Book excerpt: When the CBC organized a national contest to identify the greatest Canadian of all time, few were surprised when the father of Medicare, Tommy Douglas, won by a large margin: Medicare is central to Canadian identity. Yet focusing on Douglas and his fight for social justice obscures other important aspects of the construction of Canada's national health insurance - especially its longstanding dependence on immigrant doctors. Foreign Practices reconsiders the early history of Medicare through the stories of foreign-trained doctors who entered the country in the three decades after the Second World War. By making strategic use of oral history, analyzing contemporary medical debates, and reconstructing doctors' life histories, Sasha Mullally and David Wright demonstrate that foreign doctors arrived by the hundreds at a pivotal moment for health care services. Just as Medicare was launched, Canada began to prioritize "highly skilled manpower" when admitting newcomers, a novel policy that drew thousands of professionals from around the world. Doctors from India and Iran, Haiti and Hong Kong, and Romania and the Republic of South Africa would fundamentally transform the medical landscape of the country. Charting the fascinating history of physician immigration to Canada, and the ethical debates it provoked, Foreign Practices places the Canadian experience within a wider context of global migration after the Second World War.

Constant Struggle looks for the democratic impulse in Canada’s past to deconstruct how the country became a democracy, if in fact it ever did. This volume asks what limits and contradictions have framed the nation’s democratization process, examining how democracy has been understood by those who have advocated for or resisted it and exploring key historical realities that have shaped it. Scholars from a range of disciplines tackle this elusive concept, suggesting that instead of looking for a simple narrative, we must be alert to the slower, untidier, and incomplete processes of democratization in Canada. Constant Struggle offers a renewed, sometimes unsettling depiction, stretching from studies of early Indigenous societies, through colonial North America and Confederation, into the twentieth century. Book excerpt: Aquí and Allá: Transnational Dominican Theater and Performance explores how contemporary Dominican theater and performance artists portray a sense of collective belonging shaped by the transnational connections between the homeland and the diaspora. Through close readings of plays and performances produced in the Dominican Republic and the United States in dialogue with theories of theater and performance, migration theory, and literary, cultural, and historical studies, this book situates theater and performance in debates on Dominican history and culture and the impact of migration on the changing character of national identity from end of the twentieth century to the present. By addressing local audiences of island-based and diasporic Dominicans with stories of characters who are shaped by both places, the theatrical performances analyzed in this book operate as a democratizing force on conceptions of Dominican identity and challenge assumptions about citizenship and national belonging. Likewise, the artists’ bi-national perspectives and work methods challenge the paradigms that have traditionally framed Latin(o) American theater studies.

Although covert operations were an integral part of America’s arsenal during the late 1940s and early 1950s, the majority of these operations were ill conceived, unrealistic and ultimately doomed to failure. In this volume, the author looks at three central questions: Why were these types of operations adopted? Why were they conducted in such a haphazard manner? And, why, once it became clear that they were not working, did the administration fail to abandon them? The book argues that the Truman Administration was unable to reconcile policy, strategy and operations successfully, and to agree on a consistent course of action for waging the Cold War. This ensured that they wasted time and effort, money and manpower on covert operations designed to challenge Soviet hegemony, which had little or no real chance of success. US Covert Operations and Cold War Strategy will be of great interest to students of US foreign policy, Cold War history, intelligence and international history in general.
