Of all those nascent economies, South Korea in the 1960s and 1970s stands pre-eminent for the magnitude and speed of its development and the extraordinarily oppressive and inhumane conditions that its labour force, mainly women and young girls, were compelled to endure. The author of this book was one of those young girls who suffered in the warren of sweat-shop garment factories in the slums of central Seoul. With little or no support from male co-workers, and despite their political naivety and the traditionally subordinate status of Korean females, the women textile and garment workers confronted the ruling authority at all levels. The author's mother was one of their leaders, and her eldest brother sacrificed his life for their cause. Despite appalling state-directed violence, betrayal by erstwhile colleagues, the chicanery and mendacity of employers' cooperatives and countless other setbacks, these uneducated and overworked women finally succeeded in forming the first fully democratic trade union in the history of Korea. Based on compelling personal accounts this is the first published account of the women's struggle, and it throws much light on the process of modernisation and industrialisation in Korea and beyond.

Yet American policymakers ultimately chose to resist communism in neighboring South Vietnam instead. Two generations of historians have explained this decision by citing logistical considerations. Laos's landlocked, mountainous terrain, they hold, made the kingdom an unpropitious place to fight, while South Vietnam—possessing a long coastline, navigable rivers, and all-weather roads—better accommodated America's military forces. The Universe Unraveling is a provocative reinterpretation of U.S.-Laos relations in the years leading up to the Vietnam War. Seth Jacobs argues that Laos boasted several advantages over South Vietnam as a battlefield, notably its thousand-mile border with Thailand, whose leader was willing to allow Washington to use his nation as a base from which to attack the communist Pathet Lao.More significant in determining U.S. policy in Southeast Asia than strategic appraisals of the Laotian landscape were cultural perceptions of the Lao people. Jacobs contends that U.S. policy toward Laos under Eisenhower and Kennedy cannot be understood apart from the traits Americans ascribed to their Lao allies. Drawing on diplomatic correspondence and the work of iconic figures like "celebrity saint" Tom Dooley, Jacobs finds that the characteristics American statesmen and the American media attributed to the Lao—laziness, immaturity, and cowardice—differed from the traits assigned the South Vietnamese, making Lao chances of withstanding communist aggression appear dubious. In an era when global society and the transnational market are trendy concepts, she suggests that state capacities for domestic transformative strategies provide a competitive advantage. Some of the most successful economies rely on state-informed and state-embedded institutions for governing the economy. In fact, she contends, the strength of external economic pressures is largely determined domestically, and the effect of such pressures varies with the strength of domestic institutions. Weiss analyzes the sources and varieties of state capacity for governing industrial transformation in contemporary cases: the unraveling of Sweden's distributive model of adjustment, the evolution of developmental states in Northeast Asia, and the parallel strengths of the German and Japanese systems of industrial coordination. Her comparative perspective allows her to show how different types of state capacity affect industrial vitality and domestic adjustment to global forces. As economic integration proceeds, she concludes, state capabilities will matter more rather than less in fostering social well-being and the creation of wealth.
