In Georgia, broad consensus on political essentials restricted the range of state party differences and the scope of party debate, but Whigs and Democrats battled intensely over how best to protect Southern rights and institutions within the Union. The power and security that national party alliances promised attracted Georgians, but the compromises and accommodations that maintaining such alliances required also repelled them. Early carefully maps the road to her 1961 decision to apply to the master’s program in music education at the University of Georgia, becoming one of only three African American students. With this personal journey we are privy to her prolonged and difficult admission process; her experiences both troubling and hopeful while on the Athens campus; and her historic graduation in 1962. Early shares fascinating new details of her regular conversations with civil rights icon Dr. Martin Luther King Jr. at Ebenezer Baptist Church in Atlanta. She also recounts her forty-eight years as a music educator in the state of Georgia, the Southeast, and at the national level. She continued to blaze trails within the field and across professional associations. After Early earned her master’s and specialist’s degrees, she became an acclaimed Atlanta music educator, teaching music at segregated schools and later being promoted to music director of the entire school system. In 1981 Early became the first African American elected president of the Georgia Music Educators Association. After she retired from working in public schools in 1994, Early taught at Morehouse College and Spelman College and served as chair of the music department at Clark Atlanta University. Early details her welcome reconciliation with UGA, which had failed for decades to publicly recognize its first Black graduate. In 2018 she received the President’s Medal, and her portrait is one of only two women’s to hang in the Administration Building. Most recently, Early was honored by the naming of the College of Education in her honor.

The Georgia legislature in January 1785 approved a charter establishing “a public seat of learning in this state.” For the next sixteen years the university’s trustees struggled to convert its endowment--forty thousand acres of land in the backwoods--into enough money to support a school. Georgia was launched as a unique experiment on the borderlands of the British Atlantic world. Its female population was far more diverse than any in nearby colonies at comparable times in their formation. Ben Marsh tells a complex story of narrowing opportunities for Georgia's women as the colony evolved from uncertainty toward stability in the face of sporadic warfare, changes in government, land speculation, and the arrival of slaves and immigrants in growing numbers. Marsh looks at the experiences of white, black, and Native American women-old and young, married and single, working in and out of the home. Mary Musgrove, who played a crucial role in mediating colonist-Creek relations, and Marie Camuse, a leading figure in Georgia's early silk industry, are among the figures whose life stories Marsh draws on to illustrate how some frontier women broke down economic barriers and wielded authority in exceptional ways. Marsh also looks at how basic assumptions about courtship, marriage, and family varied over time. To early settlers, for example, the search for stability could take them across race, class, or community lines in search of a suitable partner. This would change as emerging elites enforced the regulation of traditional social norms and as white relationships with blacks and Native Americans became more exploitive and adversarial. Many of the qualities that earlier had distinguished Georgia from other southern colonies faded away.

With a few notable exceptions, analysts have paid little attention to negotiations ending in failure. The essays in Unfinished Business show that as much, if not more, can be learned from failed negotiations as from successful negotiations with mediocre outcomes. Failure in this study pertains to a set of negotiating sessions that were convened for the purpose of achieving an agreement but instead broke up in continued disagreement. Seven case studies compose the first part of this volume: the United Nations negotiations on Iraq, the Middle East Peace Summit at Camp David in 2000, Iran-European Union negotiations, the Cyprus conflict, the Biological Weapons Convention, the London Conference of 1830–33 on the status of Belgium, and two hostage negotiations (Waco and the Munich Olympics). These case studies provide examples of different types of failed negotiations: bilateral, multilateral, and mediated (or trilateral). The second part of the book analyzes empirical findings from the case studies as causes of failure falling in four categories: actors, structure, strategy, and process. This is an analytical framework recommended by the Processes of International Negotiation, arguably the leading society dedicated to research in this area. The last section of Unfinished Business contains two summarizing chapters that provide broader conclusions—lessons for theory and lessons for practice.

Book excerpt: From the eighteenth century to the eve of the Civil War, Georgia's racial order shifted from the somewhat fluid conception of race prevalent in the colonial era to the harsher understanding of racial difference prevalent in the antebellum era. In Cultivating Race: The Expansion of Slavery in Georgia, 1750–1860, Watson W. Jennison explores the centrality of race in the development of Georgia, arguing that long-term structural and demographic changes account for this transformation. Jennison traces the rise of rice cultivation and the plantation complex in low country Georgia in the mid-eighteenth century and charts the spread of slavery into the up country in the decades that followed. Cultivating Race examines the "cultivation" of race on two levels: race as a concept and reality that was created, and race as a distinct social order that emerged because of the specifics of crop cultivation. Using a variety of primary documents including newspapers, diaries, correspondence, and plantation records, Jennison offers an in-depth examination of the evolution of racism and racial ideology in the lower South.
