Identifying the degree to which ‘domain awareness’ has redefined the traditional military focus, while a new human rights discourse undercuts traditional ways of managing sovereignty and territory, the volume’s contributors question normative security arrangements. Although security itself is not an obsolete concept, our understanding of what constitutes real human-centred security has become outdated. The contributors argue that there are new regionally specific threats originating from a wide range of events and possibilities, and very different subjectivities that can be brought to understand the shape of Arctic security and security relationships in the twenty-first century.

Moreover, China's growing economic and scientific activities in the region could enable it to expand its influence and capabilities there. Beyond strategic competition and growing concerns over the possibility of a North Atlantic Treaty Organization (NATO)-Russia clash, the armed forces of the United States--particularly the U.S. Coast Guard (USCG)--continually contend with safety, law enforcement, legal, other national security, and environmental issues in the region. The National Defense Authorization Act for Fiscal Year 2021 requires a report on the Arctic capabilities of the armed forces. This report summarizes the findings of this research and is intended to, at a minimum, address the congressional request and could also contribute related, independent findings about needs and issues.

The former Commander of United States Naval Forces Europe Admiral Mark Ferguson noted that the re-militarization of Russian security policy in the Arctic is one of the most significant developments in the twenty-first century adding that Russia is creating an "Arc of steel from the Arctic to the Mediterranean" (Herbst 2016, 166). Although the Russian Federation postulates its expansion into the Arctic is for purely economic means, the reality of the military hardware being placed in the region by the Russians tells otherwise. Implementation of military hardware such as anti-air defenses is contrary to the stipulated purposes of the Russian Government in the region. Therefore is the Russian Federation building strategic military bases in the Arctic to challenge the United States hegemony due to the mistreatment against the Russians by the United States and NATO after the collapse of the Soviet Union.

Every American should know what is taking place in Alaska. With the US Government having already spent billions of dollars in aid for the total defense of Ukraine, they have allowed for defensive capabilities in the American Arctic to remain dangerously outdated. In conjunction with outdated capabilities also exists the fact that US forces positioned in Alaska are neither prepared nor adequately trained for extended operations in any Arctic environment. These facts are no secret as they have been openly stated in their own unclassified versions of Arctic Strategy. It is abundantly clear that US Arctic Strategy implementation and Homeland Defense in Alaska has been neglected even though the Director of National Intelligence stated in 2022 that the Russian and Chinese threat there “is real. For the people of Alaska, the threat is not just real, it stands at their doorsteps. Due to failed planning and preparation by the US Government, and with the Bear and the Dragon encroaching on their sovereignty, Alaskans must take the initiative to organize, train, and prepare themselves to defend the Last Frontier. As a former military and federal employee with an extensive background, L. Shane Land has now called Alaska his home for over ten years. Since 2017, he has been actively monitoring the Arctic Situation through unclassified, open-source collection methodology resulting in the production of several unclassified information papers and analytical reports which have seemingly been ignored by the military hierarchy.
