Available in PDF, EPUB and Kindle. Book excerpt: GAO provided information on the U.S.-Mexican border region's unmet environmental infrastructure needs, focusing on: (1) the financial and institutional challenges facing the United States and Mexico; and (2) how the Environmental Protection Agency (EPA) identifies and prioritizes funding for environmental problems along the U.S.-Mexican border. GAO found that: (1) many environmental infrastructure needs remain unmet on both sides of the border; (2) these needs are particularly acute on the Mexican side of the border, where the basic infrastructure is ill equipped to handle sewage collection, wastewater treatment, and solid waste disposal; (3) some Mexican communities need to expand the capacity of their infrastructure to meet ever-increasing population demands and industrial growth; (4) the Mexican border region has the capacity to treat 34 percent of its wastewater; (5) the border communities in Texas have the capacity to meet their solid waste disposal needs for at least 10 years; (6) EPA has spent approximately $520 million to help address pollution problems along the U.S.-Mexican border, but it has not developed agencywide criteria to ensure that its resources target the region's highest-priority needs; (7) communities on both sides of the border lack experience in planning public works projects, as well as the financial capacity to fund these projects; (8) the North American Development Bank provides financing for environmental infrastructure projects by securing equity, grants, and other sources of funding on a project-by-project basis; and (9) the Border XXI Program provides information on how to improve environmental conditions along the U.S.-Mexican border, develop environmental indicators, expand public participation, and address environmental health concerns.

Book Both Sides of the Border

Download or read book Both Sides of the Border written by Linda Fernandez and published by Springer Science & Business Media. This book was released on 2005-12-30 with total page 501 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Mexican -- United States border represents much more than the meeting place of two nations. Our border communities are often a line of first defense -- absorbing the complex economic, environmental and social impacts of globalization that ripple through the region. In many ways, our success or failure in finding solutions for the environmental, social and economic issues that plague the region may well define our ability to meet similar challenges thousands of miles from the border zone. Border residents face the environmental security concerns posed by water scarcity and transboundary air pollution; the planning and infrastructure needs of an exploding population; the debilitating effects of inadequate sanitary and health facilities; and the crippling cycle of widespread poverty. Yet, with its manifold problems, the border area remains an area of great dynamism and hope -- a multicultural laboratory of experimentation and grass-roots problem-solving. Indeed, as North America moves towards a more integrated economy, citizen action at the local level is pushing governments to adapt to the driving forces in the border area by creating new institutional arrangements and improving old ones. If there is one defining feature of this ground-up push for more responsive transboundary policies and institutions, it is a departure from the closed, formalistic models of the past to a more open, transparent and participatory model of international interaction.

Book excerpt: Thus, the Border 2012 Index of Indicators developed by SCERP includes data and activities that span far beyond the four agencies of the Border 2012 Program and integrates the efforts of four other types of organizations dealing with the U. [...] The question of which indicators to choose is answered primarily by the availability of quality data, but also by consideration of the uses and users of the index. [...] S.-Mexico border region." The pyramid displays the Health and Quality of Life as the apex, as these are the focus of the EPA-SEMARNAT effort and the ultimate concern. [...] In particular, data gaps were found when comparing the border region with the interior regions of the two nations (there tends to be less data available for the border region) and when comparing the Mexican border region to the U. [...] The final index of indicators and the Indicator Organization and Data Availability Pyramid (Figure 1) can be best thought of as tools for measuring the current state of and progress toward improving the environment in the U.
