Author of the famous Treatise on Political Economy in 1803, which was revised and re-edited on several occasions, he published numerous other works including a voluminous Complete Course in Practical Political Economy in 1828–9. He also taught political economy successively from 1815 until his death in three Parisian establishments: the Athénée, the Conservatory of Arts and Trades, and the Collège de France. The texts in which Say exposes his approach to political economy have not been available in the English language until now except for the fourth edition of the ‘Preliminary Discourse’ which serves as an introduction to the Treatise. This book presents a translation which renders his works accessible to the English speaking world. For the first time, English readers will be able to become directly immersed in Say’s principal texts, where he develops his conception of political economy. Jean-Baptiste Say and Political Economy proposes a translation of a selection of eleven of Say’s texts. The first three are versions of the ‘Preliminary Discourse’ from the Treatise’s editions of 1803, 1814 and 1826 with the variations of the editions of 1817, 1819 and 1841. The following four texts are the opening discourses pronounced at the Conservatory in 1820 and 1828 and the Collège de France in 1831 and 1832. The eighth text is the ‘General Considerations’ which open the Complete Course in Practical Political Economy of 1828, with the variations of the 1840 re-edition. The final three texts are those Say devotes to ‘the progress of political economy’ in what is akin to a history of economic thought. This volume is of great importance to economic historians and people studying Jean-Baptiste Say, as well as those who are interested in economic theory and philosophy and political economy.

Austin and as exemplified by the history of the French Revolution. Through analysis of the techniques of representation in works by Balzac, Stendhal, and Zola, Petrey suggests that the expression of a truth depends on the same collective forces necessary to change a regime. According to Petrey, political legitimacy in the Revolution, the Empire, and the Restoration was established by means of a series of demonstrations that what words say cannot be interpreted without reference to the community to which they speak. Petrey first discusses the creation of France's National Assembly in 1789 as a foundational example of how speech acts can bring about historical transformation. He then challenges the most powerful twentieth-century assault on realist aesthetics, Roland Barthes's S/Z, and also considers the views of such contemporary critics as Jacques Derrida, Barbara Johnson, and Stanley Fish. During the Revolution, Petrey says, statements of truth were not descriptions of what was, but rather exhortations to produce what was not. Nineteenth-century French fiction represents in literary form a similar collectively authorized linguistic performance; the "real" in realism comes from representing facts not as they are in themselves but as they are produced and rejected in society. In the course of illuminating readings of three central realist works—Balzac's Pere Goriot, Stendhal's The Red and the Black, and Zola's Germinal—Petrey takes the position that the dilemmas of representation, far from being one of realism's blind spots, figure among its major narrative subjects.

From his close study of the administrative changes Professor Bosher concludes that the National Assembly planned to guard the public finances by bureaucratic organization. 'With a vision of mechanical efficiency and articulation', he writes, 'systems of clock-like checks and balances such as eighteenth-century Frenchmen found everywhere, even in nature itself, the revolutionary planners hoped to prevent corruption, putting their faith in the virtues of organization to offset the vices of the individual men.'

Book excerpt: When the rapes and massacres, the plagues, the famines, the floods, or the droughts erupt in far-off places, the world stands still. MSF does not. They are the "smoke jumpers" among international aid organizations. While others are often stymied or delayed by bureaucratic red tape, the men and women of Doctors Without Borders (Medecins Sans Frontieres or MSF) move in. They provide food and clean water. They dig latrines. They set up first-aid stations and field hospitals. They treat all-comers according to need. Often they are the last to remain in situations abandoned by others as too dangerous. The risks they take are moral and ethical as well as mortal. They are acutely aware that giving aid is controversial. Does it really do any good to save a child from murder one day when it will probably starve in the weeks ahead? Is it appropriate to bring expensive western medicine into a country that, in the long run, can't afford it? Should relief be given to civilians who are being starved on purpose, as part of a cynical political game, by a local warlord? Elliot Leyton and Greg Locke saw something of the implications of these and other questions when they travelled to Rwanda in the fall of 1996. There they found themselves plunged into a humanitarian crisis of epic proportions. Hundreds of thousands of people were on the move. Armed militias and hostile armies lurked in the background. Mass starvation, plague, and an eruption into civil or criminal violence were immediate possibilities. The two Canadians, one an internationally recognized expert on the psychology of killing, the other an experienced photo-journalist, had a rare opportunity to observe MSF in action at a timewhen the stress was enormous and its resources were stretched to the limit. They watched and listened, to the perpetrators of violence and their victims, to the survivors and those who gave them assistance, and, above all, to the people of MSF who dedicate themselves to saving lives because, in the words of one MSFer: "The world can afford a humanitarian ideal." The result of Leyton and Locke's research is an extraordinary written and visual record of small miracles performed in the midst of catastrophe.
