Castro has assumed a very hard line and insists he will not abandon Communism, but in view of his mounting economic problems, many now wonder whether he can survive. The United States has a multitude of interests in Cuba ranging from vital national security concerns to lesser matters such as political/ideological conflicts, human rights, immigration, and narcotics. Three basic approaches have been suggested for U.S. policy: increase the pressure; maintain the status quo; and engage in a dialogue. A careful analysis of the situation in Cuba indicates that only by promoting the peaceful transition to a democratic successor government in Cuba can U.S. long-range interests be served. An interest-based policy would have a pro- active strategy employing the full range of the instruments of statecraft to secure the political opening needed for such an outcome.

Bernell argues that US foreign policy towards Cuba cannot be viewed as an objective response to a set of challenges to US interests and principles, and is better understood as a policy that is rooted in and informed by historical understandings of American and Cuban identities, which are themselves historically contingent. Examining a wide range of sources including government documentation and official speeches, this work explores the origins and perpetuation of a policy perspective that emphasizes Cuban difference, illegitimacy, and inferiority juxtaposed against American virtue, legitimacy, and superiority. This work will be of great interest to all scholars of US foreign policy, International Relations, and Latin American politics.

But what exactly is a rogue state? Does the concept foster a sound approach to foreign policy, or is it, in the end, no more than a counterproductive political epithet? Robert Litwak traces the origins and development of rogue state policy and then assesses its efficacy through detailed case studies of Iraq, Iran, and North Korea. He shows that the policy is politically selective, inhibits the ability of U.S. policymakers to adapt to changed conditions, and has been rejected by the United States' major allies. Litwak concludes that by lumping and demonizing a disparate group of countries, the rogue state approach obscures understanding and distorts policymaking. In place of a generic and constricting strategy, he argues for the development of "differentiated" strategies of containment, tailored to the particular circumstances within individual states.

Is a call for a less hostile relationship between the United States and Cuba politically feasible? What are the chances that Cuba and the United States can actually work out an accommodation? Dr. Brenner analyzes the domestic political factors in each country that shape policy and that might present possibilities for serious discussion. He then proposes a workable alternative Cuban policy for the United States that takes into account the fundamental concerns of both countries. The policy proposal is related to the framework adopted by Policy Alternatives for the Caribbean and Central America (PACCA).

Book excerpt: This paper analyzes the current U.S. foreign policy toward Cuba with regard to the stated objectives contained in The National Security Strategy of the United States of America, 2002. The author surveys the historical/political context of the present impasse, policy studies prepared by government agencies and think-tanks, and joint doctrine for the peacetime use of military forces with the overall objective of determining what foreign policy strategy for Cuba best serves U.S. national security interests in the coming post-Castro era. The research finds that the present foreign policy toward Cuba is counter to national security interests as it can contribute to implosion of the Cuban state, rather than a controlled and stable transition to a democratic society. Key to a stable democratic transition, and the avoidance of a state of lawlessness, is engagement with Cuban society and the one institution most likely to survive and influence the post-Castro political environment--the Cuban armed forces. The author concludes a significant shift in U.S. policy toward Cuba that reduces confrontation and emphasizes cooperation and engagement is necessary to achieve the U.S. objective of encouraging a stable transition of power in Cuba conducive to the eventual development of democracy. The author proposes an immediate, complete, and non-preconditioned normalization of relations with the Castro regime. This "Shock to the System" pre-emptive approach, in which the United States takes the first (and precautionary) move in order to achieve its security interests, is advocated as necessary to build trust and move relations beyond the deadlock of a Cold-war legacy foreign policy. Such an approach will eventually engender confidence building measures necessary to influence the internal institutions that will be the determinant factors in achieving democratic change and economic development in post-Fidel Cuba. Simultaneously, this alternate policy of engagement helps avoid the otherwise possible outcome of continued isolation--a breakdown of social order and lawlessness that could hinder a democratic transition in the post-Fidel era. Furthermore, the author prescribes an active and integral role for the U.S. military in the overall normalization process, through a joint administration of Guantanamo, Naval Station, leading up to its return to Cuban sovereignty, and expanded military-to-military interactions through professional exchanges and in areas of probable cooperation such as counterdrug, humanitarian assistance, civil affairs and peacekeeping operations.

Book excerpt: Political and economic developments in Cuba and U.S. policy toward the island nation, located just 90 miles from the United States, have been significant congressional concerns for many years. Especially since the end of the Cold War, Congress has played an active role in shaping U.S. policy toward Cuba, first with the enactment of the Cuban Democracy Act of 1992 and then with the Cuban Liberty and Democratic Solidarity Act of 1996. Both of these measures strengthened U.S. economic sanctions on Cuba that had first been imposed in the early 1960s, but the measures also provided roadmaps for a normalization of relations dependent upon significant political and economic changes in Cuba. A decade ago, Congress partially modified its sanctions-based policy toward Cuba when it enacted the Trade Sanctions Reform and Export Enhancement Act of 2000 allowing for U.S. agricultural exports to Cuba that led to the United States becoming a major source for Cuba's food imports. This book discusses Cuba's political and economic environment; U.S. policies toward Cuba; and selected issues in U.S.-Cuban relations. This book also provides information on legislative provisions restricting relations with Cuba. It lists the various provisions of law comprising economic sanctions on Cuba, including key laws that are the statutory basis of the embargo, and provides information on the authority to lift or waive these restrictions.

The end of the Cold War provides an opportunity to rationally adjust our national policy in order to make it more realistic, given the level of threat that Cuba poses to United States security today. APPROACH: After an introduction that briefly reviews the events that brought United States/Cuban relations to date, this Strategy Research Project analyzes and evaluates the performance of the current U.S. strategy. Next, it offers alternative strategies (that focus on political, military, economic, and societal factors), and addresses the risk involved with each. Finally, a new strategy is recommended and summarized in the conclusion.
