The Mediterranean has complex trade patterns and routes--but with key differences from the past. It is no longer an isolated world economy: it is both a trading area and a transit area linking Europe and North Africa with the rest of the world through the hub-and-spoke structure of maritime networks. Understanding how trade connectivity works in the Mediterranean, and elsewhere, is important to policy makers, especially those in developing countries in the Mediterranean, concerned with the economic benefits of large investment in infrastructure. Better connectivity is expected to increase trade with distant markets and stimulate activities in the hinterland. This book is a practical exploration of the three interdependent dimensions of trade connectivity: maritime networks, port efficiency, and hinterland connectivity. Because of the complexity and richness of maritime and trade patterns in the Mediterranean, the research book combines both a regional focus and globally scalable lessons. This book is intended for a wide readership of policy makers in maritime affairs, trade, or industry; professionals from the world of finance or development institutions; and academics. After months nervously watching increasingly assertive NATO military posturing, Soviet intelligence agencies in Western Europe received flash telegrams reporting alarming activity on U.S. bases. In response, the Soviets began planning for a countdown to a nuclear first strike by NATO on Eastern Europe. And then Able Archer 83, a vast NATO war game exercise that modeled a Soviet attack on NATO allies, ended. What the West didn't know at the time was that the Soviets thought Operation Able Archer 83 was real and were actively preparing for a surprise missile attack from NATO. This close scrape with Armageddon was largely unknown until last October when the U.S. government released a ninety-four-page presidential analysis of Able Archer that the National Security Archive had spent over a decade trying to declassify. Able Archer 83 is based upon more than a thousand pages of declassified documents that archive staffer Nate Jones has pried loose from several U.S. government agencies and British archives, as well as from formerly classified Soviet Politburo and KGB files, vividly recreating the atmosphere that nearly unleashed nuclear war.

Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle. The book goes on to describe progress with the changing regulatory and planning regimes in the European Sea Basins including the Caribbean where there are significant European interests.
