It provides the reader with an understanding of the new and radical challenges that Europe has been called to face, and complements academic research with new conceptualisations of sociology which solve social public problems in specific territorial contexts. The book focuses on the body as the vector of social cohesion policies in the awareness that cohesion revolves around the ability of all people – not just migrants – to manage conflict and change. With these aims, the empowered body is suggested as a means able to build up the timescales of memory as time-windows open to the ethic boundaries of human life. In today’s world, the question of empowerment crosses borders, not only geographic but also cognitive, linguistic and cultural ones. Refuting the longstanding notion that culture alone is responsible for group behaviour, this book confronts the “moving up” and “getting on” characterizing current immigration policies, specifically in Europe and the Mediterranean area and, in general, around the world. Methodologically, all contributions here pay attention to the powerful connection between the individual lives and the historical and socio-economic contexts in which these lives unfold. The brilliant analyses here suggest, at least, the “borderlands” as the agent making the movement of policy.

Not a static entity, the transborder region is peopled by ever-changing groups who face the challenges of social inequality: political enforcement of privilege, economic subordination of indigenous communities, and organized resistance to domination. The book, influenced by the work of Eric Wolf and senior editor Carlos G. Vélez-Ibáñez, centers on the greater Mexican North/U.S. Southwest, although the geographic range extends farther. This tradition, like other transborder approaches, attends to complex and fluid cultural and linguistic processes, going beyond the classical modern anthropological vision of one people, one culture, one language. With respect to recent approaches, however, it is more deeply social, focusing on vertical relations of power and horizontal bonds of mutuality. Vélez-Ibáñez and Heyman envision this region as involving diverse and unequal social groups in dynamic motion over thousands of years. Thus the historical interaction of the U.S.-Mexico border, however massively unequal and powerful, is only the most recent manifestation of this longer history and common ecology. Contributors emphasize the dynamic “transborder” quality—conflicts, resistance, slanting, displacements, and persistence—in order to combine a critical perspective on unequal power relations with a questioning perspective on claims to bounded simplicity and perfection. The book is notable for its high degree of connection across the various chapters, strengthened by internal syntheses from notable border scholars, including Robert R. Alvarez and Alejandro Lugo. In the final section, Judith Freidenberg draws general lessons from particular case studies, summarizing that “access to valued scarce resources prompts the erection of human differences that get solidified into borders,” dividing and limiting, engendering vulnerabilities and marginalizing some people. At a time when understanding the U.S.-Mexico border is more important than ever, this volume offers a critical anthropological and historical approach to working in transborder regions. Even so, it is fair to say they have experienced a most radical transformation in the past twenty years. During this period, the role and responsibility of the state generally have been broadly limited while allowing ‘market forces’--private ownership and control--more influence. But even where the state is still the main provider or funder, it relies increasingly on ‘market mechanisms’, for example contractual relations between state and institutions, competition among providers for resources, and external assessment of ‘outputs’ which means the results or impact of what universities do, in particular teaching and research. The new terminology speaks of price and competition, inputs and outputs, resources, cost and benefits, demand and supply, provider and customer, consumers and investors, quality control and accountability. Education, and post-secondary education especially are increasingly seen as matters for markets. Formal post-secondary education becomes a service, commercialized and traded across national borders. This volume on changing relationship between state and market, contains, besides an introductory analytic overview of the issues, accounts from different countries, regions, and thematic perspectives. Chapter authors describe and analyze government reforms and other developments that have directly or indirectly affected this relationship. Although the geographical focus is on North America, especially Mexico, South East Asia and Europe, the phenomenon is not limited to these regions and countries but worldwide.

Book excerpt: The push towards greater autonomy is one of the three main trends in every modern educational policy, alongside quality assurance and quality evaluation techniques and the need to devote attention to special — and often disadvantaged — target groups. It is, however, difficult to derive a unified concept of `autonomy’ from the comparative indicators which are published on a regular basis and it has emerged that there are significant differences depending on the specific area and the administrative organisation of education in the country in question. During the discussions of the annual Congress of the European Association for Education Law and Policy (ELA) in Salzburg (1998) it was apparent that autonomy has to be considered in its various applications. Autonomy for school boards is realised through management, administrative mechanisms, management of staff and pedagogical options. Autonomy of administration requires competence, the willingness to establish an autonomous administration and awareness of each party’s responsibility in the educational process. The contents of this Yearbook are an answer to the question of how legislatures are responding to the trend towards greater responsibility, decentralisation and autonomy. It is an overview of the efforts made by the Member States of the European Union to apply the principle of subsidiarity.
