Book excerpt: Unmanned Aircraft Systems (UAS) are an integral part of the US national critical infrastructure. They must be protected from hostile intent or use to the same level as any other military or commercial asset involved in US national security. However, from the Spratly Islands to Djibouti to heartland America, the expanding Chinese Unmanned Aircraft Systems (UAS / Drone) industry has outpaced the US technologically and numerically on all fronts: military, commercial, and recreational. Both countries found that there were large information security gaps in unmanned systems that could be exploited on the international cyber-security stage. Many of those gaps remain today and are direct threats to US advanced Air Assets if not mitigated upfront by UAS designers and manufacturers. The authors contend that US military / commercial developers of UAS hardware and software must perform cyber risk assessments and mitigations prior to delivery of UAS systems to stay internationally competitive and secure. The authors have endeavored to bring a breadth and quality of information to the reader that is unparalleled in the unclassified sphere. This book will fully immerse and engage the reader in the cyber-security considerations of this rapidly emerging technology that we know as unmanned aircraft systems (UAS). However, in the coming years, the majority of UAS will be small-55 pounds or less-many of which fly less than 400 feet above the ground. Small UAS have a variety of potential uses such as pipeline, utility, and farm inspections, aerial photography, and crop-dusting, among other uses. The Federal Aviation Administration, the FAA, has released proposed rules to allow for the operation of small UAS for non-recreational purposes into domestic airspace. The proposed rules would place numerous limitations on flying small UAS: Flights could take place only in daylight, the area of operations would be limited, and only visual-line-of-sight operations would be permitted.

An example of such a novel threat is the use of cruise missiles or unmanned aerial vehicles (UAVs) by terrorist groups. Individual threats cannot be assessed in isolation, however, since adversaries always have many options for staging attacks. To examine this threat, RAND utilized a ?red analysis of alternatives? approach, wherein the benefits, costs, and risks of different options are considered from the point of view of a potential adversary. For several types of attacks, the suitability of these systems was compared against other options. This approach can help defense planners understand how the capabilities that different attack modes provide address key adversary operational problems. Given the insights this analysis produced about when these systems would likely be preferred by an attacker, RAND explored defensive options to address the threat. UAVs and cruise missiles represent a ?niche threat? within a larger threat context; therefore, defenses were sought that provide common protection against both this and other asymmetric threats. The monograph concludes with a discussion of cross-cutting lessons about this threat and the assessment of novel threats in general.

With two million drones projected to be flying US skies in 2020, unmanned aircraft systems in the air domain pose a significant challenge to the nation’s security. Other technological advancements, such as artificial intelligence, combined with unmanned systems, have transformed the threat’s very nature, yet the skies are not the only domain of concern. The technology is also developing rapidly in unmanned undersea and surface systems, expanding potential weapons of mass destruction delivery options. This publication is an examination of unmanned aerial systems (UAS), unmanned surface systems (USS), and unmanned undersea systems (UUS). The technological innovation that led to the global commercialization of UAS is underway with USS and UUS. Until recently, no known scholarly studies existed that examined the vulnerabilities of one sector of US critical infrastructure to attack by UAS until A Phenomenological Examination of US Nuclear Power Plants to Attack by Unmanned Aerial Systems was published late in 2020. According to the Nuclear Regulatory Commission (NRC), there had been fifty-seven UAS incursions over twenty-four US nuclear power plants in the past five years, representing one of sixteen sectors of US critical infrastructure (Gardiner 2016; Rogoway and Trevithick 2020; Hambling 2020). Federal departments and organizations have largely ignored the threat potential that UAS pose despite the strategic guidance laid out in the 2017 National Security Strategy of the US. The nation’s national security demands a close examination of the vulnerabilities and is immediately working to close those security gaps. This publication will focus on the emergency of new UAS capabilities and highlight the latest technologies, capabilities, and the significant national security threat implications that UAS, USS, and UUS platforms represent to US critical infrastructure.

Book excerpt: The development of inexpensive small unmanned aircraft system (sUAS) technologies and the growing desire of hobbyists to have more and more capability have created a sustained sUAS industry, however these capabilities are directly enabling the ability of adversaries to threaten U.S. interests. In response to these threats, the U.S. Army and other Department of Defense (DoD) organizations have invested significantly in counter-sUAS technologies, often focusing on detecting radio frequency transmissions by sUASs and/or their operators, and jamming the radio frequency command and control links and Global Positioning System signals of individual sUASs. However, today's consumer and customized sUASs can increasingly operate without radio frequency command and control links by using automated target recognition and tracking, obstacle avoidance, and other software-enabled capabilities. The U.S. Army tasked the National Academies of Sciences, Engineering, and Medicine to conduct a study to address the above concerns. In particular, the committee was asked to assess the sUAS threat, particularly when massed and collaborating; assess current capabilities of battalion-and- below infantry units to counter sUASs; identify counter-sUAS technologies appropriate for near- term, mid-term, and far-term science and technology investment; consider human factors and logistics; and determine if the Department of Homeland Security could benefit from DoD efforts.
