Book excerpt: Over the past several decades, the Dominican Republic has experienced striking political stagnation in spite of dramatic socioeconomic transformations. In this work, Jonathan Hartlyn offers a new explanation for the country's political evolution, based on a broad comparative perspective. Hartlyn rejects cultural explanations unduly focused on legacies from the Spanish colonial era and structural explanations excessively centered on the lack of national autonomy. Instead, he highlights the independent impact of political and institutional factors and historical legacies, while also considering changes in Dominican society and the influence of the United States and other international forces. In particular, Hartlyn examines how the Dominican Republic's tragic nineteenth-century history established a legacy of neopatrimonialism, a form of rule that found extreme expression in the brutal dictator Rafael Trujillo and has continued to shape politics down to the present. By examining economic policymaking and often conflictual elections, Hartlyn also analyzes the missed opportunity for democracy during the rule of the Dominican Revolutionary Party and the democratic tensions of the administrations of Joaquin Balaguer.

Book excerpt: Democracy promotion in the Middle East and North Africa (MENA) remains a central pillar of the foreign policy the European Union (EU). Rather than concentrating on the relations between the incumbent authoritarian regimes and the opposition in the relevant countries, and on the degree to which these relations are affected by EU efforts at promoting democracy, human rights and the rule of law (an outside-in approach), this collection of articles inverts the focus of such relationships and attempts to look at them ‘inside-out’. While some contributions also emphasise the ‘outside-in’ axis, given that this continues to be analytically rewarding, the overarching thrust of this book is to provide some empirical substance for the claim that EU policy making is not unidirectional and is influenced by the perceptions and actions of its ‘targets’. Thus, the focus is on domestic political changes on the ground in the MENA and how they link into what the EU is attempting to achieve in the region. Finally, the self-representation of the EU and its (lack of a) clear regional role is discussed. This book was published as a special issue of Democratization.

This collection addresses three crosscutting themes: First, how LASM-CH perspectives have taken root as an element of international cooperation and solidarity in the health arena in the region and beyond, into the twenty-firstcentury. Second, how LASM-CH perspectives have been incorporated and restyled into major contemporary health system reforms in the region. Third, how elements of the LASM-CH legacy mark contemporary health social movements in the region, alongside additional key influences on collective action for health at present. Working at the nexus of activism, policy, and health equity, this multidisciplinary collection offers new perspective on struggles for justice in twenty-first-century Latin America. Book excerpt: In this book, a new general model of delayed transitions to democracy is proposed and used to analyze Mexico's transition to democracy. This model attempts to explain the slow, gradual dynamics of change characteristic of delayed transitions to democracy and is developed in a way that makes it generalizable to other regional contexts. Utilizing both qualitative and quantitative data based on an original data set of forty thousand individual interviews, Schatz analyzes how the historical authoritarian corporate shaping of interests and forms of political consciousness has fractured the social base of the democratic opposition and inhibited democratizing social action. Using comparative cases of delayed transitions to democracy, the author's conclusions challenge and improve upon current theories of democratization. In elaborating a model for the delayed transition to democracy, the author argues that the emphasis on transformative industrialism in both political modernization and class-analytic theories of social bases of democratization is modeled too closely on the western European process of democratization to allow a full explanation of the case of Mexico's transition to democracy. In addition, she argues that a delayed transitions model provides a more adequate explanation of gradual transitions to democracy because such a model builds on a the insights of structural theories regarding the social bases of anti-authoritarian mobilization. To support the delayed transitions model, Schatz compares Mexico with Taiwan and Tanzania, countries also characterized by delayed transitions to democracy in the late twentieth century. This important book fills a considerable gap in the literature on democratization at the end of the century.
