frame of the solar system with accuracies of 100 milliarcseconds to a space-fixed, extragalactic reference frame with accuracies of one milliarcsecond. Future astrometric observations should be in the 1 -100 milliarcsecond accuracy range. There are a number of concepts for future astrometric instruments in space. Most of these can provide sub-milliarcsecond astrometric accuracies.

Book excerpt: In June 1983 the Astronomical Institute of the State University of Groningen, founded by Kapteyn about 100 years ago, celebrated its one-hundredth anniversary. At the suggestion of its Chairman, R.J. Allen, the Kapteyn Institute invited the International Astronomical Union to mark the centenary by holding a Symposium on "The Milky Way Galaxy". The purpose of the Symposium was to review recent progress in the study of our Galaxy, to define current problems, and to explore prospects for future development. The Symposium programme would emphasize the large-scale characteristics of our Galaxy, and highlight both the historical development of our understanding of the Milky Way Galaxy and the importance of studies of external galaxies to this understanding. The Symposium was sponsored by four IAU Commissions: 33 (Structure and Dynamics of the Galactic System), 28 (Galaxies), 34 (Interstellar Matter) and 41 (History of Astronomy). The Scientific Organizing Committee, listed on page xviii, represented a broad range of nationalities and of expertise, including two historians of science. A meeting of the Committee, held during the IAU General Assembly at Patras, provided an excellent opportunity to discuss plan and format of the Symposium, topics and speakers; thereafter, the-Committee was regularly consulted by letter and telephone. IAU Symposium 106 was held at Groningen on 30 May - 3 June 1983, in the new building occupied by the Kapteyn Institute since January 1983. There were about 200 participants, coming from as many as 25 countries.

This meeting gave an opportunity to world experts on this subject to gather in Athens, in order to discuss the cur rent exploitation and the impending opportunities that exist in the area of multi-object spectroscopy, with particular emphasis on: 1. Astronomical instruments, data acquisition, processing and analysis techniques. 2. Astrophysical problems best tackled through wide-field, multi-object spectroscopy. The new fibre optic technology offers an important tool for the advancement of basic research and the development of industrial applications. Astronom ical spectroscopy is a field of astronomy which has contributed much to the advancement of fundamental physics. The spectra of hot stars have been used to determine the well-known Balmer formula for the wavelength of hydrogen lines, in the late 19th century. Since then, spectroscopy has made enormous progress in stellar atmosphere studies, in kinematics, and in the detection of high redshifts in the Universe. The traditional techniques of obtaining wide-field spectroscopic data are based on slitless spectroscopy (objective prism). Several observations, world wide, make use ofthese tech niques in order to obtain information on the spectral properties of objects in large areas of the sky.
