Book excerpt: This study on airlift, written before Operation Iraqi Freedom began, has greater relevance now that we have some clear lessons about the vital importance of airlift for operations in Iraq and Afghanistan. In Unmanned Airlift: A Viable Option for Meeting the Strategic Airlift Shortfall, Lt Col Chad T. Manske points to the growing dependency on strategic airlift as well as the abiding corollary that there will continue to be a shortfall in strategic airlift. Quite naturally, he asked whether there might be a suitable role for unmanned airlift in the Air Force. To get to the analysis, Colonel Manske raised three crucial questions: (1) are operational requirements able to justify unmanned airlifters, (2) are current and emerging technologies likely to meet these potential operational requirements, and (3) are the operational concepts cost-effective? Unsurprisingly, the author found a paucity of operational requirements. The first step in applying new technology is to convince unified combatant commanders and defense planners of a viable potential. Generally, operational and combat planners think primarily about capabilities available in the present. In addition, a long history of unproven aircraft concepts translates to high reluctance by the DOD and senior military leaders to commit funds to programs that show little near-term prospects of success. Clear assurances are needed to invest in procurement and acquisition of these new systems and attendant capabilities. The author suggests that the current shortfall of aircrew, the evident progress in emerging unmanned aircraft technology, and the currently increasing funding of unmanned aerial vehicle (UAV) research and development are all providing impetus to investigate the unmanned airlift concept. Colonel Manske thoughtfully provides an interesting scheme for employing these large vehicles using a monitoring mother ship to mitigate the very real problem of globally navigating in controlled airspace occupied by manned aircraft. He is also hopeful that air traffic management procedures will be upgraded to support autonomous UAV operations. Finally, the author has three suggestions for a DOD investigation: 1) Agents must perform a detailed cost-benefit analysis, learning best practices from Joint Unmanned Combat Air Systems and UAV programs; 2) Charge Defense Advanced Research Projects Agency with the responsibility of determining the feasibility of concepts for unmanned airlift; and 3) Use war games to determine and establish a feasible concept of operations and employment.

Book excerpt: The United States (US) has emerged as the sole superpower. In order to recognize the dramatic change in the international environment, the United States has adopted a national security strategy of engagement. The United States relies on the civilian and military strategic airlift assets of the National Airlift Fleet to influence world events. However, due to changed force structures, cutbacks, and dwindling resources, the United States does not possess enough airlift assets to accomplish national goals and objectives. Hence, this study asks the question: In order to meet current and future airlift requirements of the United States, does the Air Force need to procure and field a commercial off-the-shelf (COTS) cargo aircraft? The post-cold-war strategic environment and the national security strategy of engagement dramatically increased the nation's commitments around the world, thus requiring reevaluation of the national airlift policy. The US military does not possess the strategic airlift capability required by the unified command plans. The procurement of 120 C-17s to replace 266 rapidly aging C-141s adds in-creased capability due to the C-17's ability to carry outsized cargo and operate in and out of small austere locations but at reduced flexibility because of the reduced number of airframes available to the National Command Authorities. Furthermore, the proliferation of weapons of mass destruction dramatically in-creases the likelihood of operating in "hostile" environments, thereby eliminating the civil reserve airfleet's contribution to strategic airlift. Commercial airlift aircraft, built for efficiency, represent a fiscally responsible complement to the military's airlift fleet. In order to meet current and future force requirements, especially with a continental-based force structure, the United States needs to supplement its strategic airlift fleet with a COTS airlift aircraft.

Our capability also falls short of the requirement to perform the Brigade Airdrop requirement. Our current policy is to accept the airlift shortfall as risk, rather than spend the enormous resources required to fix the shortfall.

In essence, today we have a two MTW strategy supported by a one or less MTW airlift force. This paper examines the purpose, components, and capabilities of the National Airlift System. The examination of the most recent mobility requirements study will show that an airlift shortfall exists. The paper presents three airlift options to alleviate the current airlift shortfall. The analysis will show that additional C-17 procurement and partial upgrade to the C-5 fleet is the most cost-effective solution. Finally, in order to preserve our monopoly on airlift, the author argues for a new airlift policy for modernizing the airlift fleet based upon national requirements.

There are several possible mainstream solutions to meet growing airlift demands including purchasing additional military-style aircraft, refurbishing aging aircraft, increasing Civil Reserve Air Fleet involvement, stockpiling more pre-positioned equipment, or increasing burden sharing with allies. This thesis asks whether complementing Air Mobility Command's current military-style aircraft fleet with commercially available aircraft is the most fiscally responsible option for solving Department of Defense's intertheater airlift shortfall? Given the long lead times for design, funding, and acquisition, understanding future requirements and operating environment is important. Unfortunately, predicting the future is impossible and often leads to incorrect and expensive assumptions. Therefore, when creating a future airlift fleet, planners should not only provide capability to meet specific threats, but also provide a sufficiently robust, flexible, and most generally capable force effective against even unforeseen circumstances.

Book excerpt: The need for strategic airlift, the planes that carry troops and equipment between continents, has lessened markedly in recent years. Current requirements for the first two weeks of a major regional conflict are 36 percent to 58 percent lower than those estimated during the Cold War for a confrontation with the Soviet Union. However, during the 1980s, the actual number of airlift aircraft was insufficient to handle the deliveries that the Department of Defense (DoD) estimated would be needed for a NATO/Warsaw Pact conflict. Current plans to maintain an airlift fleet with a theoretical capacity of 49 million to 52 million ton-miles per day come much closer to meeting delivery requirements that the Pentagon has set for itself. Yet critics might question why meeting DoDs airlift requirements is receiving relatively more emphasis today. The defense bill for fiscal year 1996 will complete funding for 40 C-17 aircraft. Some military analysts would prefer to buy 80 to 100 additional C-17s to replace the Air Force's aging C-141 Starlifters. But a combination of C-17s and the Lockheed Martin C-5D or the C-33, a military version of Boeing's 747-400 freighter, might provide sufficient capability at lower cost. The Congress might want to consider three criteria for evaluating airlift options: ability to meet delivery requirements for two major regional conflicts; ability to perform special missions, such as air-dropping a brigade after traveling between continents or repositioning outsize equipment within a theater by air; and cost. How to balance the tradeoffs between performance and cost depends on the likelihood that the United States will become involved in two major conflicts at the same time or in crises that will require U.S. forces to perform special missions.
