Book excerpt: Excerpt from University Extension, Past, Present, and Future The first and second editions of this little book were published in August, 1890, under the title of "University Extension: Has it a Future?" They dealt, primarily, with the position created by the statement of the Chancellor of the Exchequer made in the House of Commons on the 21st of July, 1890, that part of the money accruing from the new spirit duty would ultimately be applied to the promotion of intermediate, technical, and agricultural education. Their object was to show that, from its past history and its present condition, the educational system, commonly known as University Extension, was worthy of serious attention whenever the Legislature should come to enumerate the institutions to which County Councils might vote grants in aid. The year which has elapsed since the autumn of 1890 has witnessed greater changes in English education than any which have happened since the memorable year 1870. Whilst the Imperial Parliament has been busy with Free Education, almost every County Council in England and Wales has been taking steps to initiate its own scheme of commercial and technical instruction. Book excerpt: Excerpt from University Extension in the United States In 1874 a new agent of popular education, the Chautauqua move ment, began to make itself felt by the introduction Of more systematic and constructive Opportunities of study than were included in the plan of the lyceum. Chautauqua, with its summer schools and literary and scientific circle, Offered courses of instruction varying from, the more elementary to university grades. Correspondence study formed an important part Of its work, the courses being pre pared and conducted by university professors. During a brief period an attempt was made to'so broaden this Opportunity as to include the giving Of credit for studies of university grade with no residence requirement, degrees being granted by the University of the State of New York upon completion of work equivalent to that ex acted at a recognized institution. When other means for home study became more general this privilege was withdrawn. The transplanting of the English system of university extension did not take place until the year 1887, when an address before the American Library Association upon this subject aroused keen interest among members of the association and resulted. In the beginnings of university extension in several cities (buffalo, Chicago, and St. Louis) as an adjunct to the work of the city library. Book excerpt: Excerpt from The Place of University Extension When a new movement in education knocks at our door and demands recognition as an educational agency, it is natural and right that its adherents should justify its claims. Too often a seemingly new movement proves to be only a variety of some old agency dressed in a new garb, or what is worse, a subordinate element in education, pushed forward into a prominence which its intrinsic merits do not deserve. The new education has been heralded numberless times; in fact, it is always with us, and yet the predicted revolution has not come, and we are still following the traditional lines of education with such slight exceptions, that it would be difficult to enumerate any clearly defined principle which our age has brought forth. It is easy to see many changes in the educational world. The interest in education has greatly increased; the public are much more willing to support educational projects, both by taxation and by private gifts; the public schools have become a powerful means of elevating all classes of society; technical and secondary schools are abundant and efficient; and the great universities. State and private, have acquired an influence, which such institutions never before exercised. While recognizing these improvements, and many more that could be named I stall affirm that our age has not been original in its methods and that it has not departed widely from the educational traditions of the past. We have, to be sure, in a groping, unconscious way made many important modifications in our educational system, but the principles upon which they rest have not been enumerated, nor have they been justified upon grounds in harmony with the spirit through which the changes have come. Several new developments are extending the operations of the system. We begin to feel that its tentative organization ought to give way to some more permanent arrangement. At the same time it is clear that both political parties have now come to the conclusion that the State must henceforth play a larger part in national education. Book excerpt: Excerpt from The Bureau of Extension of the University of North Carolina The work of the Bureau of Extension of the University of North Carolina is presented here as typical of what can be clone in making widely serviceable the resources of an institution of higher learning. The University of North Carolina, chartered in 1789, is one of the oldest of the State universities. Its genesis and development have been along the lines characteristic of the private, endowed institutions of the East, rather than those of the Western State universities. It is separate from the States college of agriculture, and so its extension activities are not associated with the many and important activities of the department of agriculture. It has a student body of 1,000 during the regular session, and an additional 1,000 students in a summer term. Its regular faculty numbers 75 and has always been notable for its scholarship and its research interests. The faculty has maintained for many years three journals of a scholarly nature, and has been steadily active in the representative national societies. These points are significant in giving orientation to its recently developed extension work. It is important to note that this development is not a record of attaching a new department of extension to departments of teaching and research, for the sake of superficial interest or "protective popularity"; but it represents the normal outgrowth of a concept of the university as an organism, and of the extension organization as merely the channel through which the inner life of the institution is given a chance to express itself fully in its environment. It rests on the assumption that the inner life must be sound and true to type to have anything of value to express in extension; and on the further assumption that, in so functioning fully and truly, it not only docs not injure the inner life, but strengthens and purifies it. On this belief as a basis, the extension work began as an organized department in 1912, with no special appropriation, and with no expenditures except for printing. The organization consisted of a committee from the faculty, under a chairman, the university librarian, Dr. L. R. Wilson, who has ever since been its directing head.
