Book excerpt: Key Messages • Yemen is experiencing one of the world’s largest humanitarian crises resulting from prolonged conflict, with about half the population suffering from food insecurity. • Food availability and affordability in Yemen is extremely vulnerable to external shocks because of the fragility of the national food system and its heavy dependence on food imports by the private sector and international humanitarian agencies. • A recent workshop jointly organized by IFPRI and HSA Group reviewed the state of collaboration between key actors in Yemen’s food system and discussed avenues to building strong cross-sector partnerships for ending the current food crisis and strengthening food system resilience. • Limited collaboration among the public, private, and third sectors (for example, in the form of collective action, multistakeholder partnerships) contributes to inefficiencies in food supply chains and food aid delivery. • Currently, collaborations are often ad hoc, limited to peer-to-peer partnerships, and constrained by a siloed mentality. • With a potential peace agreement, new opportunities for cross sector collaboration and strategic partnerships between food system actors are emerging. • Enhanced communication among the public, private, and third sectors is an important first step toward improving mutual understanding, building trust, exchanging critical information and ideas, and realizing opportunities for effective collective action.

Book excerpt: Armed conflict combined with prolonged drought has put about 20 million people at risk of starvation and death in Somalia, South Sudan, Yemen, and northern Nigeria. The international development and aid communities are caught between the enormity of the humanitarian crisis, which demands an estimated US$4.4 billion to address, and the lack of resources forthcoming from donors. Food crises, famine-like conditions, and famines recur with regularity in many developing countries (see Box 1 for definitions of terms). Although the current famines can be largely attributed to conflicts, chronic food insecurity also threatens several other African countries. For example, 6.7 million people were affected by Malawi’s largest food crisis in decades in 2016–2017, and the country remains vulnerable to weather extremes that could create food emergencies (World Bank 2017). In Kenya, food security has deteriorated since the end of 2016 and half of its 47 counties face food shortages (Chatterjee and Mengistu 2017). How do countries prepare to prevent shocks—natural and man-made—from generating food crises? What does it take to break the cycle of chronic food insecurity and build resilient food systems? How have some countries managed to prevent drought from leading to famine? In this brief, we document lessons for building resilient food systems to prevent future famines.

However, building upon South Sudan’s National Food Systems Dialogue ample opportunities exist to build food systems resilience in EE through strengthening the capacity of people to produce and access nutritious and culturally acceptable food over time and space in the face of natural and/or man-made shocks and stressors. This report provides a rationale for building food systems resilience in South Sudan by introducing its concept and operationalisation (part 1 of this report), presenting the main findings of the food systems resilience dialogue that took place in EE State (part 2), and introducing the main pathways identified to build food systems resilience in the State (part 3). Food systems approaches are increasingly seen as a way forward to develop sustainable food systems in protracted food crisis as highlighted by the UN Food Systems Summit, the Global Network Against Food Crises and the Fighting Food Crises along the Nexus Coalition. It is therefore most opportune to act now by investing in an urgently needed transformation towards equitable, inclusive, and sustainable food systems for improved outcomes, in particular food and nutrition security in protracted food crises contexts. For South Sudan this means, in line with the outcomes of its National Food Systems Dialogue, to address four strategic challenges to transform the country’s food systems: 1) strengthening the resilience of food systems in face of current and future shocks and stressors; 2) developing food systems that contribute to social cohesion and peace; 3) ensuring that food systems are based on sustainable use and management of natural resources and produce healthier diets, and; 4) promoting sustainable food supply systems through inclusive value chains and agribusinesses with an eye on youth employment. Governance of food systems takes place at multiple levels and scales but transformation of local food systems will only succeed if communities, civil society organisations, small producers, farmers, and indigenous groups – with their local knowledge, and lived-in experiences – can shape how food is governed. The EE’s Food Systems Resilience Dialogue & Pathway Development (FoSReD-PaD) provides an approach to strengthen local governance of food systems for improved food systems resilience and outcomes. The State-Level Dialogue envisaged a total of nine pathways which together form a roadmap to transform EE’s food systems to become more resilient; better serve the needs of all stakeholders (in particular smallholder farmers/agri-pastoralists and herders); and improve food and nutrition outcomes for all.

Book excerpt: In addition to the unprecedented humanitarian crisis and the creation of space for militant groups, the conflict in Yemen is also taking a heavy toll on the economy. According to estimates from the International Monetary Fund (IMF 2018) together with information on physical damages from the World Bank-led Yemen Dynamic Damage and Needs Assessment (World Bank et al. 2018), the accumulated impact of the conflict from 2015 to 2018 is estimated to be USD47 billion (in 2014 prices), nearly one and a half times total GDP in 2014. The poverty headcount for Yemen is estimated to have increased from 49 percent in 2014 to 77 percent in 2018. The results of economic recovery scenarios run within a recursive dynamic computable general equilibrium (DCGE) model of the Yemeni economy suggest that unless significant support is provided by the international community for reconstruction, poverty in coming years, even if the conflict ends, will remain high or increase even further. Poverty outcomes of alternative post-conflict transition options range between a national poverty rate of 84 percent in the worst-case scenario of economic stagnation and 50 percent in the best-case scenario that involves the recovery of physical capital, total factor productivity (TFP) growth increases in all sectors, and significant inflows of foreign aid. Under a recovery scenario with lower foreign aid, the poverty headcount is projected to fall, but only modestly. Only under a recovery scenario with high aid inflows are poverty levels projected to be below pre-conflict levels by 2025.

The project is the latest phase in a series of EU-funded investments since in food security information systems in Yemen, with this project aiming to expand the geographic and technical coverage of previous phases. With these investments expected to continue in the future, the evaluation has aimed to provide accountability to project partners as well as the provision of evidence-based analyses and usable recommendations that feed into programming, policy and decision-making processes.

Book excerpt: Food insecurity at the national and household level not only is a consequence of conflict but can also cause and drive conflicts. This paper makes the case for an even higher priority for food securityrelated policies and programs in conflict-prone countries. Such policies and programs have the potential to build resilience to conflict by not only helping countries and people cope with and recover from conflict, but also contributing to preventing conflicts and supporting economic development more broadlythat is, helping countries and people become even better off. Based on this definition and a new conceptual framework, the paper offers several insights from four case studies on Egypt, Somalia, Sudan, and Yemen. First, conflicts are often related to other shocks such as economic crises, price shocks, and natural disasters. Second, increasing subsidies is a favored policy measure in times of crisis; however, such measures do not qualify as resilience building. Third, climate change adaptation should be an integral part of conflict prevention in part because climate change is expected to significantly increase the likelihood of conflict in the future. Fourth, building price information systems, introducing and expanding credit and insurance markets, geographic targeting of social safety nets, and building functioning and effective institutions are key measures for building resilience to conflict. Finally, the paper points to several important knowledge gaps.

The context analysis informs and co-creates design, approaches and operational responses, thereby also strengthening the FNS-REPRO learning agenda and evidence-based programming - focused on seed sector development. The publication provides a baseline for the four-year programme in Somaliland, together with the Resilience Baseline (RIMA) report.

Despite this alarming trend, the region's diverse agriculture and food sector has the potential to provide West Africans with sufficient, affordable, and nutritious food while contributing to inclusive growth and poverty reduction. The report begins by providing an overview of key trends and developments shaping current food system outcomes before identifying and examining three interconnected priority areas for simultaneous intervention at regional level: i) Strengthening the Sustainability of the Food System's Productive Base: Climate-Smart Agriculture (CSA) at Farm and Landscape Level; ii) Promoting an Enabling Environment for Intraregional Value Chain Development and Trade Facilitation; and iii) Enhancing Regional Risk Management Architecture and Farmer Decision Support Tools. By proposing a set of implementation-ready regional flagship initiatives for each intervention area, the report supports a broad range of development partners and other actors in formulating policies and designing upcoming investment projects. Regional flagship initiatives proposed in the report include inter alia accelerating the evolution of the regional agricultural research system; promoting cross-border food value-chains through investments in food safety, quality control, and traceability systems; and upgrading early-warning and food crisis prevention systems by using digital technology.

Book excerpt: Achieving the UN Sustainable Development Goals is impossible without addressing fragility, conflict, and violence (FCV), especially as two thirds of the extreme poor are projected to live in such situations by 2030. Conflicts as well as climatic and natural hazards displace millions of people each year. Strengthening food systems can be an essential lever of change that contributes to ending poverty while maintaining and restoring peace. This paper focuses on how stabilizing and improving food systems can have a positive impact in FCVs settings, not just by preventing hunger, but by creating employment and increasing shared prosperity, which may contribute to greater peace. It reflects the four pillars of the World Bank Group Strategy for Fragility, Conflict, and Violence 2020-2025 - promote prevention, remain engaged in crisis situations and conflict, help countries transition out of fragility, and mitigate spillover impacts. To strengthen food systems across the spectrum of FCV settings, the paper highlights four key areas of focus for practitioners: (i) strengthening governance and institutional capacity by supporting food programs such as those that focus on the welfare of the entire population, rather than just a fraction of it; (ii) preventing and responding to food crises to avoid not only hunger, but also people sliding deeper into poverty; (iii) growing the private sector through agribusiness development, inclusive jobs in agricultural value chains, particularly for women and youth, and rural livelihoods to break the cycle of intergenerational poverty common in FCV settings; and (iv) reducing conflict risk and environmental fragility through resilient and sustainable resource management in ways that help build government legitimacy. This paper is rich in practical and tested examples across FCV settings from around the world and makes a strong case for providing development support and assistance in these challenging environments. By setting food systems up for success, governments can invest in the essential foundations of peace and prosperity.
