Based on new studies the author will present the Modern Financial Intermediation Theory from Allen and Santomero (2001) and Recent Banking Efficiency Studies from Van Dijcke (2000) and Ali/ Gstaach (2000), in order to be able to derive new conclusions for the Continental European Universal Banking System. The paper presents a possible new structure of the European Banking System, which will show 3 major segments of local, national and international Banks. Finally the author will draw conclusions of such changes on the Monetary policy of the European Union.

The aim of The first section presents the similarities and differences between European countries and describes how evolution towards a unified banking system will be possible. Section 2 gives an overview of the arguments in favour of universal banks. Section 3 critically evaluates these arguments in favour of universal banks. Section 3 critically evaluates these arguments. In particular the predominance of universal banks over any other form of institution is tested. The last seciton concludes by considering the future position of universal banks. One option could be a more adequate equilibrium between banking institutions in order to preserve the potential advantages of universal banks without being completely exposed to the disadvantages.

Axel Wieandt's role as former CEO of Hypo Real Estate, which he assumed immediately after the Lehman crisis in the fall of 2008, makes him uniquely placed to both examine the causes of the current situation of the European banking system and make suggestions for getting it back on track. Book excerpt: In contrast to the U.S. where universal banking is legally prohibited, the Second Banking Directive has allowed European banks to form financial conglomerates and hold equity stakes in non-financial companies. The question is whether these conglomerates and universal banks are an efficient organizational structure. This paper analyzes the cost and profit efficiency of European banks subdivided according to their degree of diversification, conglomeration, and universality. We find that financial conglomerates are more revenue efficient than their more specialized competitors and that the degree of both cost and profit efficiency is higher in universal banks than in non-universal banks. These results indicate that the current trend towards further despecialization may lead to a more efficient banking system. Finally, the profit regressions show that operational efficiency has become the major determinant of bank profitability and that oligopolistic rents have become less prevalent in European banking.
